The Office of Management and Budget (OMB), in coordination with several other federal agencies, recently issued a proposed rule that would substantially revise key aspects of the framework under 2 C.F.R. Part 200 governing federal financial assistance awards. The revisions principally affect grants and cooperative agreements, while also addressing certain requirements applicable to other forms of assistance such as loans and loan guarantees. If finalized, the proposal would represent one of the most significant revisions to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, commonly known as the "Uniform Guidance," since its adoption in 2013, with implications across the lifecycle of federal awards, from pre-award review through post-award administration and termination, as William Kirkwood, Angela Saric, and Brittany Zwald explain: https://lnkd.in/e9QyqKfM

Federal grant recipients should be paying close attention to what happens next: The public comment period closed Monday on OMB’s proposed rewrite of the federal financial assistance rules. The proposal could bring significant changes for nonprofits, local governments, educational institutions, and other organizations that rely on federal funding—especially those that regularly receive discretionary awards. OMB will now review public comments and determine what changes to make before issuing a final rule. With an October 1 target effective date, federal funding recipients should be watching closely and considering how the proposed changes could affect both future applications and existing awards. It examines whether counties publish key budget documents on time, make them easily accessible to the public, and provide adequate information for citizens to understand how public resources are planned, allocated, and spent. The survey promotes openness, accountability, and meaningful public participation in budgeting by encouraging counties to improve the availability and quality of budget information. A transparent budget process empowers citizens to monitor public spending, engage in decision-making, and hold leaders accountable for service delivery.
