Split Paragraph Groups out into it's own module.

Hi,

Great module, no denying it's something that Paragraphs needs.

However, it seems to me that the module is actually made up of two core parts that would benefit from being seperate modules; Paragraph Groups and Paragraphs Browser.

As referenced yourself in https://www.drupal.org/node/2807315#comment-11665083, the grouping aspect is something that is probably outside of the scope of the Paragraphs module itself (although I don't necessarily agree), but it is an important concept that could be used by various Paragraphs sub-modules.

I have also reached out to you via the D.o contact form, which also contains some context to this request.

I foresee that the Paragraphs Group module could be a dependency of this module (although it may not be 100% necessary), and it would be a fieldable content entity, allowing for further customisations as well as Views integration.
