The same things that hold a community together can pull it apart. Identity, land, the local institutions people rely on: under climate stress, each can drive cooperation or conflict, depending on the conditions around it. CGIAR Climate Security researchers tested this across Kenya, Guatemala, and the Philippines, working with 73 community members and 9 local leaders. Climate pressure did not decide the outcome on its own. What decided it was who had a voice in decisions about land and water, which institutions people trusted, and how fairly resources were shared. In Laikipia, Kenya, a community association lets the Yiaku Peoples manage Mukogodo Forest alongside neighbouring groups, coordinating grazing, conservation, ecotourism, and honey. The same arrangement restricts pastoralist groups outside it, turning shared management into exclusion. For families living on land they don't own, the next flood isn't the only threat, being told to leave is. In Mirpurkhas, Sindh, where nearly 60% of people live in multidimensional poverty, IOM Pakistan and the SEAD Foundation rebuilt 489 homes in durable brick. In nearly all the villages, IOM also helped communities on landlord land sign agreements that confirm the homes belong to the households and protect them from no-fault eviction. CGIAR Security's assessment found that this security changed what families could do with their time and money. "We are sitting here now, and nobody forces us to leave because we own these houses. I have the safety that I can move without the fear of losing my house," one resident said. As the 2026 El Niño strengthens, governments and development partners need to anticipate where droughts, floods, water stress, and agricultural disruption may occur. The newly launched ENSO Outlook brings this information into one digital interface. Across Côte d’Ivoire’s N’Zi, Moronou, Iffou, La Mé, and Gbêkê regions, rising temperatures, erratic rainfall, floods, and crop pests are placing growing pressure on rice, cassava, and yam production. The newly approved LARACI project will invest USD 50 million in climate-resilient agriculture over five years. It will combine climate information, extension services, agroforestry, and improved farming practices to: ➡️ Bring 110,600 hectares under low-emission, climate-resilient management ➡️ Support 147,000 smallholder farmers to manage climate risk and stabilize yields ➡️ Reduce more than 600,000 tonnes of CO₂-equivalent emissions The project will scale practices including cassava–legume intercropping, the System of Rice Intensification, and climate-smart yam staking. In Faltita village, Bagerhat, Bangladesh, fish farmers are already responding to rising water temperatures, irregular rainfall, cyclones and saline flooding. In June 2026, WorldFish convened a three-day co-design workshop under CGIAR Climate Action. In Cinzana, Mali, a Climate-Smart Village helped farmers increase yields, strengthen cooperatives, and gain access to credit and training. At the same time, a separate road initiative connected nearby villages and opened access to surrounding forests. Trucks and illegal loggers arrived, but no resource-governance framework was in place to manage the pressure. The Climate Security Sensitivity Tool is designed to see this coming. Designed by the CGIAR climate security team, it assesses whether an adaptation program fits the local rules, relationships, and tensions that decide who gains and who loses. Smallholder farmers & SMEs produce around 80% of Africa's food, yet they receive less than 6% of bank loans. Climate risk only exacerbates this financing gap, making it harder for farmers to access agricultural credit and insurance 💰 What if AI could help change that? Together with ACRE Africa, International Food Policy Research Institute (IFPRI), the Alliance of Bioversity International and CIAT, CGIAR Climate Action and CGIAR Scaling for Impact, we're fostering agricultural finance through an AI-powered digital financial service platform. The solution combines: 📱 Smartphone photos to assess crop damage when traditional index insurance falls short; 🛰️ Satellite imagery, climate and economic data; 🤖 AI-powered, location-, season-, and crop-specific risk scoring. The result are better lending decisions, more tailored insurance products, and targeted agro-advisories that all reduce risk for both farmers and financial institutions. Shrimp farming has contributed to mangrove loss in parts of Asia. Could it also become part of the restoration solution? Researchers at CGIAR Climate Action, WorldFish and International Water Management Institute (IWMI) are testing Integrated Mangrove Aquaculture, which brings mangroves into working ponds. The aim is to maintain shrimp, fish or crab production while restoring some of the protection mangroves provide. Healthy mangroves can reduce erosion, buffer storm surges, support aquatic life and store carbon. But success is not guaranteed. Promising restoration ideas must be tested under real conditions before they are scaled. Farmers need practical guidance and protection from income losses. Policymakers need evidence that the model can support conservation and development.
