    The rapid rise of combat drones illustrates a classic pattern described by Clayton Christensen. Drones represent a 𝐥𝐨𝐰-𝐞𝐧𝐝 𝐝𝐢𝐬𝐫𝐮𝐩𝐭𝐢𝐯𝐞 𝐭𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲: initially dismissed as inferior to established systems, yet capable of reshaping the entire competitive landscape. For decades, the Western defense industry focused on increasingly sophisticated missiles, precision bombs, and air-defense systems. These technologies became extremely advanced—and extremely expensive. In that environment, small and relatively crude drones seemed strategically irrelevant. Yet disruption often starts exactly there. Take the Iranian Shahed drones now widely used in conflicts. They are cheap, simple, and can be produced in large numbers. Their real power lies not in individual performance but in scale and swarm tactics. When launched in large waves, they overwhelm traditional air-defense systems designed to intercept a limited number of high-value missiles. Using million-dollar interceptors against drones costing a few tens of thousands of dollars is economically unsustainable. This is classic Christensen logic: incumbents optimize for high-end performance while the disruptive technology improves rapidly in a different dimension—in this case cost, scalability, and operational flexibility. But the real lesson is not only technological.Ukraine has shown that the decisive capability lies in how drones are used: agile combat strategies, distributed command structures, and operators who can adapt in real time. Human intelligence, battlefield learning, and tactical creativity matter as much as the hardware itself. It all has to go together. For Europe and the wider West, the implication is that defense strategies must shift from a narrow focus on expensive platforms toward learning systems that combine low-cost technology, rapid experimentation, and shared operational intelligence. And this knowledge already exists: Ukraine today is probably the world’s most advanced laboratory for drone warfare. Western militaries should accelerate collaboration and learning from that experience. The rise of low-cost drones and other low-end digitalized warfare technologies also forces a reconsideration of how military budgets are optimized.     A very important point raised by Finland’s Chief of Defence. And one that deserves much more attention in Europe’s current technology hype cycle. General Janne Jaakkola recently warned against rushing the adoption of new military technologies without corresponding doctrinal and leadership reform. Because the real risk is not technological stagnation. The real risk is building expensive, complex systems that ultimately reduce operational effectiveness. This is something I have been emphasising repeatedly in my writing and talks. Technology alone does not transform defence. Institutions do. Key takeaways worth reflecting: 1. Technology hype can distort priorities Public debate often focuses on individual technologies- drones, AI, autonomy, amplified by social media and headlines. But technology visible at the tactical edge does not automatically translate into operational advantage. 2. Concepts and doctrine often follow technology when it should be the opposite. As Jaakkola noted, new technical solutions are often introduced to solve immediate battlefield problems, while concepts and doctrine emerge later, if they emerge at all.  That inversion is dangerous. Doctrine, leadership, and operational thinking should guide technology integration not chase it. 3. Over-engineering defence architectures can create fragility Layering new systems on top of existing structures risks creating heavy, expensive and ineffective systems.  Anyone who has worked inside large defence organisations has seen this happen. 4. Innovation ecosystems matter as much as technology Ukraine’s wartime innovation model works not just because of drones or software. It works because industry, battlefield feedback, and policy frameworks are tightly integrated. You cannot replicate that simply by purchasing hardware. Where this connects with my own work For a long time I’ve been arguing that many debates around defence AI and emerging technologies are framed incorrectly. People talk about algorithms, autonomy, platforms, sensors. But the real bottlenecks usually sit elsewhere: * institutional culture * procurement models * leadership mindset * decision-making structures * integration across systems * policy ... In other words defence innovation fails far more often because of institutions than because of technology. The deeper question for Europe. Europe does not lack technology. What we must learn is how to integrate technology into doctrine, command structures, operational thinking fast enough.   • “We can no longer afford to wait a decade for our legacy primes to deliver the next ‘perfect system’… only to find that it is delivered years behind schedule and costs ten times what it should.” Secretary of War Pete Hegseth didn’t mince words when he laid out the U.S. military's vision for the future of defense tech innovation in a speech on Monday. And with good reason: the breakneck evolution of drone warfare in recent years is a stark reminder that innovation “is happening at a pace we can't even foresee,” as Hegseth put it – and the Pentagon must adapt just as quickly or suffer the consequences. The United States Department of War memo accompanying Hegseth’s speech at Starbase details how military leaders plan on making this vision a reality – namely, by attacking the “tangle of overlapping organizations and confused authority” that defines the current innovation ecosystem. Here’s how: - Unifying that ecosystem under the department’s Chief Technology Officer (CTO) to ensure that organizations are in lock-step around producing “outcomes that matter for the warfighter” - Streamlining efforts through a CTO Action Group that operates with standardized tools and shared priorities – one innovation body to rule them all - Integrating the fragmented innovation organs like the Defense Innovation Unit and Strategic Capabilities Office under a DoW Field Activity designation - Empowering service program offices to organize their own innovation communities around shared objectives - Sending stronger demand signals to the defense industry through clear channels rather than chaotic and incoherent outreach These policies are designed to replace decades of bureaucratic inertia with a CTO-led, outcome-driven innovation ecosystem. No more competing councils and overlapping org charts; instead, a unified technical direction, empowered execution teams, and direct engagement with industry will shape the Pentagon's path forward. If this is implemented with urgency, it could unlock a wave of commercial tech adoption, modular systems development, and tactical innovation at exactly the moment when the U.S. military needs it most. The adversary isn’t waiting for our acquisition timelines to catch up – now, hopefully, we’re not either. This is the kind of framework that gives startups like ACS a shot to get critical tech in the hands of warfighters faster. Let’s make sure this transformation is more than a memo.

