While digital access has improved in many educational settings, equity remains uneven. Access to devices and connectivity does not guarantee meaningful participation, cultural relevance, or equitable outcomes. The study argues that inequity is structural rather than accidental. Therefore, leadership-not technology alone-must serve as the primary driver of sustainable change. Moving beyond compliance-based approaches, inclusive leadership centers marginalized voices, redistributes power, and embeds justice into systems design. The project advances the position that Universal Design principles, digital equity frameworks, and ethical AI governance must be integrated to ensure accessibility, belonging, and long-term sustainability.
