Literature on policy debates often analyzes cases involving either a single or two policy fields, which typically result in stable equilibria, manifesting either as outright rejection of policy proposals, successful institutional change, or the entrenchment of divisions into a deadlock. This article focuses instead on policy debates involving at least three distinct policy fields. Drawing on discursive institutionalism and complex systems theory, we argue that the dynamic interactions between three policy fields generate an endogenous source of persistent instability in the trajectory of policy debates. We conceptualize this dynamic as “frame persistent instability”, which occurs when policy debates display discontinuous change and do not culminate in a new equilibrium. We use the metaphor of the three-body problem to understand the unstable trajectory of debates involving at least three distinct policy fields. To illustrate our argument, we analyze European debates over trade liberalization, environmental protection and agricultural support using two different levels of analysis. First, using discourse network analysis, we conduct a longitudinal analysis of the evolution of framing dynamics in European public debates. Second, we reconstruct how these three-body dynamics played out in the specific case of the EU-Mercosur negotiations using interviews with negotiators and official documents. We find that the complex interactions between these three policy objectives led to the emergence of new discursive frames and the formation of ad-hoc coalitions. It has been often argued that pollution-intensive industries locate in places with weak environmental standards, turning these locations into “pollution havens”. The present paper tests the pollution haven hypothesis employing a matched data on foreign direct investment flows and environmental stringency for Eastern Europe. Economic theory suggests that liberalization of trade between countries with differing levels of environmental protection could lead pollution-intensive industry to concentrate in the nations where regulations are lax. This effect, often referred to as the "pollution haven" hypothesis, is much discussed in theory, but finds only ambiguous support in empirical research to date. Methodologies used for research on trade and environment differ widely; many are difficult to apply to practical policy questions. We develop a simple, partial equilibrium model explicitly designed to analyze the effects of a change in trade policy. Our model analyzes the relative concentrations of "clean" and "dirty" industries in two nations or regions, before and after the policy change. While lacking the theoretical rigor and mathematical intricacy of other modeling methods, our approach has the advantages of transparency and accessibility to a broad range of analysts and policy makers.

Desde finales del decenio de los años noventa Canadá y Estados Unidos comenzaron a requerir "revisiones ambientales" en todos los acuerdos comerciales negociados por cada gobierno. El objetivo de estas revisiones es ayudar a detectar los posibles efectos ambientales de los acuerdos de comercio, tanto positivos cuanto negativos, para propiciar respuestas a dichos efectos a lo largo de los procesos de negociación y aplicación. Este trabajo describe la evolución de las revisiones ambientales en América del Norte y evalúa los diversos enfoques metodológicos que se han empleado en dichas revisiones hasta la fecha.

Although there is a burgeoning literature on the effects of international trade on the environment, relatively little work has been done on where trade most directly effects the environment: the transportation sector. This article shows how international trade is affecting criteria air pollution emissions in the United States' shipping sector. Recent work has shown that cargo ships have been long overlooked regarding their contribution to air pollution. Indeed, ship emissions have recently been deemed "the last unregulated source of traditional air pollutants." Air pollution from ships has a number of significant local, national, and global environmental effects. Building on past studies, we examine the economic costs of this increasing and unregulated form of environmental damage. We find that total emissions from ships are largely increasing due to the increase in foreign commerce (or international trade). We analyze the period 1993 to 2001 and find that the economic costs of SO 2 pollution during the period are estimated to be $1.1 billion or $126 million per year. For NO x emissions the costs are $3.7 billion over the entire period or $412 million per year. Because foreign trade is driving the growth in U.S. shipping, we also estimate the effect of the Uruguay Round on emissions. Separating out the effects of global trade agreements reveals that the trade agreement-led emissions amount to $460 million for SO 2 between 1993 and 2001, or $51 million per year. For NO x they are $1.2 billion for the whole period or $144 million per year. Without adequate policy responses, we predict that these trends and costs will continue to rise with trade flows into the future.

Our study provides a detailed examination of the network dynamics of Preferential Trade Agreements (PTAs) from 1948 to 2023, leveraging Exponential Random Graph Models (ERGMs) and advanced community detection algorithms. Our research uncovers significant structural shifts and evolving centrality of key countries within the PTA network, influenced by major geopolitical and economic events over the decades. We identify political alignment, economic compatibility and geographic proximity as critical factors in the formation and evolution of PTAs. Our findings indicate that democratic countries with similar economic profiles and regional proximity are more likely to establish robust and sustainable trade agreements. These insights offer valuable implications for policymakers focused on enhancing regional integration and navigating the complexities of global trade. This study also paves the way for future research on the role of technological advancements and other international agreements in shaping the global economic landscape.

