Most construction schedules are built on assumptions about production rates, durations, and quantities. But when resource planning falls short—whether due to unrealistic manpower peaks, lack of skilled labor, or poor coordination—projects risk delays, cost overruns, and disputes. This isn't opinion, it's Kingman's formula, and it explains why your "efficient" organization moves so slowly. Here's the equation that every executive should have tattooed on their forearm: Expected Wait Time = (% Utilization / (1 - % Utilization)) × Variability Coefficient × Average Process Time Run the numbers: * At 50% utilization: 6.5 minutes expected wait * At 70% utilization: 15.2 minutes expected wait * At 80% utilization: 26 minutes expected wait Double the utilization.     Resource Management for Project Owners Right from the project feasibility stage up to the handover of the asset/facility, the owner (capital projects) needs to plan and manage its internal resources. Actually, the owner must manage its resources throughout the life cycle of the asset itself. Which includes; Creation/Selection of Idea, Building the asset, Operating the asset, Modifying or improving the asset, and finally retiring the asset. This post is related to the Asset creation/building stage. Typically, the Resource Management process goes through the following steps. ·   Assessment of required key competency, skills and experience ·   Resource Requirement Planning ·   Acquiring and Allocation of Resources as per Project Plan and Schedule ·   Monitoring and Reporting the resource Utilization ·   Analysis of resource productivity and efficiency ·   Resource forecast (Available vs Requirement) ·   Adjustments, Improvements, Trainings and capturing Lessons Learned The resource management process is directly linked to the project execution and control processes. Let us take an example: The asset owner initiates a new project. The project team estimates the internal man-hours and effort required for the key activities, such as: ·   Preparation of Scope of Work ·   Creating list of project deliverables ·   Preparation of Cost Estimate ·   Preparing Tender documents ·   Technical Evaluation of bidders ·   Stage gate reviews and approvals ·   Review/approval of contractors’ submittals ·   Coordination and follow-up with contractors ·   Material Inspection ·   Site supervision and overview ·   Commissioning and handover activities ·   Project As-built and documentation completion The estimated man-hours of internal resources are then allocated to the master project schedule which helps in establishing the resource deployment schedule across the project timeline. This is usually performed in a project scheduling software where resources are allocated to the activities along with budgeted hours. If required, the start and end dates of resources could also be included. Based on the roles / groups, the discipline wise resources are identified. Example : Mechanical, Instrument, Fire & Safety, HVAC etc. The actual hours expended in the project is recorded via timesheets embedded into the system or by manual logging. This information is used for reporting the resource usage, loading profile and forecasts. The analysis of the reports is helpful in assessing the productivity and deviations from the plan. Accordingly, adjustments and improvements are applied by the team to the resource planning and utilisation.
