The large number of information sources and their different levels of accessibility, reliability and associated costs present a complex information gathering coordination problem. This paper describes the rationale, architecture, and implementation of a next generation information gathering system -a system that integrates several areas of Artificial Intelligence research under a single umbrella. Our solution to the information explosion is an information gathering agent, BIG, that plans to gather information to support a decision process, reasons about the resource trade-offs of different possible gathering approaches, extracts information from both unstructured and structured documents, and uses the extracted information to refine its search and processing activities.

Measurement of the alignment between business strategies and information systems (IS) has demonstrated positive impact for the organizational performance. The factors that have proved relevant when assessing the maturity level of alignment are: communication, competency/value measurement, governance, partnership, architecture & scope, and skills. Existing research, however, has focused on the assessment of these factors on large organizations and has barely explored their impact on Small and Medium Enterprises (SME). This paper uses the data provided by 127 participants from large and SMEs in order to identify whether the aforementioned factors are also relevant for assessing the level of alignment maturity in SMEs. The results from this research suggest that there are not significant differences between large organizations and SMEs when assessing those factors. In addition, this research also explored the relation between different planning integration of alignment (independent, sequential and simultaneous) in order to measure the perceived relevance of the factors. The results suggest that the planning integration identified on SMEs and large organizations has a positive correlation on how these factors are ranked. For both SMEs and large organizations where the formulation is simultaneous, the relevance of the factors is higher perceived than it is for those where the formulation is independent or sequential.

The strategic use of Information Technology (IT), better known as strategic alignment, has significantly increased, as a result of the strong dependence of organisational activity on Information Systems (IS) and their related technologies. Strategic alignment is considered as a key element to improve performance on organisations, enhance efficiency and allow organisations to be more competitive in their respective industry. One of the first steps towards achieving strategic alignment is to have adequate means to measure it. Current assessment approaches, though, are mainly focused at the strategic level but provide little insight at tactical and operational levels, which are recognized as important areas for achieving strategic alignment. Furthermore, most of the existing approaches are tested in large organisations and there is little research on assessing the effectiveness of these approaches for Small and Medium Enterprises (SMEs). This paper proposes an alternative instrument that rather than focusing only at the strategic level it aims to have a better understanding by measuring alignment at tactical and operational levels. Finally this paper presents the findings of applying this instrument on an SME.

Strategic Information Systems Planning (SISP) is increasingly regarded as critical to help business organizations decide their preferences and priorities that are pertinent to IS&T investment, and to ensure that the adoption of such technologies will culminate in tangible business gains and drive value creation for competitive advantages. This study is part of a much wider scoped-research that is concerned with SISP in UAE organizations. The objective of this explorative research is to provide insights on the SISP implementation processes in one of the organizations in the UAE. Future studies would follow to examine multiple organizations and to evaluate the effectiveness of SISP on the organizations performance and to track success factors, strengths weaknesses, processes, methods, techniques, and tools that practitioners are adopting.

Researchers have called for more research on the causal relationships between IT investments and organizational performance. The findings of empirical studies have been inconclusive alongside the existence of the mixed conclusions on the relation between IT investment and organizational performance; this is partly caused by the neglecting of the role of sustainable strategic IT-business alignment as a construct supports the organizations in improving the positive effect of IT on organizational performance. Also, the lack of empirical attention to the antecedent factors affecting sustainable strategic IT-business alignment. Moreover, the elusive relationship between strategic IT-business alignment and performance requires more research into intermediate variables that could impact organizational performance. Although there is respectable literature on antecedents and consequences of strategic alignment; insignificant progress has been made in developing an overall theoretical understanding of the way organizations can leverage strategic alignment to impact performance positively within the dynamic business environment. This research develops a theoretical framework by using the theory of dynamic capability and Resource based view theory to investigate the impact of antecedent factors (i.e. shared domain knowledge between IT and business, and strategic IT flexibility) on sustainable strategic alignment. Also, the impact of sustainable strategic IT-business alignment on organizational performance through business excellence enablers (i.e. leadership excellence, process excellence, employees' excellence, partnership and resources excellence, and policy and strategy excellence) as intermediary variables. This research adopts a quantitative methodology along with the positivist philosophical approach to investigate the hypothesized relationships within the theoretical framework. This research used a survey completed by IT and business managers and applied the structural equation modelling to analyze and validate the data. The result indicates there is a significant relationship between shared domain knowledge and sustainable strategic alignment, while strategic IT flexibility has no impact on sustainable strategic alignment. There are significant relationships between sustainable strategic alignment and business excellence enablers. Business excellence enablers have significant relationships with organizational performance. Thus, sustainable strategic alignment has, both directly and indirectly, a significant relationship with performance. The overall findings of this research indicate that business excellence enablers partially mediated the relationship between sustainable strategic alignment on performance. The contribution to the knowledge of this research is the development of a sustainable strategic IT-business alignment and organizational performance Framework for the IT and business managers, and practical guidelines for its effective implementation. The researcher recommends that future research should conduct a longitudinal investigation of the presented framework to support the theoretical underpinnings of this research. The needs of marketing executives for information are examined and how well these are satisfied within a management information system is considered. It is shown how a marketing system should be considered as a subject, or module, of a total Management Information System, and guidance is given for the development of such a system. Three case studies are included to highlight the main issues raised.

