Findings: The study finds that Russian sabotage campaigns pursue both disruptive and deterrent objectives, exploiting Western vulnerabilities in infrastructure and political cohesion. NATO’s current approach remains predominantly defensive, focused on resilience and reactive measures.
The chapter concludes that a strategic shift toward proactive and deterrence-based policies is necessary to counter state-sponsored sabotage effectively.
Research and practical limitations/implications: The main limitation stems from the sensitivity and classified nature of the topic, restricting access to primary data. Nonetheless, the use of open sources – scientific literature, press releases, official documents, and unclassified intelligence reports – allows for credible analytical insights. The findings may assist policymakers and security practitioners in designing more effective deterrence and resilience frameworks.
Originality/value: This chapter offers one of the first systematic analyses of Russian sabotage operations against NATO since 2022, combining empirical incident data with a theoretical perspective grounded in deterrence strategy. Its added value lies in linking hybrid threat analysis with practical policy recommendations for strengthening NATO’s deterrence posture.