The US Navy’s continued investment in the Platform Aerospace Vanilla long endurance UAS is a reminder of something simple and often overlooked: Real value in defense innovation doesn’t come from more features. It comes from less friction. Staying airborne for days instead of hours changes the math. Fewer launches. Fewer recoveries. Fewer people touching the system. More time on station. More signal. Less noise. From a United States Department of War technology adoption lens, what stands out isn’t just endurance. It’s intent. Logistics support, engineering services, and sustainment matter because they signal trust. They say, “This system fits how we actually operate.” From an operational perspective, persistence is power. Whether sensing, relaying communications, or covering maritime space that doesn’t forgive gaps, platforms like this reduce the cognitive and logistical load on the warfighter. Good technology doesn’t demand attention. It earns it by doing exactly what the mission needs, quietly and reliably.     In this in-depth interview for the National Defense Magazine, I got right into the AUKUS security partnership. As I see it, frankly, the current pace of tech innovation within our defence industrial bases isn’t cutting it. China’s rapidly closing the gap, and in some areas, they’re pulling ahead. That’s a stark reality, and yes, a lot of effort is going to tackle this challenge. AUKUS is part of the answer. It's designed to create a blueprint for allied industrial cooperation to bolster our collective technological edge and strengthen our defence capabilities. But, and this is a big but, we can't afford to treat this as just another bureaucratic exercise. We need to break from the "business as usual" mindset that often stifles innovation, a point that is well recognised by AUKUS governments. Here's where we need to focus: 📡Clear Demand Signals: Industry needs to know precisely what we need. Vague pronouncements won't cut it. We need specific requirements to drive focused development and priorities need to be identified. 🚀Risk Tolerance: We must be more willing to take calculated risks. The innovation cycle thrives on experimentation, and that inevitably involves some degree of failure. We need to create an environment where failure is seen as a learning opportunity, not a career-ending event. 💰Private Capital: We're not going to solve this with government funding alone. We need to tap into the vast resources of the private sector. That means creating incentives and removing barriers to private investment in defense innovation. 🪟Information Sharing: The current system for sharing classified information and technology is clunky and inefficient. We need a streamlined, secure system, ideally a joint classified cloud, to facilitate seamless collaboration. 🪐Expanding the Net: We need to look beyond the traditional defence primes. There's a wealth of innovation happening in smaller companies and startups, and we need to find ways to bring them into the fold without risking their agency, intellectual property or spirit of innovation. https://lnkd.in/gvQ2aFgr

They use legal, political, and institutional weapons to stifle competition, protect budgets, and maintain control. This piece provides a field guide for innovators to understand the enemy’s tactics, prepare defenses, and build coalitions to maneuver through the bureaucratic kill zones. Know the Terrain—And Who Owns the Key Terrain: Study the institutional landscape like an area of operations. Who controls the money, the requirements, the messaging to senior leaders? Know their tactics—slow-rolls, protest filings, funding interference—and be ready with countermeasures.

    Why Military Innovation Still Fails — and What Ukraine and China Mean for Investors and Founders In their seminal 𝘔𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘐𝘯𝘯𝘰𝘷𝘢𝘵𝘪𝘰𝘯 𝘪𝘯 𝘵𝘩𝘦 𝘐𝘯𝘵𝘦𝘳𝘸𝘢𝘳 𝘗𝘦𝘳𝘪𝘰𝘥, Murray & Millett compiled lessons which map directly onto today’s defense and dual-use landscape. Their core insight was straightforward: militaries don’t fail for lack of technology; they fail for lack of imagination, integration, and institutional courage. And that pattern is visible again in Ukraine and in China’s accelerating military modernization. 1. Most militaries have the technology — few rethink how to use it Interwar armies all had tanks and radios; only a handful built new operational concepts around them. Today, Ukraine started winning tactical advantages with cheap, rapidly evolving drones and battlefield software, and Russia has developed similar tools and the means and imagination to adapt. 2. The winners integrated new technologies into new concepts — not old doctrine The U.S. Navy’s carrier aviation and Germany’s blitzkrieg and weren’t platform breakthroughs, they were doctrinal concept breakthroughs. Today, China’s force design — spanning hypersonics, counter-space, and integrated C2 — aims to leapfrog Western doctrine rather than mirror it. 3. Innovation requires champions with institutional cover Interwar reformers succeeded only when senior leaders protected them. Today, Ukraine elevates officers who experiment; China backs internal innovators with political alignment. ❓ These conclusions leads to a set of questions: For founders: Does your technology fit into an emerging operational concept, or is it trying to bolt onto structures that won’t survive the next decade? For investors: Are we backing startups that change the way missions are executed, not just add another point solution? ‼️ The takeaway The biggest opportunity in defense and dual-use technology isn’t another sensor, drone, or autonomy stack. Instead, it is enabling the conceptual and organizational shift that modern conflict now demands. As investors, we look for startups that enable rapid adaptation on the battlefield, align with emergent operational doctrinal concepts, and have customers inside DoD with the authority to champion change. The interwar period showed what happens when innovation outpaces institutions. Ukraine and China show it’s happening again.