Business information systems have radically transformed business processes with the emergence of new digital communication forms. However, employees still communicate verbally and on paper as well. This study analyses internal and external communication of three business units through an analysis of 60 to 150 communication genres in each. According to the results, 51% to 59% of internal stored communication was digital adding up to 52-58% when external communication was included. The degree of internal digitalisation correlated better with the outbound than with the inbound communication. In one case, a publication pattern dominated the communication. In another case, a digitalised supply chain pattern drove the digitalisation. In the third case, the internal verbal coordination and the publication pattern were both present. These results suggest that the dominating patterns have major impact on media selection in organisations and guide the digitalisation and emergence of new business information systems.

We interviewed community service providers to learn about their use of information to support youth that are or are at risk for homelessness/housing instability. These are the key messages we heard:
1. Make information collection youth centred. Information collection during the intake process can be distressing for youth. Create a safe space for youth to share their journeys, while recognizing that support and relationship building come first. When collecting information, consider how youth would like to be represented. Finally, consider how to represent youth beyond just numbers. Indigenous ways of knowing help create a holistic understanding of youth.
2. Collect information ethically. Informed consent is key to ethical information collection and sharing. Youth need to provide some information to access services but may feel pressured to provide more than they’d like. As well, youth may have varying capacity to provide consent. Consider consent on what type of information may be shared and to whom. Ethical information collection requires deep consideration of how information will be or could be used.
3. Create a culture of effective information use. Build a culture that values information to promote its effective and safe use. Streamline information collection to reduce burden on staff. Make sure staff know the value of what they collect and their role in the process.
4. Build collaborative action. Connect information systems between different funders, to reduce burden on staff and promote collaborative action. Build upon emerging initiatives aiming to break down silos among services providers through information sharing for better communication and collaboration.
5. Community service providers envision a brighter future. Despite existing challenges, community service providers are excited about the future. They see possibilities in the use of information for increased collaboration, system-level learning, and continual learning to better support youth.

The use of Management Information Systems (MIS) has a significant impact on Micro, Small and Medium Enterprises (MSMEs) in various operational and strategic aspects. The implementation of information technology, especially SIM, has become the main key in increasing efficiency and effectiveness in managing MSME businesses in the digital era. The purpose of management information: to present information to support operations, management and decision-making functions in an organization. And management information is very important because it can increase the complexity of business activities. Analytical literature research methods on the Effectiveness of Management Information Systems in Encouraging Threaded Operational Efficiency in MSME Strategy Decision Making which involves searching and evaluating related literature from various sources such as academic journals, books and research reports. This approach explores how MIS affects operational efficiency, data-based decision making, and increasing the competitiveness of MSMEs. The results of this research examine the results of implementing Management Information Systems (SIM) in improving operational efficiency and supporting strategic decision making in Micro, Small and Medium Enterprises (MSMEs). Based on data analysis from several MSME case studies, the research results show that implementing SIM significantly increases operational efficiency through automating business processes, reducing human error, and increasing the speed of information access. Apart from that, SIM has also proven to be effective in providing relevant and accurate data and information to support faster and more precise strategic decision making. This research found that MSMEs that adopted SIM experienced increased productivity, cost savings, and increased ability to adapt to market changes. However, the success of SIM implementation is greatly influenced by factors such as user skills, technology readiness, and management support. In conclusion, SIM can be an effective tool for improving operational efficiency and the quality of strategic decision making in MSMEs, as long as it is balanced with investment in training and adequate technological infrastructure. By providing access to higher quality information, increasing data accessibility, supporting predictive analysis, increasing organizational responsibility, and increasing operational efficiency, SIM helps MSMEs to formulate smarter, more responsive and future-focused strategies. Therefore, implementing SIM is not only a tool to increase competitiveness, but also to ensure the continuity and growth of MSMEs in this ever-growing digital era.

