Jedna z niewielu całościowych teorii funkcjonowania systemu komunistycznego. Traktuje o ideologicznych korzeniach (marksizm), ich przekształceniu  w narzędzie polityczne (II Międzynarodówka), tworzeniu struktur państwa radzieckiego i analizie działania tego systemu na przykładzie PRL. Teza główna: warunkiem  trwania systemu komunistycznego było stałe blokowanie swobodnej artykulacji interesów. System blokowania pokazany na przykładzie władz lokalnych, prasy i partii komunistycznej. Napisana przeze mnie i mojego przyjaciela, Jurka Drygalskiego.

A classic work of Sovietology. The book was written by me and my friend Jerzy Drygalski. Published in Poland, first by the underground publishing house Piechur in 1988 and by PWN in 1992, also in France, Canada, and the United Kingdom. It is one of the few comprehensive theories of the origins and functioning of the communist system. It deals with the system’s ideological roots in Marxism, their transformation into a political instrument by the Second International, the creation of the political structures of the Soviet state, and an analysis of the system’s operation using the Polish People’s Republic as an example. Its main thesis is that the survival of the communist system depended on the constant blocking of the free articulation of interests. This blocking mechanism is shown through the example of local authorities, the press, and the communist party.

This essay examines Nigeria's leadership crisis through the lens of Aristotle's political theory as presented in The Politics. It explores how Aristotle's idea of governance is rooted in virtue, knowledge, and the good life that applies to Nigeria's democratic experience. By tracing the distinction between correct and deviant forms of government, the essay argues that Nigeria operates on what can be termed as a democratized oligarchy which is democratic in law but oligarchic in function. This essay interrogates the fundamental question: who governs Nigeria, and for whom?

This study investigates how the two Canadian media outlets CBC News and CTV News construct and interpret narratives of economic leadership through the combined lenses of agenda-setting and framing theory. Focusing on the Canadian Prime Minister Mark Carney, the research employs a qualitative comparative analysis of 164 news articles published between November 2025 and February 2026. Methodologically, the study employs a qualitative comparative approach informed by Entman's framing model to examine how CBC News and CTV News construct narratives of economic leadership. Framing is treated as a process through which media selectively emphasize particular aspects of economic reality, while Entman's model serves both as the study's theoretical foundation and as the analytical framework guiding the qualitative interpretation of media discourse. Specifically, the analysis examines how economic challenges, policy commitments, and reported achievements are prioritized and framed within each outlet's coverage. The findings reveal a clear distinction between convergence in issue salience and divergence in interpretive framing. Both outlets consistently prioritize key economic concerns which include inflation, cost-of-living pressures, and international trade tensions. However, significant differences emerge in how these issues are constructed. Drawing on Entman's four framing functions, the study shows that CBC News adopts a thematic and structurally oriented framing approach that situates economic challenges within broader global and institutional contexts, accompanied by balanced and moderated evaluations of leadership. In contrast, CTV News employs a more episodic and politically driven framing style that emphasizes immediacy, policy contestation, and leadership accountability. These framing differences produce distinct representations of economic leadership that shape how responsibility, effectiveness, and policy responses are understood. By integrating agenda-setting and framing theory, the study demonstrates that media influence operates not only through the prioritization of economic issues but also through the construction of competing interpretive narratives.

El objetivo del presente artículo es reflexionar, a partir de los datos del SOP del ERIC-SJ, acerca de las percepciones ciudadanas sobre los femicidios entre 2022 y 2025, identificando las tendencias y las causas, y aportando otros datos y análisis que nos ayuden a comprender qué puede haber detrás de estas percepciones y, así, proponer una serie de acciones que deberían de incorporarse en la toma de decisiones de los poderes públicos para reducir y erradicar las muertes violentas de las mujeres y las niñas.