Rising life expectancy and dwindling fertility rates in Taiwan over the past few decades may lead to a negative population growth as well as accelerated aging trend. Together, they are leading to a large and enduring impact on carbon emissions trajectories following changes in the aggregate mix of goods and services consumed and produced. The main purpose of this study is to quantify the impact of population aging on carbon dioxide (CO 2 ) emissions baseline using GEMTEE (General Equilibrium Model for Taiwanese Economy and Environment), which is a dynamic, multi-sectoral CGE model with an endogenous population module. This study incorporates both direct and indirect effects of demographic transition on carbon emissions through the labor market dynamics and energy substitution mechanism to enhance the forecasting performances of GHGs emissions and macroeconomic variables. Our long-term projections for 2060 indicate that (a) a 36% of population decline by 2060 as compared to 2012 will lead to a steady-state annual growth of 0.24% in real GDP by 2060; (b) carbon emissions would fall by 74.4%, from 4.375 billion tons in 2012 to 1.119 billion tones by 2060; and (c) sectors such as residential, education services, and transportation sectors will decline more dramatically than the other sectors. Thus, failure to account for the demographic changes will distort the baseline projections of carbon emissions and in turn affect the institution of domestic regulation and international negotiations.

Current negotiations at the WTO's Committee on Trade and Environment have made it conceivable that WTO members agree on selective tariff cuts for certain Environmentally Preferable Products, in an attempt to combine gains from trade and from cleaner production/consumption. This raises questions on the environmental and welfare implications of trade policy when a close substitute ("environmentally worse") exists. Using a simple partial equilibrium model with two substitutable goods ('green' and conventional), we analyze the rationale for large trading countries to negotiate tariff cuts upon environmental characteristics of the production process. At the fourth WTO Ministerial Conference in Doha (november 2001), WTO members agreed to negotiations on "the reduction, or as appropriate, elimination of tariff-and non-tariff barriers to environmental goods and services" (Vikhlyaev 2004). While the definition of EGS remains unclear, several countries, supported by UNCTAD, suggested that the negotiations should not be limited to "clean" or remediation technologies which are produced by Northern countries and face already low levels of protection, and that developing countries could also benefit, provided that the definition of EGS would be extended to "Environmentally Preferable Products" (EPPs), like sustainably grown timber products or organic food. This raises the question of the nature and the distribution of welfare gains under a preferential liberalization scheme for environmentally preferable products. The aim of this paper is to assess the welfare implications of a preferential tariff reduction in organic products ("green"), as compared to a non-specific tariff reduction (green and conventional products). We use a simple model, in which the "green" technology consists of a limited use of a polluting input, and domestic consumers prefer the EPP (vertical differentiation). We show that a preferential tariff cut for organic products increases welfare; however, the gain in welfare is always lower than under a global liberalization scenario (free trade). We finally discuss some non-tariff issues like certification costs and mutual recognition of certification schemes, that are likely to restrict the (limited) benefits from trade liberalization in Environmentally Preferable Products.

This text is based on the English translation of extracts from a report to an advisory economic group to the French Prime Minister (Conseil d'Analyse Economique). This report was presented on July 2002 and published in 2003, (Guesnerie(2003)). These extracts have been chosen and reorganised to provide an assessment of the future of the Kyoto protocol, as emphasized in the title. The sections successively treat: the present flaws of the Kyoto protocol, the improvement in design that can be thought of, the issues underlying the durability of Kyoto-like arrangements. The main lessons of the analysis are stressed again in conclusion. : Ce texte présente une traduction en langue anglaise d'un rapport au Conseil d'Analyse Economique, organisme rattaché au Premier Ministre français. The Fifth Ministerial Conference of the World Trade Organisation (WTO), held
from 10 to 14 September 2003 in Cancún, Mexico, opened a new phase in
international trade relations. In an unprecedented show of strength, developing
countries banded together successfully to defend their trading interests at the
WTO, while repeated attempts by the world’s richest countries to force through
their own agenda – aided by a series of procedural abuses – ultimately led
to the Ministerial’s collapse. This report outlines the new balance of forces which
presented itself at Cancún, and exposes the threats and pressures which developing countries faced at the Ministerial, as well as the strategies which have been used against them since.

