This paper seeks to give an account of the changes in the labour market since the crisis of the W... more This paper seeks to give an account of the changes in the labour market since the crisis of the Welfare State, and the so-called «Fourth Industrial Revolution». Advances in the information society today have given rise to «telework» as a flexible form of organization of paid activities that consists of the development of work without the physical presence of the worker in the company from the use of communication technologies. Given the novelty of this situation, Latin American labour legislation is in the process of making different advances in terms of definition and regulation. This article seeks to make a review of teleworking regulations for the public and private sector in Latin America, and then discuss their prospects for expansion in public administrations in the region, from the current situation caused by the crisis of COVID 19 and its implementation as an emergency measure.

Hace un pequeño recorrido tanto del surgimiento de las políticas públicas como campo disciplinario como del desarrollo de la política comparada en la segunda posguerra. Tras explicitar metodológicamente las preguntas que podrían guiar este tipo de trabajo, propone las variables cualitativas y cuantitativas que deben ser tenidas en cuenta para el análisis comparativo de las políticas públicas.