El objetivo del presente artículo es llamar a la reflexión sobre la necesidad de debates de altura que fortalezcan la deliberación democrática en el contexto electoral, bajo la exigencia del derecho de cada persona votante a ser tratada como una ciudadana razonable y racional , y no como una persona fanática o consumidora de un simple espectáculo electoral en el que los partidos políticos y sus candidaturas no se sienten obligados a explicar el qué, el por qué y el cómo de sus propuestas para que la ciudadanía pueda comparar argumentos, identificar contradicciones y evaluar la solidez y viabilidad de los distintos planes de gobierno.

find out the effect of rejected ballots on electoral outcomes and
the factors that account for the incidence of rejected ballots in
Ghana’s elections. The study revealed that factors such as
protest voting, ignorance of the voting system, the structure and
design of ballot papers, illiteracy of voters, and political biases
of electoral officers as responsible for the causes of rejected
ballots. The study further revealed a strong correlation between
rejected ballots and electoral democracy. The study also
recommends measures that must be implemented by
stakeholders to curb the incidence of rejected ballots to
safeguard the efficacy of democratic elections.

The commentary looks at the two landmark judgements delivered by the Supreme Court in recent months on the electoral process in India which is the lifelines of liberal democracy. The judgements deal with the appointment of CEC and other election commissioners along with the funding of elections. In the Anoop Baranwal case, The Supreme Court has tried to insulate the election commission from control of the government of the day in order to make it a neutral institution. In the Electoral Bond case , the court has tried to create a level playing field among political contestants during the election. But the judgements have not been able to plug all holes in the electoral process as many lacunae remains. The judgements of the Supreme Court will go a long way in ensuring free and fair election in India.

Historia upadku Polskiej Zjednoczonej Partii Robotniczej stanowi fascynujący przykład rozpadu struktur totalitarnej-lub raczej już posttotalitarnej-struktury władzy. Gdy po 45 latach funkcjonowania niedemokratycznego systemu politycznego dochodzi do serii niekontrolowanych, a zarazem pokojowych przekształceń, partia-państwo jest niewątpliwie jednym z najważniejszych aktorów na politycznej scenie. Nie wystarczy poprzestać na stwierdzeniu, że partia w gruncie rzeczy wrosła w struktury państwowe. Była ona przecież zarazem zbiorowością ludzi będących jej członkami, wstępujących z różnych motywacji w jej szeregi. The aim of any Electoral Management Body in a democracy is simply to achieve free, fair and credible elections. This is the hallmark of democracy in which the voter is unarguably the king. The imperative of voter education in Nigeria for example cannot be overestimated, nay, in the southeast of Nigeria where millions of eligible voters register to vote but display stupendous voter apathy during actual voting.

Éstos representan a una parte muy importante de la población en la Zona Metropolitana de Monterrey, Nuevo León México (ZMM); aproximadamente el 28.75% (a marzo de 2019) de la lista nominal. La metodología que se utilizó fue de corte cuantitativo, ya que se aplicó encuesta de opinión a las y los jóvenes entre 18 y 29 años. Los objetivos planteados son los siguientes: identificar los niveles de uso de internet en materia política, de interés en la política, de eficacia política interna y de confianza en las instituciones políticas y de gobierno. Asimismo, se tiene la intención de determinar si el uso de internet en lo que corresponde al área política explica las diferentes actitudes políticas de los jóvenes en la ZMM. Los resultados más relevantes muestran que los niveles de interés en la política y la sensación de eficacia política interna son positivos. Por otra parte, la confianza en las instituciones políticas y de gobierno es muy baja, mientras que el menor nivel de confianza se tiene frente a los partidos políticos y la Presidencia de la República. Es importante resaltar que el uso de internet con fines políticos presenta un nivel explicativo relevante frente al interés en la política y medianamente importante sobre la sensación de eficacia política interna.

Specifically, the chapter analyses the potential benefits and drawbacks of social media for youth political participation in Mozambique’s 2024 general elections.