The goal of the Harvard Project on International Climate Agreements is to help identify key design elements of a scientifically sound, economically rational, and politically pragmatic post-2012 international policy architecture for global climate change. It draws upon leading thinkers from academia, private industry, government, and non-governmental organizations from around the world to construct a small set of promising policy frameworks and then disseminate and discuss the design elements and frameworks with decision-makers.

In recent decades, the debate about the impacts of economic globaliza¬tion through free trade has become attention to public policy. One important issue to address is related to environmental quality. It has been fifteen years since ASEAN-China Free Trade Agreement (ACFTA) was firstly signed and the total trade flows between ASEAN countries and China have grown around US$ 20 billion per year. Under the ACFTA commitment, tariff rates for exports from China to ASEAN countries have been reduced gradually and so have the tariff rates of ASEAN exports to China. This paper attempts to investigate whether expanded trade causes environmental damage in Indonesia. As the main largest economy in ASEAN, Indonesia has greatly contributed to the pollution released in ASEAN area. Using industrial pollution projection system developed by World Bank in 1995, it has been found that the estimated amounts of pollution have been increasing by approximately five times in Indonesia after fifteen years of ACFTA implementa¬tion. Even though the share of export of most polluting sectors has been de¬creasing, its contribution on the pollution intensity remains the largest. Since chemicals become the most polluting sector with its rapid growing in export to China, this sector needs to be considered in trade negotiations in order to lessen negative impacts of trade to the environment.

This study explores the dynamics between a transnational mining corporation and local communities in southern Peru, focusing on Villa Botiflaca, a quasi-urban mining camp near the Cuajone mine. Drawing on critical geography, political ecology, and corporate social responsibility (CSR) literature, the research examines how spatial and social configurations reflect deeper structures of power and conflict. Through qualitative surveys and interviews with mining personnel, the thesis analyses the blurred boundaries between corporate-led urbanization, community identity, and social responsibility, highlighting the complex role of CSR in mitigating — or reinforcing — structural inequalities in mining regions.

The aim of this paper is to investigate the relationships between environmental quality and economic growth for Pacific Island countries. According to the Environmental Kuznets curve (EKC) hypothesis, environmental quality is high at low levels of economic development. However, as countries develop, environmental quality worsens until it starts to improve at higher levels of economic development. Whereas several empirical papers have tested this hypothesis for both developed and developing countries, this is the first study to address this issue for Pacific Island countries. The results of both graphical and polynomial regression models indicate that an EKC relationship exists for Kiribati, New Caledonia, PNG, and the Solomon Islands. However, this is not the case for Fiji and French Polynesia. The finding of an EKC relationship does not imply that economic growth by itself will solve environmental problems. In order to achieve a significant improvement in environmental quality, there is a need for governments to increase expenditures on environmental management, as well as on public education and awareness.

This paper unveils the historical background of timber production, trade, and revenue collection. It also delves into spatial dynamics and the countries' competitiveness to evaluate the comparative advantage of timber industry. Furthermore, it analyzes the effects of tax, non-tax, and export duties on timber to explain-why timber import substitution became elusive. The paper concludes by suggesting market-driven royalty fees for NF/NIPF-produced softwood and transferring benefits of international best practices to make domestic timber competitive and substitute imports.

This paper establishes the relationship between migration and hurricanes in the Central American and Caribbean region. In contrast to previous studies, we employ hurricane destruction indices to study this relationship. These indices measure geographical destruction which gives us a more comprehensive and accurate view of damage and impact that it has on the movement of people to international destinations. Our estimates reveal that on average hurricane increases migration. We also find that the impact is greater when a hurricane hits a country directly as opposed to not making landfall. These results have policy implications for long term economic growth.

Die Rohstoffausbeutung wächst mit einer Geschwindigkeit, die mit der nachhaltigen Entwicklung kaum vereinbar scheint. Im Lichte der Verknappung und Endlichkeit der terrestrischen Ressourcen gibt es zunehmendes wirtschaftliches und politisches Interesse an Rohstoffen in Staatengemeinschaftsräumen, insbesondere im Gebiet (der Grund und Untergrund des Meeres jenseits der Grenzen des Bereichs nationaler Hoheitsbefugnisse). Dieser Beitrag beschäftigt sich mit den Grenzen der Rohstoffausbeutung, die sich aus umweltrechtlichen völkerrechtlichen Verträgen ergeben. Der Beitrag beginnt mit der Rohstoffausbeutung auf Staatsgebiet und in Funktionshoheitsräumen, wie dem (erweiterten) Festlandsockel. Bisher beschränkt sich die Rohstoffausbeutung auf Staatsgebiete und Festlandsockeln, vor allem aus Machbarkeits- und Kostengründen. Im Anschluss behandle ich Staatengemeinschaftsräume: die Tiefsee – die next frontier für die Rohstoffausbeutung – die Antarktis und das Weltall, einschließlich der Himmelskörper – die final frontier für die Rohstoffausbeutung.

