Last week, Phillips crews and our partners successfully placed the final portion of the required 22,000 linear feet of Roller Compacted Concrete (RCC) plating for Phase II of the C-51 Reservoir near West Palm Beach, Florida! This marks a major milestone in the construction of a critical regional water infrastructure project, which Phillips has been instrumental in since Phase I. Phase I is currently in operation as a consumptive use project for 8 surrounding municipalities, and phase 2 will combine 6 storage cells for stormwater runoff. The near completion of Cells 12 and 13 in Phase 2 will add over 14,000 acre-feet of water storage to the system. At completion, the C-51 Reservoir will provide essential water storage for the growing South Florida region and help protect the Lake Worth Lagoon by capturing excess stormwater runoff. Under a progressive-design-build contract, the Phillips team is delivering a turn-key solution to our client and the community, and completion of the RCC ahead of schedule marks a major milestone in Phase II of this project. The RCC placement was completed across just 47 placement days, a testament to the hard work, precision, and coordination of our Heavy Civil team. Over the past two years, our crews have placed a total of 787,000 cubic yards of RCC and soil cement slope protection across South Florida, demonstrating consistent performance on some of the region’s most important infrastructure efforts. We are also excited to announce that we are currently in final design of the pump station, the heartbeat of the Phase 2 Reservoir, with construction expected to begin late 2025.

As we refreshed our PPE to match our new company look, we saw the perfect opportunity to upgrade it as well! We’ve transitioned to Type 2 safety helmets—designed to provide superior protection against top, side, front, and rear impacts. These helmets are proven to deliver better safety outcomes, and that matters—because our crews deserve nothing less than the best. At Phillips, #PeopleDoneRight isn’t just a hashtag—it’s a standard we live by. We’re committed to doing everything in our power to ensure every team member gets home safely at the end of each day.