Money is essential to politics. Unregulated money, however, can enable political corruption, which justifies the need for regulation. Public funding of political parties can promote equal political opportunities in heterogeneous societies. Hence, it is necessary to fund politics partly from public resources. A country adopts a political financing philosophy depending on its political environment. This article compares two main global approaches to funding political parties to identify best practices for South Africa’s nascent public funding regime. The first is Ghana’s egalitarian model, which emphasises strict regulation of both public and private funding of political parties. The second is Switzerland’s strategy, which relies on private funding with minimal state regulation. This article examines how these two models impact democratic values. Comparative doctrinal research methods underpin this analysis. It reviews Ghana’s and Switzerland’s legal and institutional financing systems to evaluate how effectively they uphold democracy. The paper shows that Ghana’s strict regulation promotes democratic equality by providing political opportunities in a diverse society, although challenges remain regarding effective regulation. Switzerland’s approach preserves the independence of political parties but risks fostering a plutocracy. Considering South Africa’s post-apartheid context, its emerging political financing system could include aspects of both libertarian and egalitarian models; it could adopt a hybrid approach using technologies such as blockchain and artificial intelligence to overcome transitional democracy challenges. The paper therefore recommends that South Africa should adopt a hybrid public financing model. The reason is that neither Ghana’s egalitarian system nor Switzerland’s libertarian regime sufficiently address the democratic challenges related to political financing.

How do religiosity, populism, ideology, and gender independently and interactively shape Latin American legislators' attitudes towards gender equality? Drawing on data from the 2015-2018 wave of the Parliamentary Elites of Latin America survey, we analyse the responses of 1,061 legislators across thirteen countries. Results reveal a clear and consistent pattern: religiosity strongly suppresses support for liberal positions on values issues such as abortion and same-sex marriage whereas populism correlates most strongly with traditional gender-role attitudes, and right-leaning ideology reinforces conservative stances across both domains, but to a lesser degree. Gender, on the other hand, remains a significant progressive force, with female legislators expressing more egalitarian views across issue areas. In competitive democracies, incumbency fatigue has emerged as an important factor influencing electoral outcomes. This paper examines the role of incumbency fatigue in the dismal performance of the New Patriotic Party (NPP) in the 2024 elections. It analyzes the impact of prolonged party and parliamentary incumbency on electoral results through a review of historical parliamentary seat data and a qualitative desk-based analysis of election reports and media coverage. The results indicate that the NPP's defeat was driven by several factors, including declining public trust and confidence, a strong desire for change and new leadership, protest voting arising from unmet expectations, perceptions of weak accountability, and voter exhaustion with long-serving incumbents. The opposition National Democratic Congress (NDC) also used effective mobilization strategies. The paper further develops the Seat-Level Mechanism of Incumbency Fatigue to explain how incumbency fatigue manifests in electoral outcomes.

The structural, cultural, and electoral factors influencing women's political engagement in various democracies are compared in this study. The analysis assesses how quota systems, sociocultural attitudes, and electoral structures affect women's access to and participation in formal politics using secondary data on legislative representation, voter turnout, candidate selection procedures, and committee assignments in three chosen democracies. The results show that while legal reservation mechanisms greatly boost numerical representation, they do not guarantee complete participation in decision-making in the absence of concomitant reforms that remove barriers based on culture and resources. In comparison to majoritarian frameworks, proportional representation-based electoral systems seem to be more favourable to women's entry, especially when state assistance offsets campaign expenses. The paper makes the case that in order to increase women's meaningful involvement in democratic government, institutional change must be combined with capacity-building and cultural transformation.

Prior to the 2015 general elections, there were many speculations about the disunity of Nigeria, many false prophets prophesied that the country will meet its doom because of the outcome as whichever party became triumphant, violence will erupt from the defeated side. This paper uses extant literature, newspaper articles and employed content analysis to examine the factors that led to the successful conduct of the 2015 general elections. The paper reveals that youths, religious leaders and organizations, the signing of the Abuja Peace Accord, the concession of defeat by President Good luck Jonathan, the role of international organisations and the United States among other played vital role in ensuring a peaceful democratic transition. The paper argues that lack of civic and political education, mass unemployment, circulation of small arms, corruption, monetization of political and electoral process and the zoning issue are some of the challenges electioneering continues to face in the country, therefore, the following recommendations were made among others; that the electoral processes as a critical foundation for democracy must be inclusive; no section or sector of the Nigerian society should be allowed to feel alienated from the system and that youths must continue to resist attempts by politicians and political parties to use them as tool to perpetuate electoral malpractices and violence as seen in post 2011 election the 2015 general elections and encourage their peers who continue to indulge to see reason as to why nonviolence approach to settling scores is the only sustainable solution to consolidating the gains of democracy.

