هدفت هذه الدراسة إلى إجراء تحليل نقدي معمق لواقع مؤسسات رعاية وتأهيل الأشخاص ذوي الإعاقة في سلطنة عُمان، وتقييم مدى توافق أدائها مع الإطار التشريعي لـ "رؤية عُمان 2040"، واستخلاص التحديات الجوهرية التي تعترض مسار تطويرها، وصولاً لاقتراح إطار استراتيجي للتمكين في ضوء أفضل الممارسات الدولية، اعتمدت الدراسة المنهج التحليلي الوثائقي المقارن، وجرى استخدام تحليل المحتوى كأداة رئيسة لجمع البيانات. شمل مجتمع الدراسة الأدبيات والوثائق الاستراتيجية الرسمية خلال الفترة (2018-2025)، واعتمدت على عينة قصدية قوامها (54) وثيقة علمية ورسمية. كشفت النتائج عن وجود فجوة توافقية جوهرية بين الإطار التشريعي والسياسي المتقدم المتوافق مع الرؤية الوطنية، والأداء التنفيذي الفعلي للمؤسسات. وتُعزى هذه الفجوة إلى تحديات مركبة ومتعددة الأبعاد، تشمل قصوراً في الموارد والصعوبات الإدارية واللوجستية، وضعفاً في تمكين القيادات على إدارة التغيير، بالإضافة إلى تحديات هيكلية تتعلق بغياب آليات الحوكمة الفعالة والتنسيق البيني بين القطاعات. وبناءً على هذه الاستنتاجات، قدمت الباحثة استراتيجية مختصرة تضمنت توجهات استراتيجية التمكين في ضوء رؤية 2040 والتجارب العالمية (منطلقات، رؤية، رسالة، قيم، تحليلSWOT، أهداف استراتيجية، خطة تشغيلية، مؤكدة على تأسيس هيئة حوكمة وطنية عليا لتنسيق الخدمات بين القطاعات، وإطلاق برنامج وطني متقدم لتطوير القيادات الدامجة، وتعميم دليل للممارسات التنظيمية الشاملة القائمة على الأدلة، مما يضمن تجسير الفجوة بين طموحات السياسات ومتطلبات التطبيق الفعّال، كما قدمت مقترحات بدراسات مستقبلية//This study aimed to conduct a deep critical analysis of the current reality of institutions providing care and rehabilitation services for persons with disabilities in the Sultanate of Oman, assess the extent to which their performance aligns with the legislative framework of "Oman Vision 2040," and identify the core challenges hindering their developmental trajectory, ultimately proposing a strategic empowerment framework informed by international best practices. The study employed a comparative documentary-analytical methodology, using content analysis as the primary tool for data collection. The study population encompassed relevant literature and official strategic documents from (2018–2025), based on a purposive sample of (54) academic and governmental documents. The findings revealed a substantive alignment gap between the advanced legislative–policy framework consistent with the national vision and the actual executive performance of institutions. This gap is attributed to complex, multidimensional challenges, including resource limitations, administrative and logistical constraints, and insufficient leadership capacity to manage change, in addition to structural challenges linked to the absence of effective governance mechanisms and intersectoral coordination. Based on these conclusions, the researcher proposed a concise strategy outlining empowerment directions in alignment with Vision 2040 and global experiences (principles, vision, mission, values, SWOT analysis, strategic goals, operational plan), emphasizing the establishment of a national high-level governance authority to coordinate services across sectors, launching an advanced national program to develop inclusive leadership, and mainstreaming a handbook of evidence-based organizational practices, ensuring that the gap between policy aspirations and effective implementation is bridged, along with proposing future research directions.

This paper introduces Beyond the Checklist™, a tiered early intervention framework developed and implemented in a Montessori nursery setting in the United Arab Emirates. Rooted in Montessori principles and aligned with the ADEK Inclusion Policy (2024–2025), the model moves beyond deficit-based identification and into a strengths-based, relational approach. It integrates the Balanced System™ model (Gascoigne, 2008) and current best practices in neurodevelopment, early years observation, and inclusive documentation. Drawing on real implementation at Redwood Montessori Nursery Marina, this paper explores the framework’s pillars, impact, and insights for leadership teams working within culturally diverse and compliance-driven contexts. The influence of Tania Ferrandino's work is woven throughout, particularly her focus on early visual indicators, whole-child observation, and the power of noticing beyond behaviour.

The purpose of this article is to understand the Learning in Regular Classrooms (LRC) initiative for inclusive education in China. First, the paper reviews the policy, legislation, and practice in relation to the LRC. It then goes on to explore the specific social-political context of the LRC, and compares the Chinese LRC with the Western approaches to inclusion and integration. The authors then discuss the challenges posed by the attempt to further promote the LRC or inclusive education in the collectivist culture and socialist political context of modern China.

This review attempts to shed light on diversity management in academic organizations and concludes that organizations need to embrace a relational, inclusive, and collaborative framework of leadership whose focus is on effectively managing a culturally diverse workforce in educational institutions. The paper argues that it is only possible to integrate a new culturally diverse workforce effectively is through inclusion. The recommendations offered in this study would be helpful to construct a warranted action plan and provide a brand-new perspective to analyze research approaches.

Background: Policymakers and health professionals prefer to use summarized evidence of practice recommendations. The aim of this scoping review is therefore to identify available guidelines, consensus statements, the standard of practice, and practice recommendations on reproductive health service provision during the COVID-19 pandemics.

We the authors of the following commentary, as women with HIV from around the world, have personal experience with the issues contained in
this special edition of Reproductive Health Matters. We welcome the special edition, especially the language of its title, which explicitly establishes a norm of openness, possibility and positivity.

We contend that the work of policymakers, practitioners, donors and academics need to incorporate a human rights-based, holistic view of what pregnancy, motherhood and HIV mean for women and children alike, and our hope is that the articles in this publication will inform this work accordingly.

China launched the " learning in a regular classroom " (LRC) model for inclusive education in the 1980s. In late 1990s, a few major cities of China began to adopt the resource room model as a key feature of the LRC to improve instructional qualities. This exploratory study examined resource teachers' (RTs) attitude towards inclusive education, preparation backgrounds, current practises and challenges. The survey method was adopted for systematic data collection of a wide range of individuals. Findings revealed that RTs were experienced teachers with limited special education training and adopted the rights-based paradigm towards inclusive education. Key challenges included inadequate training, overload and insufficient time for training. Findings contributed to the literature by reflecting the shift from welfare-based to rights-based paradigm on inclusive education among Chinese practitioners and the milestone of increased attention to teacher preparation for quality disability education for the sustainability and workability of the LRC model.