Enterprise IS/IT strategy planning must be aligned with business strategy. Starting from the identification of internal and external business conditions, as well as internal and external IS/IT conditions. The next step using SWOT analysis, data is processed using Critical Success Factor, and result from data processing using Value Chain anaysis. Neste enquadramento, a investigação sobre a criatividade nos sistemas de informação tem vindo a assumir especial relevância. Neste artigo ilustra-se a utilização do método "Investigação-Ação" no âmbito da investigação nesta área, particularizada no Planeamento de Sistemas de Informação, refletindo-se sobre as vantagens da utilização deste método neste contexto.

The external environment plays a major role in the success or failure of many organizations. Researchers have suggested that more incremental strategic information systems planning (SISP) in an uncertain environment produces greater planning success. The purpose of this study was to test the effect of incremental SISP on planning success in environments of varying dynamism, heterogeneity, and hostility. Using five-point Likert-scales, a questionnaire operationalized SISP in terms of the characteristics of incremental planning; environmental uncertainty in terms of dynamism, heterogeneity, and hostility dimensions; and planning success as composed of alignment, analysis, cooperation, and capabilities factors. Five IS executives pilot tested the instrument. A postal survey then collected data from 161 IS executives. The constructs were extensively validated. In general, greater incrementalism in planning predicted less planning success, but dynamism moderated the impact of incremental SISP on SISP success whereas heterogeneity and hostility did not. These findings suggest that planners are more successful when shifting toward greater incrementalism in a more dynamic environment.

Research has suggested that organizations implement World Wide Web sites in order to gain competitive advantage. This research-in-progress uses CAPITA, an instrument for measuring competitive advantage, to determine how organizations seek to use the Web for competitive advantage and how well they succeed.

Environmental assessment (ENVA) is expected to increase the chances of achieving strategic information systems planning (SISP) objectives. Such planning characteristics as the initiator of the SISP study, the study's planning horizon, its scope, and information systems department participation in long-range, business planning have been suggested as influences on the ENVA performed in SISP. This study employed a postal survey to investigate those predictors of ENVA and the impact of that assessment on the achievement of SISP objectives. It obtained responses from 105 corporate information systems planners. The study confirmed the effects of ENVA on the achievement of objectives, and those of initiator and IS department participation on assessment. Future researchers may want to investigate the predictors of the initiator and IS department participation as well as why scope and planning horizon did not lead to ENVA. Practitioners may want to encourage top management to initiate SISP studies and to include the IS department in the business planning.

The Strategic Information Systems Planning (SISP) process is critical for ensuring the effectiveness of the contribution of Information Technology (IT)/Information Systems (IS) to the organisation. A sophisticated SISP process can greatly increase the chances of positive planning outcomes. While effective IS capabilities are seen as crucial to an organisation's ability to generate IT-enabled competitive advantages, there exists a gap in the understanding of the IS competencies which contribute to the forming of an effective SISP capability. In light of these gaps, this study investigates how do IS competencies impact the SISP process, and its outcomes? To address this question, a model for investigating the impact of IS collaboration and IS personnel competencies on the SISP process is proposed. Further research is planned to undertake a survey of top Australian organisations in industries characterised by high IT innovation and competition, to test the proposed model and hypotheses.