Within the context of the question of how virtue ethics can contribute to altering the trajectory of democratic practice in Nigeria and lead to the consolidation of democracy in Nigeria, this paper argues that the role of virtuous human beings is indispensable because all recommendations toward the consolidation of democracy in Nigeria have to be implemented by human beings of virtuous character. In the final third, the paper found out and hence, argues that electoral integrity, honesty and accountability are virtues that are needed to ensure credibility in the electoral process as well as in the business of governance. These virtues, when possessed by all the actors in the democratic space and evident in the electoral process will lead to integrity in the counting of ballots and in all the processes of collation of results at the various levels leading to the final declaration of winners in elections. With these virtues, the judiciary will demonstrate a high sense of integrity and deliver the right judgments on pre and post elections matters that are brought before it regardless of who is involved. Adopting a mixed-method research design, the study combines quantitative survey data with qualitative insights derived from interviews and content analysis. This approach enables a comprehensive assessment of the scale, sources, patterns, and consequences of misinformation within the electoral environment, providing both statistical evidence and contextual understanding of the phenomenon. Findings from the study reveal that fake news played a significant role in distorting public understanding of electoral processes and candidates, thereby contributing to widespread voter confusion and skepticism. Objective: The limitations of coastal communities are an obstacle to fulfilling passive voting rights in elections. It needs a concept to answer these problems. The purpose of this article is to give birth to the concept of fulfilling the passive voting rights of coastal communities as candidates for regional legislatures. Method: this normative legal research uses legal, principled, and conceptual approaches. Data are sourced from primary legal materials, secondary legal materials, and tertiary legal materials which are analyzed in a qualitative descriptive manner. Result: the guarantee of universal suffrage is regulated in Article 27 of the Indonesian Constitution, Constitutional Court Decision Number 011-017/PUU-I/2003 and Article 2 of the Universal Declaration of Human Rights which guarantees respect for human rights without discrimination. The limited social life of coastal communities, which are classified as marginalized groups, is not a reason for not being able to fulfil their rights to become candidates for legislative members. Affirmative policies are needed to obtain equal opportunities to achieve equality and justice in the fulfilment of their rights. Conclusion: The presence of law is needed to help the process of changing society towards renewal. Three things are needed to fulfil the passive voting rights of coastal communities, namely the provision of affirmative policies, the pattern of cooperation of all stakeholders, and the improvement of human resources.

Pemenuhan hak pilih mahasiswa rantau dalam pemilu menjadi sangat penting untuk memastikan inklusivitas dalam proses demokrasi di Indonesia. Namun, meskipun penting, pemenuhan hak pilih mahasiswa rantau tidak selalu berjalan mulus. Banyak mahasiswa yang tidak tahu bahwa mereka berhak memilih meskipun mereka tinggal di luar daerah asalnya. Beberapa dari mereka juga menganggap bahwa proses administratif yang diperlukan untuk pindah memilih terlalu rumit dan memakan waktu. Tantangan lainnya adalah kurangnya sosialisasi mengenai pentingnya pemilu dan bagaimana mahasiswa rantau dapat berpartisipasi dalam pemilu.
Berdasarkan kondisi ini, penting untuk menyoroti bagaimana meningkatkan pemenuhan hak pilih mahasiswa rantau dapat menjadi salah satu langkah strategis untuk mewujudkan wisata demokrasi di Yogyakarta. Wisata demokrasi dalam konteks ini, mengacu pada upaya untuk memperkenalkan, memfasilitasi, dan mendorong partisipasi mahasiswa dalam proses demokrasi, terutama dalam pemilu.
Buku ini bertujuan untuk membahas langkah-langkah yang dapat diambil untuk meningkatkan partisipasi mahasiswa rantau dalam pemilu di Yogyakarta, serta bagaimana hal ini dapat berkontribusi pada penciptaan wisata demokrasi yang lebih inklusif dan berkelanjutan di daerah istimewa Yogyakarta.

Pemilu adalah pilar utama dalam demokrasi yang memastikan setiap warga negara memiliki hak untuk memilih dan dipilih. Namun, meskipun hak pilih adalah hak fundamental, dalam praktinya terdapat berbagai hambatan regulasi yang membuat pemilih tertentu, seperti mahasiswa perantauan kesulitan dalam menggunakan hak pilihnya.
Buku ini hadir tidak hanya menawarkan analisis kritis terhadap regulasi dan praktik pemilu di Indonesia, tetapi juga memberikan rekomendasi mengenai bagaimana digitalisasi dapat menjadi solusi yang efektif bagi mahasiswa rantau.

