Cooperative Agreements Between Water Supply Companies and Farmers in Dorset (E)

This case study, located in the English County of Dorset, is a classic example of a water company... more This case study, located in the English County of Dorset, is a classic example of a water company (Wessex Water in England) facing increasing nitrate groundwater contamination. The pollution is mainly the result of farming activities. Potential “cheap” solutions such as blending the water from different sources are increasingly difficult to undertake due to the extent and increase in contamination. As a result the water company has two options: the treatment option or a catchment management approach. In this case to avoid the high operational and maintenance and construction costs of the treatment option Wessex Water has approached the farmers in order to cooperate to improve the water quality by promoting better practices. The cooperation started in 2005 involves information and education support but also phased incentive payments. This chapter illustrates the effectiveness and the continuity of such cooperation and the findings are expected to be of great interest to highlight the pro and con of a cooperative agreement as experienced in England to improve the water quality.

GREEN qui, malheureusement, ne peut pas assister. à cette première demi-journée. Comme vous le savez bien, les différents travaux que l'on peut mener sur des réseaux d'assainissement (qu'ils soient unitaires ou séparatifs) présentent des enjeux importants. D'une part, ils constituent des investissements lourds, qu'il s'agisse de construire, de renforcer ou de réhabiliter, et d'autre part, ces interventions ont pour objectif de limiter les défaillances et insuffisances de ces réseaux qui ont des conséquences sensibles (Michel DESBORDES parlait justement, à ce propos, de Nîmes, mais il est d'autres événements qui, sans avoir ce caractère catastrophique, peuvent être néanmoins graves ). D'une façon ou d'une autre, il faut bien prendre des décisions quand il s'agit, soit de planifier les travaux, soit de les programmer ou de faire du dimensionne ment. Ainsi, quelle que soit l'approche que l'on va utiliser pour arriver à cette décision, il peut être intéressant, voire nécessaire, d'avoir une idée du coût des dommages causés par ces défaillances. Ce peut être d'abord pour estimer les risques afférents à une situation donnée et la nécessité qu'il peut y avoir à s'intéresser ou à intervenir en un endroit particulier. Et, par ailleurs, ce peut être un instrument de décision lorsqu'il y a lieu de planifier, de programmer ou de dimensionner un investissement. Est-t-il possible d'évaluer ces dommages et leurs coûts, et de quelle façon? C'est ce dont je vais maintenant vous parler.

This raises the question of what are the necessary competencies of the designated authority and what are the necessary powers required to deliver the directive. A fundamental problem in water governance is the ‘vertical‐horizontal problem’ of integration but rules necessarily fragment and water management is highly coupled with many other policy areas. This paper reviews how the emphasis on vertical and horizontal integration in flood risk management has evolved over time and argues that vertical integration has been promoted at increasing cost to horizontal integration.

Current research is focused on improving forecasting, prediction and early warning capabilities in order to improve the assessment of vulnerability and risks linked to extreme climatic events. Hydrometeorological Hazards: Interfacing science and policy is the first volume of a series which will gather scientific and policy-related knowledge related to climate-related extreme events. Invited authors are internationally recognized experts in their respective fields. This volume reflects the most recent advances in science and policy within this field and takes a multidisciplinary approach. The book provides the reader with a state-of-the art account on flash floods, droughts, storms, and a comprehensive discussion focused on the cost of natural hazards, resilience and adaptation. This book will be an invaluable reference for advanced undergraduates taking courses with a focus on natural hazards including climate-related extreme events. Efficiently reducing natural hazard risks requires a thorough understanding of the costs of natur... more Efficiently reducing natural hazard risks requires a thorough understanding of the costs of natural hazards. Current methods to assess these costs employ a variety of terminologies and approaches for different types of natural hazards and different impacted sectors. This may impede efforts to ascertain comprehensive and comparable cost figures. In order to strengthen the role of cost assessments in the development of integrated natural hazard management, a review of existing cost assessment approaches was undertaken. This review considers droughts, floods, coastal and Alpine hazards, and examines different cost types, namely direct tangible damages, losses due to business interruption, indirect damages, intangible effects, and the costs of risk mitigation. This paper provides an overview of the state-of-the-art cost assessment approaches and discusses key knowledge gaps. It shows that the application of cost assessments in practice is often incomplete and biased, as direct costs receive a relatively large amount of attention, while intangible and indirect effects are rarely considered. Furthermore, all parts of cost assessment entail considerable uncertainties due to insufficient or highly aggregated data sources, along with a lack of knowledge about the processes leading to damage and thus the appropriate models required. Recommendations are provided on how to reduce or handle these uncertainties by improving data sources and cost assessment methods. Further recommendations address how risk dynamics due to climate and socioeconomic change can be better considered, how costs are distributed and risks transferred, and in what ways cost assessment can function as part of decision support.

We compared the governance of flood risk in England and the Netherlands, focusing on the general ... more We compared the governance of flood risk in England and the Netherlands, focusing on the general policies, instruments used and underlying principles. Both physical and political environments are important in explaining how countries evolved towards very different rationales of resilience. Answering questions as ‘who decides’, ‘who should act’ and ‘who is responsible and liable for flood damage’ systematically, results in a quite fundamental difference in what resilience means, and how this affects the governance regime. In the Netherlands, there is nationwide collective regime with a technocracy based on the merit of water expertise, legitimated by a social contract of government being responsible and the general public accepting and supporting this. In England there also is a technocracy, but this is part of a general-political and economic-rational decision-making process, with responsibilities spread over state, insurance companies, individuals and communities. With the increasing treatment of water as an economic good, it is appropriate to ask whether this... more With the increasing treatment of water as an economic good, it is appropriate to ask whether this has led to better decisions being made. Conversely, it can be asked what the application of economic analysis to decisions about water has taught us about economics. In discussing economics, however, it is necessary to make a distinction between economics as an approach, the application of reason to choice, and specific implementations of that approach. Of these implementations, the dominant form is neo-classical economics. lt will be argued that this parochial (better termed 'Anglo-Saxon') economics suffers from a number of limitations. Nevertheless, even with these limitations, it is argued that economics can contribute to improving decisions involving water. R6sum6 L'eau 6tant de plus en plus trait6e comme un bien 6conomique, il convient de se demander si cela nous a men6s a prendre de meilleures d6cisions. Inversement, on peut se demander ce que l'application de l'analyse 6conomique aux d6cisions en matidre de ressources hydriques nous a enseign6 sur l'6conomique. Lorsqu'il est question d'6conomique, il est toutefois n6cessaire d'6tablir une distinction entre l'6conomique en tant que d6marche, l'application de la raison au choix, et les mises en application sp6cifiques de cette d6marche. De ces mises en oeuvre, la forme dominante est l'6conomique n6oclassique. L'on avancera que cette 6conomique empreinte d'un esprit de clocher, mieux d6crite sous le nom d'6conomique anglosaxonne, souffre d'un certain nombre de limitations. N6anmoins, m6me avec ces limitations, on soutient que la science 6conomique a contribue et peut contribuer d am6liorer les d6cisions entourant les ressources hydriques.
