Communication for Development

This paper critically examines the often-overlooked relationship between Nigeria's indigenous communication systems and contemporary new media practices. While scholarship has extensively documented the rise of digital platforms in Nigeria, limited attention has been paid to how traditional communication modes continue to shape, influence, and even manifest within modern digital spaces. Drawing on the theoretical frameworks of cultural studies and medium theory, this study employs a qualitative analytical approach to explore the enduring relevance of indigenous communication methods-such as town criers, oral storytelling, market square gatherings, and communal decision-making-in the age of Twitter, WhatsApp, and Facebook. The paper argues that contemporary Nigerian new media practices are not a complete break from the past but rather represent a technological reincarnation of deeprooted cultural communication patterns. Through comparative analysis, the study reveals striking parallels between traditional communication functions and modern digital interactions, including community building, information verification, crisis communication, and social mobilisation. The findings suggest that understanding these cultural continuities is essential for effective communication planning, development communication, and media education in Nigeria. The researcher concludes by recommending the integration of indigenous communication knowledge into new media curriculum and practice, arguing that culturally rooted communication strategies are more likely to achieve meaningful engagement and sustainable behavioural change among Nigerian audiences.

This article explored the vital role of communication in driving Africa's efforts to adapt to and mitigate climate change. By adopting a positional and analytical approach to analyse data from academic studies, policy documents, media reports and collaborations with NGOs, the study explored examples from Senegal, Uganda, Kenya and Somalia to illustrate its findings. The research emphasised the importance of inclusion, dialogue and shared knowledge by using development communication and participatory action research as a framework. Various communication tools, such as community radio, mobile platforms, traditional oral systems and youth-led digital initiatives, were examined for their ability to spread climate-related information, influence behaviours and shape policy discussions. The findings revealed that these tools strengthen mitigation by fostering awareness and engagement. However, challenges like institutional neglect, cultural and language barriers, and limited resources hinder their full potential. Despite these obstacles, the study identifies instances where effective communication has led to behavioural shifts, increased civic participation and meaningful policy changes. Therefore, it is concluded that communication is not a secondary element but a central driver of climate action in Africa. Among others, it recommends integrating communication strategies into national climate policies and prioritising investments in community-based and digital innovations to ensure inclusive and sustainable responses to climate challenges.

This article shows how innovation, identity, economics, and network effects collide in the real digital lives of students-revealing that building sovereign technology is not just about coding new platforms, but about reshaping habits, institutions, and cultural confidence.

Drawing on interviews with Zambian officials, bureaucrats, and both Chinese and Zambian professionals in the digital sector, this policy brief examines how Zambian actors have engaged with Chinese-financed digital projects across two administrations: the Patriotic Front (PF) government under Edgar Lungu (2015–2021) and the United Party for National Development (UPND) government under Hakainde Hichilema (2021–present). It argues that the transition from the PF to the UPND widened bureaucratic room for manoeuvre in managing Chinese digital projects, yet these gains remained limited and sometimes fragile, as they were partly offset by personnel reshuffling and relatively weak institutional continuity.

This article reviews current methodologies for the design of development projects and identifies foundational reasons for conflict between design approaches and participatory methods. A number of alternative approaches to the design of interventions in social systems are examined, and the potential application of some of these new ideas within a visioning process that is based on communicative rationality is explored. We conclude that there are many problems to be overcome before describing a complete design methodology which moves away from the objectivist basis of existing design systems, and that the new approach will need to address power relationships and the consequent and interrelated problems of accountability and trust.