In February 2024, the Superior Electoral Court of Brazil met in session to determine rules and regulations to guide the municipal elections of the country in October of 2024. Among the topics debated, the leading one was the deliberations on illicit acts in electoral advertisements in digital media, concerning the use of artificial intelligence, ensuing in regulations on the use of technology in developing, producing and distribution of political advertisements in digital forms such as: audio, video or audiovisual media. The article will discuss the deliberations of the Superior Electoral Court, which based its decisions on current legislation in the European Union and in the 2023 general elections in Argentina, regarding production aided by artificial intelligence for electoral campaigns. Argentina’s general election of 2023 was paramount and now a base of a regional case regarding the use of artificial intelligence will be debated in light of reflections on media and technology from authors such as Santaella (2023), Simon (2022), Chagas (2017) e Bucci (2024).

Le but de l’étude est de comprendre l’histoire politique, économique, sociale de la Côte d’Ivoire à travers la chanson ‘’Foundio’’. Cette démarche historique s’est appuyée sur une diversité de sources dont les sources orales, écrites et audiovisuelles.

This work tries to highlight the need for voter and civic education in political processes of a nation. There is no gainsaying the fact that, to enhance the interest of the citizens in electoral activities and to reduce voter apathy to the barest minimum voter and civic education is indispensable. Many evil and selfish politicians surreptitiously leave the ordinary citizens in political ignorance to gain political positions and engage in embezzlement to the complete impoverishment of the state and leaving the state in abject poverty.
This write up therefore, tries to emphasize the need for proper voter and civic education for proper participation of the citizens in the political life of the state.

This study examines electoral reforms and democratic development within the Indian political system by focusing on the relationship between institutional reform, political leadership, policy design, and implementation quality. Electoral reform in India has evolved through legislative amendments, judicial interventions, administrative innovations, and citizen-led demands for transparency, fairness, and accountability. Yet the extent to which these reforms deepen democratic development depends not only on formal rules but also on leadership commitment, public trust, and the administrative capacity to carry reform into practice. The present study adopts a descriptive and analytical research design and models a sample size of 84 respondents drawn from voters, students, civil society participants, and local opinion leaders. Primary data are interpreted through structured response patterns, while secondary data are drawn from official reports, committee recommendations, and academic literature on electoral governance. Four statistical tools are applied to objective-wise analysis: chi-square, independent samples t-test, one-way ANOVA, and a one-sample proportion test. The findings suggest that awareness of reforms is significantly associated with participatory behaviour, perceptions of strong leadership improve confidence in execution, stakeholder groups differ in their evaluation of formulation quality, and a strong majority supports stricter transparency measures. The study concludes that democratic development in India requires continuous electoral reform, stronger institutional coordination, ethical political leadership, and citizen-centred policy execution. These elements together strengthen legitimacy, representation, and public confidence in democratic governance. It also highlights the need for reform to remain continuous, evaluative, and responsive to emerging electoral challenges.

The socioeconomic and livelihood conditions of the Other Backward Classes (OBCs) in Telangana remain a critical area of inquiry within the broader discourse on caste, equity, and rural development. This study, conducted in Vikarabad district, employed a descriptive research design with a sample of 364 respondents, using a semi-structured interview schedule as the primary tool for data collection. The analysis, based on frequencies, percentages, and statement scales, provides insights into demographic composition, educational attainment, occupational patterns, income distribution, landholding structures, and welfare scheme access among OBC households. The findings reveal that the majority of respondents belong to the productive age group, with near gender parity and gradual improvements in educational attainment. Livelihoods are dominated by self-employment and farming, while income distribution highlights modest earnings and internal disparities, including the presence of a "creamy layer." Landholding patterns reflect fragmentation, with small and semi-medium farmers constituting the majority. Welfare schemes such as Rythu Bharosa, disability pensions, Kalyana Laxmi, and mother-child health kits have provided critical support, though gaps in awareness, eligibility, and integration persist. The distribution of scheme benefits across social categories demonstrates that BC households are the primary beneficiaries, while EWS and general households also show significant participation, underscoring the multidimensional nature of vulnerability. The study emphasizes the need for integrated policies that balance immediate welfare support with long-term structural reforms in education, employment, and agriculture. The findings contribute to academic literature and policy discourse, highlighting both progress and persistent challenges in the socioeconomic empowerment of OBCs in Telangana.

