    The Pentagon’s move last week to end JCIDS and transform the Defense Acquisition System into a true Warfighting Acquisition System is more than a policy change. It’s a cultural pivot. For decades, the process rewarded precision paperwork over timely performance. That era just ended. The message from Secretary Hegseth was clear: speed, accountability, and consequence now define success. For those of us in defense training and simulation, the implications are immediate. How we design, deliver, and deploy capability will now define relevance. Three themes stood out to me: - Decisive urgency. The Department of War is urging the entire acquisition enterprise (government and industry alike) onto a wartime footing. “Speed to capability” is no longer a slogan; it’s the metric. - Aligned intent. By tying requirements, resourcing, and delivery together under one construct, the Department is betting on collaboration over compliance. That alignment will reward those who can listen, adapt, and execute. - Industrial mobilization. The new model calls on every segment of the defense industrial base (large primes, small businesses, suppliers) to surge innovation and capacity simultaneously. For those of us in the business of enabling readiness, this shift feels both familiar and necessary. It echoes the ethos of the original "Arsenal of Democracy," only this time, the arsenal includes software, simulators, and extended-reality trainers built to keep pace with modern threats. The challenge ahead is to prove that agility can coexist with rigor; that capability can be delivered fast and right. The opportunity is to show that America’s industrial base - reimagined, networked, and urgent - can still out-innovate any adversary. Unlike traditional defense procurement where HAL dominated as the sole manufacturer, this competition marks India's first major fighter jet program genuinely open to private sector. The selection criteria emphasised technical expertise, manufacturing, financial strength, and order book capacity not legacy relationships.This competitive approach signals that India is prioritising delivery capability, innovation over incumbency. The Rs 15,000 crore prototype development contract, with eventual orders expected for 120+ aircraft, creates unprecedented opportunity for private sector companies to lead cutting-edge aerospace development alongside the Aeronautical Development Agency (ADA). The AMCA program's R&D requirements will help India's MSME aerospace ecosystem in several ways including technology transfer & capability Building in stealth design, advanced materials, AI integration, sensor fusion etc. It requires specialised components that the winning consortium must source domestically. This creates downstream opportunities for MSMEs to develop niche competencies in composites, precision manufacturing, avionics and specialised coatings. With production targets of 120+ jets initially and significantly more advanced variants over decades, the program demands robust quality certified supplier networks. MSMEs that achieve aerospace-grade certifications for AMCA will gain credentials applicable to global aerospace markets. The program's advanced technology requirements unmanned teaming, long-range strike capabilities, AI driven systems necessitate R&D partnerships beyond tier-1 contractors. MSMEs with specialised capabilities in software, materials science and electronics can become critical innovation partners. Large scale fighter development creates demand for specialised engineering talent. Training programs and Centers of Excellence established for AMCA will build a skilled workforce that benefits the broader manufacturing ecosystem. HAL’s exclusion underscores a shift toward performance based accountability, signaling that delays and efficiency now carry consequences even for incumbents. It breaks HAL’s long standing monopoly, injecting private sector competition, innovation and global quality practices into India’s most critical fighter program. By distributing risk, AMCA avoids bottlenecks from HAL’s legacy workload while leveraging private players’ global partnerships for future competitiveness.     If it's Sunday, it's the #sundayread. Remaking the United States Department of War #acquisition system drives this week's offering. Secretary Hegseth's "Arsenal of Freedom" speech outlined a whole host of initiatives aimed at modernizing the Pentagon's #acquisition process. For those of us in this space, past efforts can be summed this way: many have tried, few have succeeded. This feels different to me. The Department's new "Acquisition Transformation Strategy" lays out the entire initiative. For everyone who interacts, talks about, thinks about, analyzes, or covers the Pentagon's defense #acquisition system - and I mean everyone - this turns into a must read. If you are a major defense contractor, new defense company, supplier, service provider, partner/ally, media member, think tank analyst and/or researcher, or an acquisition professional inside the Department, this is "read and dog-ear the page" type of document. Here's the TL;DR version.     UK ministers will outline plans for 13 new “factories of the future” and two drone production sites this week, as the MoD moves to rebuild energetics and munitions capacity after nearly 20 years of limited domestic investment. The update coincides with a defence select committee report warning that the UK and European NATO allies remain over-reliant on the US and have not invested in critical capabilities, with industry still not configured for sustained collective defence. The announcement forms part of the Strategic Defence Review’s wider reform agenda, which includes £1.5bn of additional investment for energetics and munitions pipelines and 62 recommendations ranging from high-tech weapons development to expanding submarine construction. The committee highlights persistent challenges across capacity, skills, procurement and financing — all areas that will shape whether the SDR’s ambitions can be delivered on time. Reindustrialising defence manufacturing at scale would represent a structural shift for the UK, aligning long-term capability planning with industrial resilience and economic growth.     