In this method, members express their positions by shouting “Aye” for approval or “Nay” for opposition, with the presiding officer gauging the result based on the perceived volume of each side. While this practice has historical roots, it is inherently subjective, relying heavily on the discretion of the presiding officer to interpret the loudest collective voice. This approach raises concerns about accuracy and transparency, particularly in a democratic institution tasked with representing the will of millions of Nigerians. In contrast, modern legislative bodies worldwide increasingly utilize electronic voting systems to ensure precision and accountability. Electronic voting provides an accurate headcount of parliamentarians, recording each member’s vote instantly and eliminating the ambiguity of auditory judgment. Such systems not only enhance the integrity of the legislative process but also align with global standards of democratic governance, where clarity and fairness in decision-making are paramount. The Nigerian National Assembly’s continued reliance on voice voting stands as an outlier in an era of technological advancement. Subjective determinations risk undermining public trust, especially in contentious votes where the margin of victory may be slim or disputed. Introducing electronic voting would address these shortcomings by delivering verifiable results, ensuring that the true will of the representatives—and by extension, the people they serve—is reflected without distortion. To uphold its democratic mandate, the Nigerian National Assembly is urged to adopt electronic voting. This reform would modernize parliamentary proceedings, bolster confidence in legislative outcomes, and reaffirm Nigeria’s commitment to transparent governance. In a nation striving to strengthen its democratic institutions, such a step is not merely practical but essential.

The Philippines has already replaced mail-in voting with digital voting. Could this be the blueprint for e-voting in Europe? In its May midterm elections, the Filipino overseas voting system enabled 1.2 million voters across 77 countries and stopped 75,000 attempts to hack the system before voting even opened. Instead of relying on mail-in ballots or visiting consular offices, overseas voters were able to submit their votes through a digital app: > Voters registered using valid IDs (national ID or driver's license) plus a selfie for biometric matching > The system cross-referenced voter information against official election rolls > Behavioral analysis flagged suspicious patterns like multiple requests from single IP addresses > Zero-knowledge proofs provided mathematical verification that every vote was correctly cast and counted (important for auditing!) The results speak for themselves: over 82% voter turnout with zero breaches, and a cost per voter of $1.20–$2 compared to $6–$11 for traditional mail-based voting. What’s especially interesting to me is how closely this mirrors the direction of digital identity in Europe. With the rise of EUDI wallets, biometric-bound identity credentials, and zero-knowledge proofs, the building blocks for secure digital voting seem to be getting in place. Will electoral systems be the next frontier for these technologies?

India has more than 880 million internet users and more than 750 million Smartphone users (conservatively). Currently, India processes an average of 460 million digital payment transactions and over 80 million Aadhaar authentication transactions on a DAILY BASIS. With such robust digital infrastructure, coupled with a tech-savvy population, is mobile voting / online voting during elections still a distant dream for our 970 million registered voters in India? Integrating Aadhaar with voter ID and implementing multi-factor authentication, including mechanisms such as liveness detection, image matching, fingerprint matching, device ID binding, and blockchain technology (as demonstrated in Telangana's 2021 test case), could pave the way for a secure and auditable mobile voting system. While not advocating for the complete replacement of physical voting, the gradual introduction of mobile or online voting, supported by enhanced cybersecurity measures and improved digital literacy among citizens, could significantly enhance the efficiency and accessibility of the electoral process. The Truth behind Electronic Voting Machines (EVMs) in India (Disclaimer - I have analysed the EVM issue purely from technology perspective) Election commission of India started using EVMs in 1982 - so the product is over 42 years old. It has been upgraded successively without any major changes to the "Core Architecture". The historical data strongly supports a fact that EVMs has made polling faster, reliable, and 100% accurate. Salient features: - The mother board has a very reliable Microcontroller AT 89S51, with on chip RAM (random access memory), ROM (read only memory) and input/output ports (built in the chip) - The controller operates on 5 Volts DC supply - Various pins of controller connect to display, buzzer, push button, rectified DC supply etc. - There are in all 5 ports that connect to microcontroller - There are no wireless or blue tooth ports, that makes the machine inaccessible to internet or other networked devices - Control units has ports only for connecting ballot unit and VVPAT unit through interconnecting cables (no wireless access) - There is interrupt recovery feature from power down mode - Master switch used by polling officer connects to microcontroller to allow only one vote, as switch is pressed - Unauthorised access detection module disables EVM permanently if any attempt is made to access microcontroller - Encrypted communication is there between three major blocks (shown in picture): Control unit, Ballot unit, and VVPAT unit - EVM is not designed to have any radio frequency transmission or reception capability The current technical expert committee for independent evaluation of current generation of EVMs has eminent technologists from IIT-Delhi, IIT-Bombay, and IIT-Bhilai. As regards claims regarding hacking by AI or mobile devices, its impossible as no communication from and to EVM can take place with any other network or device using wireless protocols. The machine operates on interconnected batteries and the polling data once recorded stays within the machine. To summarize the machine is a stand-alone electronics unit controlled by microprocessors that do not understand wireless protocols. Till date 340 crore votes have been cast on EVMs (in 42 years). Countries like Switzerland and France have experimented with technology-driven voting systems, but their populations are significantly smaller compared to India. The biggest game-changer could be Blockchain-enabled remote voting in India.