The choice of language in political interviews is strategically done to persuade or manipulate the public to an ideological line of action. Studies on otherness in relation to political interviews have mainly been carried out from nonlinguistic angles. The few linguistics-related studies on otherness have only centered on aspects of grammar and discourse, these have not been sufficient. This study, therefore, identifies the linguistic and discourse strategies deployed by selected political leaders in political interviews. This is with a view to identifying hidden meanings embedded in them.

Mother of Democracy, India and the elections which are the very essence of this democracy and are one of the biggest events that happen in the country. Hence, they are a great task to be managed and coordinated; and affect the length and breadth of nation in many aspects. India embarked on the journey of elections with a pattern of holding simultaneous elections at the central and the state levels in 1951-52 but the circumstances that unfolded in the later decades disrupted this cycle to the extent where we are having elections every now and then in our country at present. This greatly affects the administrative, economic, social and developmental setup of the country which at times also hinders the growth of the nation as well. To cater these issues, the present government has expressed its aspirations to implement and hold the policy of ‘One Nation One Election’ in India. This idea comes undoubtedly with great opportunities but at the same time raises some serious potential challenges as well. In fact, there seems to be a contradiction as in what seem to be opportunities start becoming challenges and vice versa thus leading to a dichotomy between the two, i.e., opportunities and challenges.  For example, as an opportunity it helps in advancing the national interests over petty regional interests and thus helps in building up a strong nation; but at the same time, presents the challenge of undermining regional interests and thus weakening the federal structure as well as regional growth. Although it will bring great opportunity in term of lesser burden on administrative and government machinery in elections but at the same time, management, pooling and coordination of elections on more than one levels in a nation with around 97 crore voters is no less of an administrative challenge. This paper will try to delve deeper into this dichotomy of opportunities and challenges. Also, attempts will be made in this paper to find some ways to bridge the gap between two so as to maintain the strong national character as well as strong federal character of India.

Breve artículo sobre la amnesia que caracteriza el debate sobre la reforma electoral en México en el arranque del año 2026. Los críticos del régimen son nostálgicos de la institucionalidad desarrollada en los pasados 5 años. Pero olvidan que ese orden creó un régimen oligopólico de partidos, una burocracia electoral gigantesca, un ecosistema de negocios lleno de empresas encuestadoras, de asesoría de imagen, de venta de servicios, una modernización de la intermediación clientelar y, ante todo, una puerta abierta a la colonización de las elecciones por todo tipo de poderes fácticos, en especial, el crimen organizado, todo lo cual ultimadamente condujo a una democracia excluyente, oligárquica y no representativa.

Visual cryptography allows digital images to be divided into shares, known as transparent shares, in such a way that each share is meaningless on its own and cannot be deciphered by anyone until all the shares are superimposed to bring out the actual content. One of the major reasons why voters in Nigeria are unable to vote during elections is that some voters lost their Permanent Voter Card (PVC) and were unable to obtain another one before the election; some were registered but were unable to collect their printed PVCs; some were duly registered but their PVCs were not printed; and some of those who requested PVC replacement were unable to obtain their card before the elections. This survey document therefore proposes a Voter Visual Cryptography Card (VVCC) that can be used as a replacement for existing PVC using a visual cryptography algorithm. Voters can securely print their VVCC shares online at any time prior to the election, while the Independent National Electoral Commission (INEC) personnel hold the second share on the Bimodal Voter Accreditation System (BVAS)-the device used by INEC for voter accreditation. On election day, both shares are superimposed on each other to ascertain the identity of the voter. This procedure is termed voter card validation and is proposed to precede voter accreditation. This will in no small way reduce voters' nightmares of getting their PVCs, thereby increasing voter participation and, in turn, consolidating democracy in Nigeria.
