
Anne Loeber
As an associate professor in governance and sustainability at the Athena Institute, Vrije Universiteit Amsterdam (VU, I explore transformative system change, institutional innovation, and (participatory) governance of (the relationship between) agriculture, food, public health and responsible research. Cutting across empirical domains, I focus on the role of knowledge and power in (policy) action, conceptualizing and operationalising 'practical knowledge' (Phronèsis), as well as on the role of the science system in societal transformation. With colleagues, I work on novel approaches to knowledge co-creation in particular in view of policy analysis and evaluation. Among these approaches are forms of reflexive evaluation (‘lerend evalueren’) such as Transformative Learning Evaluations (TLE).

My background in (Participatory) Technology Assessment took me to exploring Responsible Research and Innovation (RRI) and - currently - 'Societal Readiness'. I serve as an expert member of the internal Committee on Policy Quality and Evaluation (Beleidskwaliteit en Evaluatiecommissie, BEC) to the ministries of Economic Affairs and of Agriculture, Fisheries, Food Security and Nature. Together with G. Spaargaren en P. Oosterveer, I am editor of the book “Sustainability Transitions in Agriculture and Food” (Routlegde 2011). My current projects include 'CropMIx' (NWO), 'EXTRA' (NWO), as well as FOSTER and FoSSNET (both funded by the EU under the HorizonEurope framework), as well as a project with PBL Netherlands Environmental Assessment Agency on the role of knowledge and political .judgement in shaping area-based policies.
