The 21st Century ROAD to Housing Act is now law. It passed the Senate 85–5 and the House 358–32 and is widely regarded as the most significant federal housing legislation in decades. The Act folds together provisions from more than 60 bills into one goal: to help more Americans have and keep a home. It aims to build more and build faster, to move more capital into affordable housing, to expand manufactured and modular options, to strengthen rural housing, and to measure results honestly. That last part is what the success of legislation hinges on. A bill this broad only becomes real housing through careful implementation: the recalibrated formula for FHA multifamily loan limits, the HUD review of construction financing for modular housing, and appraisal modernization across FHA, USDA, VA, and FHFA. For more than 20 years, Summit has partnered with federal housing finance agencies to strengthen mortgage and lending programs through credit modeling, capital and risk analysis, underwriting support, and policy analysis. This work turns ambitious policy into sound, sustainable programs.