Original Research Article Despite a robust array of policy frameworks addressing sanitation, waste management and pollution control, Nigeria continues to grapple with systemic environmental health crises. This paper contends that the primary impediment to policy success is not a lack of regulatory structure, but a "communicative rift", a failure of top-down, technocratic dissemination to resonate with Nigeria's linguistically and culturally diverse populace. Through a critical analysis of urban centers including Lagos, Port Harcourt and Aba, and other urban centres, the study demonstrates how the marginalization of indigenous knowledge and local languages results in poor policy appraisal and stagnant behavioural change. The research proposes vernacular radio broadcasting as a pivotal strategic asset for environmental governance. By situating radio within the theoretical frameworks of participatory communication and cultural preservation, the paper argues that indigenous-language media can bridge the gap between abstract policy and everyday ecological practice. While highlighting the potential for increased community agency, the study also addresses critical barriers, including the politicization of airwaves, infrastructure limitations and the necessity for professional capacity building. The paper concludes by advocating for a paradigm shift in Nigerian environmental policy, one that transitions from informational "publicity" to a participatory model that centers culture and language. It recommends the formal integration of vernacular broadcasters as strategic policy partners to ensure sustainable, community-led environmental health outcomes.

Cette thèse universitaire traite des programmes télévisés de divertissement et de leurs répercussions sur l’identité culturelle des jeunes Tunisiens en tant que récepteurs de leurs contenus, en se concentrant sur les étudiants universitaires comme échantillon spécifique dans le cadre de la discipline des sciences de l’information et de la communication.
  Un échantillon d’étudiants des universités de La « Manouba », « Carthage »  et
« Manar » a été sélectionné pour représenter cette catégorie, ces institutions reflétant une diversité culturelle, sociale et économique au sein de la société tunisienne.
Par ailleurs, une analyse des contenus des programmes de divertissement des chaînes privées « El Hiwar Ettounsi » et « Attessia » a été menée pour explorer dans quelle mesure la ligne éditoriale de chaque chaîne est influencée par ces programmes et liée à la représentation de l’identité culturelle.
La recherche s’appuie sur des approches cognitives pour explorer le concept d’identité culturelle et son rôle dans la formation de la personnalité juvénile, en tenant compte de ses dimensions sociales, culturelles et temporelles. Elle met également en lumière l’interaction entre identité et divertissement dans les choix des programmes télévisés, où le divertissement reste l’objectif principal, suscitant un débat sur la profondeur ou la superficialité du contenu présenté.
Les résultats révèlent que la télévision commerciale en Tunisie, malgré son importance, fait face à d’importants défis face aux transformations rapides des médias modernes et au changement des comportements des jeunes - en particulier les universitaires - vers l’utilisation d’outils de divertissement numériques virtuels. Cela soulève des interrogations sérieuses sur la pérennité de son rôle et la place de ses programmes de divertissement dans le contexte de la concurrence médiatique contemporaine.
La recherche se focalise sur les tensions identitaires - à savoir le conflit interne et externe résultant de la collision entre les valeurs culturelles traditionnelles et les dynamiques du divertissement superficiel et commercial - entre l’identité culturelle et le divertissement dans les médias tunisiens privés. Ainsi, les programmes de divertissement contribuent à reformuler et modeler les identités plurielles des jeunes à travers l’espace numérique.
Dans ce cadre, en plus de la domination de la sensationnalité et de la superficialité qui menacent les racines culturelles nationales, émerge la dynamique du « jeune numérique » qui se définit dans un équilibre précaire entre le réel local et le global, favorisant des cultures subalternes dissidentes.
De cette perspective, ces dynamiques soulèvent un besoin urgent et continu d’études approfondies pour cartographier les interactions complexes entre les jeunes et l’identité culturelle à l’ère des médias en mutation et de la technologie accélérée, particulièrement avec la migration des jeunes vers la télévision traditionnelle au profit des réseaux sociaux.

The Kogui and Kankuamo communities of the Sierra Nevada de Santa Marta in Colombia understand communication (Jui Shikazguaxa) as a process involving two simultaneous actions: firstly, communication stems from within, from home (both in an individual and collective sense, simultaneously), and secondly, communication is understood as a process that contributes to enlightening the other (not as a unidirectional, instrumental act, but rather as a purpose inherent in the process of communicating with others, be they human or nonhuman).