Writing for the The National Interest, Mark Gerencser and Ethan Ingram of Business Executives for National Security (BENS), call for a "Re-Imagining" of America's Defense Industrial Base. Achieving this requires two major pillars: 1. "a mass production sector that can sustain the required inventory of standard or commodity items, such as munitions"  2. "an innovation sector for rapidly developing new capabilities customized to evolving threats and lessons learned from exercises and battlefield experience." Both of these require far greater private sector participation and capital resources in the defense industrial base. To get this we will need "clear and predictable demand commitments" from DoD, plus a range of (existing) support & incentives, including "grants, equity investments, credit, and credit guarantees" as well as tax incentives for targeted investment. We'll also need deepened collaboration with international partners. "The most recent National Defense Authorization Act (NDAA) reflects this potential for closer coordination with allies, DPA Title III funds to expand to Five-Eyes Partners.     History, once again, offers us a valuable lesson. In 1940, President Roosevelt made a critical decision to shift major weapons development from the hands of government labs and outsource that effort to the private sector to speed up the delivery and modernize the U.S. for war. It proved immensely successful and was the underpinning of what became the ‘arsenal of democracy.’ The legendary Steve Blank makes that case again. Our country and the West are facing geopolitical challenges unlike anything we have seen in decades, and he offers a compelling argument that the need and capacity to shift to the new (old) model exists. The status quo of upholding process over progress and waiting years for fielding solutions is not going to give our forces the strategic and asymmetric advantages needed to deter and win in the 21st Century. We need to change our framework and outlook from a Future Years Defense Program (FYDP) to a Current Year Fielding Plan (CYFP), with a primary focus on raising the expectation of what private industry can do for us. “…the rise of defense-oriented startups and venture capital firms have proven that a commercial ecosystem is more than capable of rapid delivery of most of the advanced weapons needed to deter or win a war….Defense- and dual-use-oriented venture capital firms have stepped up to fund this ecosystem, collectively investing tens of billions in new defense technologies.” “But the Defense Department is organized for a world that no longer exists.” “…The United States needs to outsource advanced weapons systems development to private industry in areas that startups and scale-ups already lead or could move faster in: AI, drones, space, biotech, networking, and cyber.” https://lnkd.in/ev8g4WrS

    With lessons learned from Ukraine, the R&D budget proposal directs attention in several areas where AI will play a larger role. Consider: While "there’s no line in the new budget proposal for software-defined weapons—that is, systems whose targeting, guidance, EW profiles, fuzing, etc., can be updated or adapted by injecting new code rather than physical modification. But there is strong evidence of a shift toward this model, which promises more versatility, faster adaptation, and even lower long-term costs. For instance, the Army's new lines for agile EW development (0609277A/78A ) and UAS-launched effects (0609345A/46A) together receive over $500 million in funding and emphasize adaptability, modular payloads, and software-first configuration. Rather than having a fixed function, they earmark a new framework. Moreover, the funding for “AI for Maneuver and Fires” program (0605055A) indicates a desire to build weapons that respond not only to operator intent but to algorithmic interpretation of changing environments."

    Last week, the U.S. DoD released an updated version of its Software Modernization Implementation Plan for the next 2 fiscal years. As a succinct summary: The plan positions the DoD to maintain competitive advantage through transformed processes, empowered teams, and innovation. Success relies on leadership engagement, Department-wide collaboration, and commitment to software modernization to deliver capabilities at the "speed of relevance." There are 3 strategic goals: 1. Accelerate the DoD Enterprise Cloud Environment 2. Establish Department-wide Software Factory Ecosystem 3. Transform Processes to Enable Resilience and Speed Major focus areas include: - Cloud innovation through expanded contract options and financial operations - Quick track authorization processes for SaaS - Enhanced cloud security through modern security models - Scale adoption of DevSecOps and modern software practices - Tools to increase software development productivity - Better software interoperability through APIs - AI and automation readiness in software factories - Standards for secure software development - Modernizing requirements, acquisition, and testing processes - Transforming legacy business and weapons systems - Developing software engineering talent What I really liked in the plan: - Emphasis on scaling adoption of DevSecOps practices - Infrastructure as code focus - Repository services based around git - cATO focus - API-first approach, enabling software interoperability through APIs - Secure software standards adoption, including SBOM - Preparing software factories for AI - Consideration of FinOps DevSecOps is in a season of rapid change.