The purpose of this paper is to illustrate why companies adopted the matrix, what problems they had, the solutions for these problems based on Galbraith (2009) and other authors like Davis & Lawrence (1977), and the state of the art of matrix structure design today like the P&G front-back hybrid matrix organization. The matrix organization concept emerged from the US aerospace industry in the 1960s and was adopted by many companies in the early 1970s. In the late 1970s and early 1980s many companies were experiencing trouble with its operation and many argued like Peters & Waterman in their bestseller In search of excellence in 1982 (p. 306) that the matrix was too complex to work properly. Galbraith (2009, p. 10-14) explains that the reason for the problems were that the matrix in these organizations was wrongly adopted, hastily installed, and inappropriately implemented. He explains that adopting a matrix structure requires a collaborative organization form, proper power, and accountability distribution, complementing changes to the information systems, planning and budgeting process, the performance evaluation and bonus system, and so on. To illustrate the historical evolution of organization structure to the simple matrix and then to more complex matrix organizations we used the P&G case (Piskorski & Spadini 2007).

Business is an activity that aims to get added value in materials or services. Currently, business is an activity carried out by various groups, and one example is the business carried out by a restaurant in one of the cities of Bandung. Several activities were less than optimal in carrying out its business processes, resulting in various complaints. This activity occurred when the Basil restaurant changed its business process, initially offline to online, due to the covid-19 pandemic. Therefore, it is necessary to evaluate using the Quality Evaluation Framework (QEF) method to find the gaps that occur. Although business executives remain skeptical about the extent of payoffs from investment in information technology (IT), strategic alignment or the alignment of information systems strategy with business strategy continues to be ranked as one of the most important issues facing corporations. In this paper, we report on the results of a process-level study to investigate the relationship between strategic alignment and IT payoffs. An analysis of survey data from 63 firms finds a positive and significant relationship between strategic alignment and IT payoffs, a relationship that holds for all firms irrespective of their strategic intent or goals for IT. However, in exploring minor differences in strategic alignment between firms with different goals for IT, we uncovered evidence of an alignment paradox. This paradox shows that while strategic alignment can lead to increased payoffs from IT, this relationship is only valid up to a certain point beyond which, paradoxically, 2 Tallon & Kraemer further increases in strategic alignment appear to lead to lower IT payoffs. Finally, we offer some suggestions for why this paradox might exist, specifically around issues of environmental uncertainty, industry clock-speed, and the need for organizational flexibility.

This research aims to identify the use of the SCAMPER creative technique in the generation of ideas through a structured literature review based on the SYSMAP method. With 15 articles that make up the Bibliographic Portfolio (BP) for content analysis. SCAMPER is particularly a technique that allows a different look from the usual and it can be used to redefine a process or product. The possibilities of use are as numerous as the techniques incorporated in the word itself, or they can be combined with other methods in an adaptive way. There is a concentration of authors who study technique application to foster creative skills and problem solving. It was also verified that the SCAMPER technique is linked to the design and creativity thematic, being the themes more approached analyzed in the article. It was concluded that SCAMPER is one of the most complete tools for stimulating creative thinking, exploring the ability to question and even adapt to existing situations.

Keunggulan kompetitif tidak hanya ada di sektor sumber daya manusia, namun juga dari segi pemanfaatan TI/SI. Agar mendapat keunggulan kompetitif maka klinik Cahaya Kesehatan membutuhkan perencanaan strategis Sistem Informasi yang selaras dengan visi dan misi klinik. Upaya yang dilakukan untuk mencapai keunggulan kompetitif yaitu menggunakan metode Ward and Peppard dan analisis yang digunakan diantaranya analisis SWOT, PEST, Value Chain serta Mcfarlan Strategic Grid. Adapun hasil yang akan diperoleh dari penelitian ini yaitu rekomendasi rencana strategis Sistem Informasi pada klinik Cahaya Kesehatan yang sesuai dengan visi misi dan tujuan klinik.