Child sponsorship has long been a contentious topic since its inception and subsequent mainstay as one of the key models in development for acquiring funds. As a tool for non-governmental organisations (NGOs), it is a popular and therefore competitive practice that requires able communications that simultaneously can promote sponsorship and maintain the ethical ideals of the organisation. The aim of this paper is to develop further understanding and increased knowledge of how Plan International, a prominent NGO and a proponent of the practice, present and communicate child sponsorship. Within the confines of a case study, the paper sets out to establish the methods, purposes and considerations that Plan International have when they communicate and market child sponsorship, one of their primary ways of accruing funds and thus mobilising action. Drawing on a triangulation of collected empirical data, and under a defined theoretical framework that advocates a post-humanitarianism approach, this thesis makes tentative conclusions that whilst Plan International are making strides to modernise their child sponsorship approach they are at the same time encountering continued challenges of representation, framing and strategizing their message.

How increasing demands of developments also increase the complexity in original understandings of livings can be evidenced from the ongoing implications of modern projects of development in developing societies especially from Indian rural villages? And when these projects of development have only been state initiated without prior understanding of rural population than its implications became more severe. The construction of HydroElectric Power Projects, a symbol of generating energy for modern society, became similar phenomenon of complexity, confusion and problems for un-modern rural village settings. The construction of these projects especially in the rural areas of Himachal Pradesh, provides a different understanding about this modern language of development, political mobilisations and environmental and ecological protection in caste ridden, uneducated, unskilled but socially cohesive, harmonious and communitarian working life. How the people of rural Indian villages understand and mobilise themselves according to modernist language of rights and politics and what kind of role and how much their social ascriptive associations are influential is the thrust of this study?

The main objectives of this study were determining the effects of organisational stress on employees' intention to quit, and providing results that would lead to a deeper understanding of the nature and extent of the relationship between organisational stress and intention to quit. A survey method was adopted for this study. A questionnaire comprising of three sections: biographical information, ERI questionnaire for stress, turnover intention scale, was administered to non-academic support personnel of the University of Fort Hare in all three campuses namely Alice, Bhisho, and East London. Simple random sampling was used to select the participants. The literature reviewed displayed a great need for managers to understand organisational stress and its causes, and how to manage and cope with stress so as to avoid losing employees, especially highly competent employees. The study yielded results that show that there is a relationship between organisational stress and employees' intention to quit.

This article sums the debates about media effects and proposes an Incremental Media Message Effects Model in development as settling the feud between extreme positions. Early media scholars, and a few current ones, hold the view that the media are so strong that the messages they carry be compared to similar effects that a magic bullet of a gunshot or hypodermic needle has on an audience. Magic bullet effects have also been referred to as silver bullets. There are other scholars who argue the media effects are in fact limited because essentially the audience is active; not passive in its dealings with the media. Yet, there are a third group of scholars who argue that the media don't work like bullets or hypodermic needle and they are not limited either. They posit that the audience has so much power of resistance that proofs it from the influence of media and they are, in fact, in control of it, doing what they like about and with it. But what seems missing in all this is the lack a clear conceptualization of the stages at which the media might have influence over society or a human being. These stages are incremental and build upon each other as time passes by. The influence of the media should not be judged in a summative way but split in stages and intentions during the lifetime of a development intervention. These stages which form what we call the Incremental Model of Media Message Effects that comprise a) primary effects b) secondary effects and c) tertiary effects. We argue that primary effects of media are universal and primordial.

This paper highlights the role of the Brazilian communicator José Marques de Melo as promoter and founder of the Latin American School of Communication (ELACOM), as well as the academic responsible for the study and consolidation of critical thinking in Latin American communication. In this essay, ELACOM is characterized as a group of communicators who agreed in their critical and nonconformity gaze on the way in which this field was studied since the training and practice of communication research was introduced in Latin America. Then the word of José Marques de Melo is presented, by an interview in which he points out the reason for the practice of communication research when it is exercised from the reality of Latin America.

