The EU and Japan are advancing their digital partnership. This week, two Dialogues took place in Tokyo to enhance cooperation in digital areas: 🔹The 9th EU-Japan Digital Policy Dialogue was held on 25 March, focusing on semiconductors and quantum technologies, as well as online platforms, artificial intelligence, cyber resilience and data economy 🔹Today's 31st EU-Japan ICT Dialogue addressed issues such as submarine cables, advanced connectivity, cables, artificial intelligence, quantum, online platforms and cybersecurity. These exchanges between the EU and Japan are deepening their collaboration on digital and tech, while preparing for the upcoming the EU-Japan Digital Partnership Council that will take place in May 2026. 𝗡𝗲𝘄 𝗶𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗶𝗻𝘁𝗼 𝗦𝗻𝗮𝗽𝗰𝗵𝗮𝘁 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗔𝗰𝘁. Snapchat may have breached the #DSA by exposing minors to grooming attempts and recruitment for criminal purposes, as well as to the sale of illegal products, such as drugs. The investigation will focus on five areas: ▪️𝗔𝗴𝗲 𝗮𝘀𝘀𝘂𝗿𝗮𝗻𝗰𝗲 - Snapchat does not appear to prevent children under 13 from accessing the platform, despite officially prohibiting access to users below this age. Moreover, it does not adequately estimate the age of users under 17 who misrepresent their age - and cannot therefore ensure an appropriate experience. ▪️𝗚𝗿𝗼𝗼𝗺𝗶𝗻𝗴 𝗮𝗻𝗱 𝗿𝗲𝗰𝗿𝘂𝗶𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗺𝗶𝗻𝗼𝗿𝘀 𝗳𝗼𝗿 𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝗹 𝗮𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀 - Snapchat does not appear to adequately protect minors from being contacted by users with harmful intent, such as sexual exploitation or recruitment for criminal activities. ▪️𝗜𝗻𝗮𝗱𝗲𝗾𝘂𝗮𝘁𝗲 𝗱𝗲𝗳𝗮𝘂𝗹𝘁 𝗮𝗰𝗰𝗼𝘂𝗻𝘁 𝘀𝗲𝘁𝘁𝗶𝗻𝗴𝘀 - Snapchat’s default settings seem insufficient to ensure minors’ privacy, safety, and security. For example, children and teens are automatically recommended to other users through the 'Find Friends' system. ▪️𝗥𝗶𝘀𝗸 𝗺𝗶𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝘁𝗵𝗲 𝘀𝗮𝗹𝗲 𝗼𝗳 𝗽𝗿𝗼𝗵𝗶𝗯𝗶𝘁𝗲𝗱 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝘀 - Snapchat does not appear to be effectively preventing the spread of information promoting the sale of illegal products, such as drugs, or age-restricted items, including vapes and alcohol. ▪️𝗥𝗲𝗽𝗼𝗿𝘁𝗶𝗻𝗴 𝗼𝗳 𝗶𝗹𝗹𝗲𝗴𝗮𝗹 𝗰𝗼𝗻𝘁𝗲𝗻𝘁 - Snapchat's mechanisms to notify illegal content do not appear easy to access or user-friendly and may rely on so-called dark patterns in their design. → link.europa.eu/ctjy9d

𝗣𝗼𝗿𝗻𝗵𝘂𝗯, 𝗦𝘁𝗿𝗶𝗽𝗰𝗵𝗮𝘁, 𝗫𝗡𝗫𝗫 𝗮𝗻𝗱 𝗫𝗩𝗶𝗱𝗲𝗼𝘀 𝗽𝗿𝗲𝗹𝗶𝗺𝗶𝗻𝗮𝗿𝗶𝗹𝘆 𝗳𝗼𝘂𝗻𝗱 𝗶𝗻 𝗯𝗿𝗲𝗮𝗰𝗵 𝗼𝗳 𝘁𝗵𝗲 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗔𝗰𝘁. 🔞 𝗪𝗵𝘆? Preliminarily findings indicate that these platforms failed to protect minors from being exposed to pornographic content on their services. Minors can easily access all four platforms by confirming they are over 18 with a single click, despite their Terms of Services stating the services are for adults only. 🔞 𝗜𝗺𝗽𝗮𝗰𝘁? Exposure to pornography at a young age may lead to mental health issues, negative gender attitudes, and increased tolerance and normalisation of violent sexual behaviours. 🔞 𝗡𝗲𝘅𝘁 𝘀𝘁𝗲𝗽𝘀? Pornhub, Stripchat, XNXX and XVideos now have the possibility to examine the documents in the investigation files and reply to the Commission's preliminary findings. Only 1 in 5 ICT specialists in the EU is a woman. Despite some progress, building a career in the tech sector as a woman is still a challenge. Barriers do not start at work but go all the way to childhood. Gender stereotypes and societal norms, experiences of gender bias and discrimination, and work-life balance are some of the most common.