The Sanitary and Phytosanitary Agreement of 1992, which is a part of the WTO legal regime, in order to ensure augment international trade in GMOs, provides for ensuring their safety so that they could be acceptable in international market, i.e. it prescribes for a kind of precautionary principle, which is supposed to be adhered to by the WTO Member States. This is well in practice. But some jurists and environmentalists find it trade friendly, which can be detrimental to human health and the environment. Moreover, states, which produce GMOs, like to introduce it quickly; and for that, they perform some kind of risk assessment, which were not be acceptable to some importing countries. This resulted in disputes, which were ultimately resolve, in most of the cases in favour of international trade rather than protection of the environment or ensuring human health, except for where the harm was eminent. Keeping this in mind, the paper conducts a critical appraisal of the PP provisions of the SPS Agreement and offers certain amicable suggestions for improvement on the existing provisions.

In the present paper, the impact of genetically modified (GM) food production on producers, consumers and trade in New Zealand is simulated under various scenarios using the Lincoln Trade and Environment Model (LTEM). The LTEM simulates, against various assumptions of proportions of GM/GM-free production, the impact of various scenarios relating to preference for or against GM production. The results from this preliminary analysis show that the greatest positive impact on New Zealand income is from following a GM-free strategy, where it is assumed such markets as the European Union and Japan have a large switch in preference away from GM food, followed by the scenario when there is a 20% preference for GM-free.

This research report introduces the Lincoln Trade and Environmental Model (L TEM). The report defines the model as well as comparing it to other trade modelling frameworks. The theoretical and technical specification ofLTEM are detailed. The report then identifies the policies which can be incorporated into the LTEM. These policies are distinguished into unilateral policies and bilateral policies, and illustrate the capability of the model to simulate the impact of various complex policies on trade. The unilateral policies include the more traditional policies such as import tariffs and export subsidies, as well as market and input subsidies. However, the L TEM also includes the ability to model direct payments, production quotas and minimum prices. The bilateral policies in the L TEM include preferential access quotas with and without inquota tariffs. In addition the L TEM can include more general trade access quotas, again with or without in-or out-quota tariffs, thus enabling the impact of more complex policies to be assessed. The research report then outlines the model interactions, and how the policy changes or other shocks to the LTEM are simulated. v vi

This paper concentrates upon the market impact of commercially releasing current generation genetically modified (GM) food and food production in New Zealand (NZ). It evaluates the producer benefits of growing GM food and consumer attitudes towards GM food. Current commercially released GM products affect the type of production rather than the nature of the product itself and include herbicide resistant soybean and canola as well as insect resistant corn. Evidence of producer benefits from growing GM products is mixed, with some reports of increases in producer returns. However, there has been a definite shift in consumer preference away from GM food. This is seen both in the development of price premiums for GM-free food; trade diversion away from GM sources to GM-free sources, particularly in the Japanese market; and the positioning of key retail outlets in Europe as GM-free. However, issues remain as to how preferences will develop and whether current trends are short term or not. Of relevance to NZ is what would impact be of different preferences and impact of GM technology on key commodities for NZ. Therefore in this paper the impact of GM food on producers, consumers and trade in NZ is simulated under various scenarios using the LTEM (Lincoln Trade and Environment Model). The model simulates, against various assumptions of proportions of GM/GM-free production, the impact of various scenarios relating to preference for or against GM production. The results from this preliminary analysis show that the greatest positive impact on NZ income is the GM-free strategy where it is assumed such markets as the EU and Japan have a large switch in preference away from GM food, followed by a 20 percent preference for GM-free. In conclusion the analysis shows that the preferred option for NZ would be to delay the commercial release of GM food until the extent of the negative consumer attitude can be seen and the producer benefits become more apparent. This would enable NZ to position itself as being GM-free and obtain current price premiums and preferential market access.