Background Rabies is a fatal but preventable viral disease, which causes an estimated 59 000 human deaths globally every year. The vast majority of human rabies cases are attributable to bites from infected domestic dogs and consequently control of rabies in the dog population through mass vaccination campaigns is considered the most effective method of eliminating the disease. Achieving the WHO target of 70% vaccination coverage has proven challenging in low-resource settings such as Sub Saharan Africa, and lack of public awareness about rabies vaccination campaigns is a major barrier to their success. International community development is increasingly using theatre as a tool. This article analyses this use, arguing that for theatre to be successful to support social change and development, participatory practice must be at its core. In exploring this, it looks at what affects theatre's success in supporting social change and development and what hinders its use as a tool, and offers suggestions to practitioners and supporting bodies interested in using participatory theatre. Theatre and its many forms are increasingly being recognized as a useful tool for international community development. This study's core objective is to investigate the efficacy of health and social campaigns as strategic approaches in averting gender violence. The study endeavours to examine the transformative influence of these initiatives in cultivating consciousness, altering unhealthy attitudes and behavioural patterns, and decreasing the frequency of gender violence. Through rigorous analysis of pre-existing research and relevant case studies, and in particular, the World Health Organisation’s communication on violence against women as it relates to their health and wellbeing, the study aims to augment the current knowledge base and offer a deeper comprehension of the potential functionality of campaigns as preventive apparatus.
The research will finally analyse some WHO’s social communication campaigns and the related materials (e.g. official documents, messages, videos…) to understand how messages are shaped and the main participants represented. It will look closely at the nature of gender violence, and the necessity for its prevention. It will start by investigating types of violence prevention, actions against violence at all levels, and address cultural norms that support violence.

The challenge of ensuring food security in developing countries calls for new technologies, skills, practices and ways to collaborate. Most importantly, farmers must be able to communicate with peers, local authorities and institutions and have access to relevant knowledge and information, including technical, scientific, economic, social and cultural information. This article looks at the communicative ecology of young people living in refugee camps. Findings from research conducted in October 2022 in Kakuma camp, Kenya, with both humanitarian professionals and young people living in the camp are presented. The aim is to provide an understanding of the workings of this ecology and the role that humanitarian actors play within it. An illustration of the three layers of the communicative ecology of Kakuma youth-technological, social and discoursive-is provided in order to offer an understanding of the communication and information network that characterises young people's lives. In the end, this paper demonstrates how information can be viewed as a form of aid that refugee populations rely on. Reflecting on this form of dependency is useful for humanitarian organisations to recognise their role and agency in the lives of young refugees. It is also helpful to redesign their communication effort, with a view to delivering critical information for young people while providing a parallel path to self-reliance in communication.

Biocultural homogenization has extended worldwide, causing biodiversity and cultural diversity loss, leading to extractive and homogenized human-nonhuman relationships. To overcome this, internationally promoted nature-based solutions (NbS) and ecosystem-based efforts have been promoted, however those have exacerbated diversity loss by advocating a narrow range of actions and values of nature, rather than acknowledging the multiple conceptions and perceptions that different communities have of it. Yet, some bottom-up initiatives have actively resisted this trend by reinforcing local cultural perspectives of engaging with nature to address the triple planetary crisis. This paper analyzes three community-led initiatives (CLIs) in Latin America that exemplify alternative, bottom-up approaches for supporting urban nature. Using in-depth interviews and social media content analysis we identified alternative discourses related to 'living with' and 'living as nature'. The findings highlight the role of CLIs in Latin American cities for promoting and also conserving alternative discourses that withstand homogenization while advocating for biocultural diversity. These initiatives redefine ancestral values and perceptions about nature, drawing on alternative visions and practices such as 'buen vivir' and 'pachamama' to foster inclusive urban development strategies.

This research investigated the role of Civil Society Organizations (CSOs) in governance and nationallevel policy processes in Bo City, Sierra Leone. The study highlighted the significance of CSOs in promoting democratic governance, fostering civic participation, and influencing public policy development at both local and national levels. Bo City, as a hub for civic engagement in Sierra Leone, provides a critical case for understanding how CSOs interact with government institutions, advocate for citizens' rights, and contribute to the formulation and implementation of policies. A randomized sampling technique was employed to select a representative sample of every stratum contributing to national development in Bo City the sample size was determined.By using appropriate statistical data to ensure the adequate representation of multi-sectorial stakeholders.

