The Kolleg-Forschergruppe (KFG) "The Transformative Power of Europe", directed by Prof. Dr. Tanja A. Börzel and Prof. Dr. Thomas Risse, examines the role of the EU as promoter and recipient of ideas, analyzing the mechanisms and effects of international and external diffusion processes in two research areas:
- The EU and Regional Institutions in Latin America, Africa, the Middle East and Asia
- Europe and the EU as Recipients of Diffusion.
We bring together research on European affairs in the Berlin-Brandenburg region and institutionalize the cooperation with other universities and research institutions. A centerpiece of the KFG is the invitation of national and international guest scholars working on the diffusion of ideas as well as the promotion of junior researchers through (post) doc fellowships.

about how they would meet climate targets. This paper examines why and how an agreement was possible in 2015 when it had not been before. What was different in Paris, or leading up to Paris, so that the parties involved successfully came to an agreement when it was not possible in Copenhagen? This paper presents a problem definition and issue framing perspective to examine the shift in the discussion in Paris from the burdens of climate action to opportunities climate action offered for economic and development models. It provides a road map to understand the role of key stakeholders, including governments, the business community, civil society, and subnational actors in the making of the climate agreement.
of Justice. Likewise, South Africa’s search for legitimacy drove its support for the SADC Tribunal, but the competing demands of different audiences led it to abandon this support. South Africa has also displayed leadership in relation to the SADC Free Trade Area; however, its neighbors perceive it as a self-interested, almost coercive actor. The findings suggest that the motivations for regional powers’ behavior vary across time and policy sectors, and that inconsistent behavior is driven by a change in the priority granted to different drivers.