Trade agreements have begun to incorporate far reaching, more comprehensive environmental and sustainability provisions, alongside their originally intended trade provisions. This trend which has been adopted in recent trade agreements, can be attributed to several factors ranging from the world's increasing awareness of climate change and our ever-growing strive towards sustainable development, to the WTO's own failure to effectively address environmental and sustainability issues at a multilateral level. The aim of this thesis is to further the understanding of environmental and sustainability provisions, by comparing different country approaches towards including these provisions in their trade agreements, using the Canada-Colombia Free Trade Agreement and the European Union-Caribbean Forum Economic Partnership Agreement as case studies. This comparison helped to demonstrate which country's approach seems to be more effective at triggering change, with the purpose of guiding, informing and transforming future policy. Using a qualitative approach, the findings of the research indicate that a) the development of targeted and innovative sustainability provisions require extensive and comprehensive impact assessments, b) cooperative programs and efforts carried out under trade agreements may be impacted by the level of detail of their impact assessments and their sustainability provisions c) sustainability provisions have the potential to serve as a site of SDG implementation and, d) there is room for the WTO to learn from and implement these approaches to sustainability provisions in its own agreements

Health-related standards in Economic Partnership Agreements in East and Southern Africa The Economic Partnership Agreements (EPA) is a trade agreement between the European Union (EU) and the Africa, Caribbean and Pacific (ACP) countries signed under different regional groupings. It aims to promote trade and investment between the EU and ESA countries by reducing tariffs and other trade barriers. In 2012 and 2016, some East and Southern African (ESA) countries signed the interim ESA-EU and SADC-EU EPA respectively after negotiations that started in 2002. Kenya, Tanzania and Uganda (initially part of the ESA-EPA region are now negotiating under the East African Community (EAC). The SADC EPA has a revision clause that requires the parties to review the entire agreement no later than five years after its entry into force. This brief seeks to contribute and strengthen the sustainable development chapter of the agreement and proposes inclusion of standards that promote health in the ESA region.

Beginning in the late 1990s, Canada and the United States began requiring "Environmental Reviews (ERs)" of all trade agreements to be negotiated by each government. This paper, commissioned by the North American Commission for Environmental Cooperation, outlines how ERs have evolved in North America, and evaluates the different methodological approaches that have been employed in ERs thus far. We show that the ERs conducted to date have an encouraging number of strengths that can be built upon. However, we also establish that the art of conducting ERs is still in its infancy. We identify four limitations with the methodological approaches that have been employed in the most recent ERs. Based on an analysis of these limitations, we propose four ways to improve how ERs are conducted in the future: Beginning in the late 1990s, Canada and the United States began requiring "Environmental Reviews (ERs)" of all trade agreements to be negotiated by each government. The purpose of these reviews is to help identify potential environmental effects of trade agreements, both positive and negative, in order to facilitate responses to such effects throughout the negotiation and implementation processes. This paper outlines how ERs have evolved in North America, and evaluates the different methodological approaches that have been employed in ERs thus far. We show that the ERs conducted to date have an encouraging number of strengths that can be built upon. In both countries, ERs are becoming increasingly sophisticated in their analyses. Compared to earlier efforts, they have begun to apply rigorous quantitative and qualitative techniques in the attempt to identify the potential environmental impacts of a trade agreement. In addition, ERs have brought unprecedented levels of public participation into the trade policy-making process. This paper also establishes that the art of conducting ERs reviews is still in its infancy. We identify four limitations with the methodological approaches that have been employed in the most recent ERs. 1. Environmental Reviews for trade agreements that will involve relatively small amounts of economic activity pay too little attention to analyzing the agreement's potential marginal environmental costs.

Part One of the Osaka Action Agenda has clarified the implications of the basic political commitment to free and open trade and investment in the Bogor Declaration and has set out operational guiding principles and a well-developed strategy of implementation. This paper seeks to build on the broad concepts set in Part Two of Osaka Agenda to clarify the implications of the shared commitment of APEC leaders to development cooperation. From the concepts put forward by the APEC Eminent Person Group and the proposal of Partners for Progress, precise objective, guiding principles and priorities can be set out for the implementation of a realistic and balanced strategy for development cooperation.trade sector, investment, APEC

We evaluate the possibilities for a new World Environmental Organisation (WEO), with our discussion motivated both by recent calls for such an organisation in light of WTO trade and environment conflicts and the relative absence of internalisation of global externalities. We propose an organisation building upon the idea of facilitating Coasian deal on the global environment. We motivate the establishment of such an organisation by itemising the ways in which global environmental deals are presently restrained by various impediments, including free riding, property right ambiguities, and mechanisms for authentification and verification. We indicate how such a WEO might help in each of these areas, stressing the differences from the WTO which is a much narrower bargaining framework.