This study examines smallholder farmers’ use of information and
communication technology (ICT) platforms for agricultural extension
services through qualitative and quantitative methods. Findings show
ICT-based services are underutilised, with radio remaining the primary
medium for gender awareness, agricultural communication, and rural
advisory support.
Eleven key challenges were identified. These challenges, ranked by their
impact, include inadequate ICT infrastructure and power supply, low
income, farmers’ characteristics and their effects, limited hotline
awareness, complex interactive voice response (IVR) procedures, message
comprehension difficulties, digital illiteracy and low motivation, weak
stakeholder coordination, limited commitment, poor governance, and
political instability and conflict. Farmers attributed 46 per cent of these
challenges to the government, 27 per cent to themselves, 18 per cent to
other stakeholders, and 9 per cent to extension workers.
The study recommends expanding radio programs, integrating an
intersectional approach to gender, and adopting a hybrid ICT–local
agent model to enhance knowledge delivery to smallholder farmers in
developing countries

This study used interview and focus group discussion data to explore why journalists in Ghana feel reluctant to pursue investigative journalism. The study highlights the precarious nature of investigative journalism in Ghana, exposing safety and security concerns faced by journalists. The effects of increasing attacks on journalist's practices and behavior include constant fear, anxiety, psychological stress, post-traumatic stress, and financial concerns. These challenges force many journalists to self-censor by avoiding investigative reporting altogether. The study advocates for the effective implementation of the Right to Information Act, robust legal protections, training, and insurance coverage for investigative journalists.

Community participation in ICT-for-development (ICT4D) is sometimes portrayed as a ‘magic bullet’, which will inevitably lead to better project outcomes and the empowerment of marginalised participants from the local community. This paper takes a critical approach to participation, drawing on dual roots of participation in Development Studies and Information Systems, to consider whether apparently successful ICT4D projects, that follow best-practice for participation, are also succeeding in longer-term participant and community empowerment. The paper identifies issues and success factors relevant to participatory ICT4D and its potentially empowering role for local communities; explores the relevance of these factors to the reality of ICT4D projects in developing countries; and investigates the potential for producing an analytical framework that incorporates a project design approach that could help practitioners in the field incorporate empowerment objectives.

In recognising that communication for development and public relations theories can inform communication practices of development institutions, this paper considers scholarly debates in these two disciplines to understand the challenges to communication in development. Subsequently, it discusses how focusing on development projects of development institutions might enable practitioners and researchers to enhance development work through communication. Based on a careful examination of relevant concepts in communication for development and public relations and practical insights derived from the qualitative interviews with development and communication professionals in India, a framework is offered to enhance communication practices around development projects in institutional settings. The benefits of this proposed framework in achieving the five functions of stakeholder engagement, community engagement, agency-building, advocacy communication, and promotion in projects are also discussed here.

This research explores social media platforms (Facebook, Twitter/X, Instagram, Tiktok) Influence gender-sensitive behavior among residents of Owerri Metropolis. In a rapidly digitizing society, social media has become a key space for discourse on gender issues, roles, equity, rights ,and stereotypes. This study aims to assess how exposure to gender related content shapes perceptions, attitudes, and behavioral change towards gender sensitivity. The study is anchored on Technological determinism and social learning theory. The study adopts survey method of research with the population of 200,000 and the sample size of 400 using the Australian sampling calculator. The research collects data through survey study with the copies of questionnaires distributed among the respondents. The findings of the study shows that, 97.6% of the respondents have been influenced by gender sensitive messages on social media. furthermore findings of the study also, revealed that, deep seated cultural norms is one of the challenges that hinders the effectiveness of social media messages fostering gender sensitive behavior among youths. The study recommends among others that impacts should be made on gender consciousness.As It will provide policy recommendations for NGOs ,media agencies, and government stakeholders,. The study aligns with with national development goals related to gender equality and social goals.

con la CEE, los contenidos difundidos y los términos más recurrentes en dicha cobertura. Los resultados muestran
que ni los temas ni el lenguaje empleado fueron fruto del azar: la selección de las noticias que alcanzaron la portada
y la forma en que se presentaron ofrecieron una mirada positiva de la integración europea
