On June 24, 2026, the ECCT’s Low Carbon Initiative (LCI), TABF, and BAROC co-hosted the ESG Finance Leaders Roundtable Forum titled “Toward a New Era of Transition Finance.” Supporting the FSC’s action plan, the forum gathered financial and industry leaders to address transition finance, sustainability disclosure, and industrial decarbonisation. Dr. Paul CD Lei, Vice Chairperson Chuang Hsiu-yuan, and Philippe Martinez delivered opening remarks. Keynotes are as follows: Diana Tang analysed global trends and supply chain pressures; Randy Yu discussed investment challenges in hard-to-abate sectors; BH Huang shared practical low-carbon corporate solutions; Roger Tseng explained how to use IFRS S1/S2 disclosures for capital allocation. The event ended with a panel moderated by Dr. Jerry Lin, emphasizing the need for stronger financial-business collaboration toward net zero.

🌱[Event Brief] ECCT LCI Low Carbon Roadshow The ECCT’s Low Carbon Initiative (LCI) and the Bureau of Industrial Parks under the Ministry of Economic Affairs co-organized the Low Carbon Roadshow at Tucheng Industrial Park. The event successfully gathered industrial park companies, facility managers, and equipment engineers in Taiwan for practical exchanges aimed at advancing decarbonization and strengthening operational resilience. 🌐 Key Highlights 1️⃣ Technical Optimization & Energy Models HVAC & System Improvements: Case studies demonstrated how system-level HVAC improvements and optimization applications deliver measurable energy savings in industrial facilities. ESCO Investment Structure: Introduced Energy Service Company (ESCO) models to structure energy-efficiency investments and effectively reduce project execution barriers. 2️⃣ Tech Innovations by Member Companies Digitalization & Electrification: ABB presented high-efficiency industrial drives; Siemens highlighted smart manufacturing, digital twins, and industrial AI; Enel X introduced advanced energy management, demand response, and electrification solutions. Emission Reduction: Michelin addressed how lower rolling-resistance tires can significantly reduce energy consumption and carbon emissions. 3️⃣ Sustainability Strategy & Legal Frameworks ESG Advisory & Contracts: RCI Sustainability Solutions introduced comprehensive ESG advisory and strategy services, while K&L Gates shared crucial legal expertise on renewable energy procurement and EPC contracts. 🌱 Looking Ahead The programme concluded with an engaging Q&A and networking session. Is Taiwan letting the perfect become the enemy of the green? A single stork death beneath a wind turbine triggered a familiar backlash against renewable energy in Taiwan. But the bigger question is not whether wind farms need stronger ecological safeguards; they do. The question is why Taiwan’s system so often turns environmental protection and renewable energy into opposing camps. 📢 [Event Brief] ECCT Wind Energy Committee Lunch: Coordinated Offshore Wind & Navigational Safety in Taiwan The ECCT Wind Energy Committee recently hosted a luncheon featuring Yeh Hsieh-Lung, Director General of the Maritime and Port Bureau (MPB). He outlined how the MPB balances offshore wind development with maritime transport and safety. 🌐 Key Strategic Initiatives 1. Smart Navigational Safety & Collaboration Monitoring Expansion: Maritime monitoring coverage expanded from 673 to 4,000 sq km for enhanced situational awareness. Data Integration: Integrating AIS & radar data from 6 wind farms (2025–2027) to remove blind spots (Ørsted complete; Hai Long 2, Changfang, Taipower II, Fengmiao to follow). Route Optimization: Revised shipping routes, designated the Changhua Channel, and released ~338 sq km of maritime area for MOEA's wind planning. 2. Emergency Response & Patrol Capacity Emergency Towing: A new 10,000-hp vessel is due in Sept 2026; interim vessel MP Kesatria began operations in Taichung on May 10, 2026. "Maritime One": The smart patrol vessel serves as a mobile command node equipped with infrared & satellite tech for real-time shore-to-ship video. Drills: Regular exercises establish a staged response model: operator self-response ➔ regional mutual support ➔ government aid. 3. Administrative Reform & Talent Development Coordination Platform: The bi-annual Maritime Affairs Coordination Meeting has addressed 30 industry proposals across 5 sessions. Talent Cultivation: Signed MoUs with 6 institutions (NTOU, NKUST, etc.). Technical courses trained 1,036 peers. Seafarer Star Program 2.0 achieved an 80% job placement rate. Global Recognition: NTOU & NKUST secured a 5-year approval from Belgium, allowing local seafarers to work across 54 flag states (EU, UK, US, SG, HK). Flexibility & Systems: Redefined CTV 14-hour limits (MTNet tool launches July 2026), optimized foreign crew quotas, and launched a unified Aids to Navigation platform. ⚓ Future Outlook The MPB will maintain regular dialogue to balance green energy and shipping. Taipei Metro is celebrating its 30th anniversary. One remarkable fact: its basic single-journey fare has never increased. To mark this milestone, the ECCT Low Carbon Initiative (LCI) arranged an exclusive member site visit to Taipei Rapid Transit Corporation (TRTC), bringing together representatives from the energy, mobility, smart infrastructure, digital technology, and environmental sectors for a practical exchange on the future of low-carbon urban transportation. The programme began with a visit to the Taipei Metro Operations Control Centre, where participants gained behind-the-scenes insights into how Taipei Metro maintains efficient and reliable daily operations through real-time train dispatching, system monitoring, passenger safety management, and emergency response. The visit was followed by an exchange session on “Energy Efficiency, Sustainability & ESG,” opened by TRTC Chairman Chao Shiao-lien and ECCT LCI Co-Chair Richard Li, who highlighted the importance of public-private collaboration in advancing a low-carbon and sustainable future. Key highlights included: • Taipei Metro’s low-carbon transition strategy, equipment upgrades, and renewable energy integration • TRTC’s Sustainability Committee and its “Go Greener, SHINE Brighter!” sustainability vision • Linker Vision’s sharing on the applications of AI and Digital Twin technology in metro systems • A visit to Metro Boulevard at Beitou Depot to explore railway technologies, smart maintenance solutions, and operational scenarios • Discussions on urban mobility, energy efficiency, digital transformation, and infrastructure decarbonisation Beyond its role as one of Asia’s most reliable metro systems, Taipei Metro is also exploring a more resilient operating model through commercial space leasing, MRT-owned land development, solar PV generation, and charging infrastructure for electric buses. As Taiwan continues to advance its net-zero transition, the ECCT Low Carbon Initiative will continue to serve as a platform connecting industry leaders and public-sector stakeholders, facilitating dialogue, sharing best practices, and promoting practical collaboration to support sustainable urban development.