Business and Information Technology alignment remains one of the most important issues among IT managers. To assess it, many proposals have been put forward over the years. As one of the most cited in Google Scholar, the Luftman's survey instrument emerges as a promising one to assess business-IT alignment. This work presents a critical review of the Luftman's proposal for assessing business-IT alignment by comparing it with six other relevant proposals in the literature. Each one of the selected proposals was studied in terms of the coverage of the dimensions of the Luftman's instrument: communications, competency/value measurements, governance, partnership, technology scope and skills. Governance was the dimension better covered followed by the technology scope but the remaining dimensions were not so well covered with the skills dimension being the worst one. In fact, none of the selected proposals showed up as complete as the Luftman's proposal. Some research has already been carried out to validate and test the Luftman's instrument as a useful tool for practitioners and managers. The result, a more parsimonious instrument than the original one, seems a promising tool calling for further attention and use in research to get to an acceptable and recognized valid instrument to assess business-IT alignment.

The organizations ability to make effective use of information technology and to focus on innovation and creativity are recognized as being important. The perspective of using creativity techniques or some adaptations, to help innovation in the information systems area seems to be promising. In this article we propose a strategy for introduce creativity in the information systems planning in order to build more agile and efficient information systems, allowing therefore more competitive business.

Dada a natureza das atividades que necessita de realizar, a sua ação influencia de forma significativa o desenvolvimento da organização de que faz parte. É, assim, importante avaliar o desempenho potencial de candidatos a ocupar este lugar, antes de serem colocados ao comando de uma função determinante para o sucesso do negócio. Neste póster é apresentado um trabalho em curso que visa propor uma extensão do "Modelo para a Avaliação de Desempenho Potencial de Gestores de Sistemas de Informação", considerando as dimensões experiência, formação e características pessoais conjuntamente. Resumo-As atuais preocupações no domínio da sustentabilidade são transversais a diversas áreas. Nesse sentido, a capacidade de as organizações utilizarem eficazmente as tecnologias da informação e comunicação e apostarem na sustentabilidade, na inovação e na criatividade são reconhecidamente fatores importantes. Neste artigo, é proposta uma abordagem para a incorporação de fatores de sustentabilidade aquando da introdução da criatividade no processo de Engenharia de Requisitos. Tendo em vista a construção de Sistemas de Informação mais ágeis e sustentáveis é apresentado um caso de aplicação da abordagem na identificação de requisitos, incorporando preocupações de sustentabilidade. A abordagem estimula a discussão sobre a sustentabilidade nas suas múltiplas dimensões (humana, ambiental, social, técnica e económica), tendo como foco os Objetivos de Desenvolvimento Sustentável e as necessidades das pessoas.

With the rapid development of information technology, computer and information communication literacy has become extremely important. As a result, teachers require new skills. A new teachers' education framework is necessary to enhance multimedia teaching skills and information literacy about the Internet environment. The purpose of this study is to propose and develop a Distance Educational Model, which is a School-Based Curriculum Development and Training-System (SCOUTS). In this environment, a teacher can learn subject contents, teaching knowledge, and evaluation methods of students' learning activities, related to the new subject called "Information", via an Internet based self-training system. In this paper, we describe the structure, function and mechanism of the Distance Educational Model, and then describe the educational meaning of this model in consideration of the new learning ecology, which is based on multi-modality and new learning situations and forms.

This paper proposes and empirically validates a stages of growth model for the evolution of Information Systems Planning (ISP). A questionnaire survey of senior IS executives is used to gather information pertaining to the stages of growth model, which includes measurement of the nature and level of integration between business planning (BP) and ISP. The del test is used to validate empirically benchmark variables for each stage of BP-ISP integration. The results support the stages of growth model of BP-ISP integration and the benchmark variables are generally found to be successful in predicting the stage of integration.

The alignment of IS plans with business plans is not an easy task and knowing which are the critical areas to manage will certainly enhance the success of such efforts. Although there is a large amount of research on critical success factors (CSFs), past studies usually examine CSFs of specific systems implementation (e.g., MRP) and total quality management (TQM). Relatively few studies exist on the CSFs related to aligning IS plans with business plans. This paper presents the results of an empirical study of IS executives on the relative importance of various CSFs for aligning IS plans with business plans. The results indicate that top management commitment to the strategic use of IT, IS management knowledge about business, and top management confidence in the IS department are the top three CSFs. Implications of the results are discussed.
