Next week’s Economic Reform Roundtable is subject de jour for the political insider class, but in this context, there has been minimal attention paid to the political super-actor that is tossing around national economic priorities like petty playthings. The stated priorities for the economic roundtable are: economic resilience, productivity, and budget sustainability—and climate change is coming for all of them. This week, at least three climate-driven disasters are unfolding across Australia, each with severe economic impacts as well as deep ecological and social consequences. The response to South Australia’s toxic algal bloom will require millions in public money, and local fishos are rightly horrified at the sight of dead sea life, and deeply alarmed at the prospects for their livelihoods. There’s no end to this grim disaster aquatic—and its costs—in sight. For the first time ever, the Great Barrier Reef and Ningaloo Reef—both World Heritage-listed reefs—are bleaching simultaneously. We all recoil at the spectacle of this ecological disaster–but for local communities, there are sharp and direct economic consequences, as well as the ambient grief. To be clear, the economic contributions of our oceans, reefs, and forests are not the main reason to save them—nature has intrinsic worth, and is the ultimate source of our human flourishing. But even refracted through the prisms of economic reform and productivity, the need to place a stable climate and healthy ecology at the heart of all decision-making should be obvious. We can’t decouple economy and ecology; a stable physical environment is the foundation upon which all social and economic activity depends. Climate and environment are not mere ‘issues’ to be ranked against others; they are the parameters for life. It is positive that the roundtable will include considerable discussion about the transition to renewable energy, which needs to be at emergency speed and scale. Equally though, the agenda cannot lose sight of other clear ecological limits–like biodiversity–that shape every aspect of life, including our economy. Treasurer Chalmers and the Prime Minister have taken pains to remind people that the government is the ultimate decision-maker. At the roundtable, the government should prioritise addressing the major risk that climate change and ecological crises pose to the current well-being and future prosperity and security of Australians. The government must also hold the line against vested interests, and ensure that the nature law reforms process delivers nature laws that ultimately, and uncompromisingly, protect nature—which can occur at the same time as providing greater certainty to business. The climate and ecological emergency is rattling at the windows of next week’s Economic Reform Roundtable. It is essential that the attendees take sober heed of the implications, and that the outcomes help put Australia on the path to action at commensurate speed and scale.

As part of our Net Zero Transition Plans project (https://lnkd.in/g9WsBRbr) at the Oxford Sustainable Finance Group and the UK Centre for Greening Finance and Investment (CGFI), I am excited to share a recent working paper, “Assessing Corporate Emissions Reduction Targets Against National Transition Plans,” with Adrien Rose, Dr Saphira Rekker, and Dr Abhinav Jindal. Context: Lack of coordination between corporate and public actors is likely to prevent the achievement of climate mitigation targets. Yet, corporate emissions reduction targets are often assessed against global benchmarks, failing to account for regional differences. Approach: We provide an approach for assessing corporate emissions reduction targets against sectoral national transition plans. We apply this method to a sample of nine electric utility companies in Australia, India, and the United Kingdom. Finding 1: Companies’ emissions targets are not ambitious enough to enable their countries to meet their national mitigation targets, in particular for Australia and India. Finding 2: Misaligned companies may fully consume their carbon budget in the next 10 years, highlighting the need for rapid changes in the short to medium term. Finding 3: Furthermore, the use of national pathways to assess companies does not guarantee strict compliance with the Paris Agreement and risks lowering the overall level of ambition to at least 2.8 degrees of warming. Green #hydrogen is projected to be able to reach 7-8% of final energy demand by 2050, more than double the needs of the entire shipping sector today. But hydrogen must complement—never replace—development objectives. At today’s #COP30 dialogue organized by the Council of Engineers for the Energy Transition and Sustainable Energy for All (SEforALL) , I steered the discussion to explore how to ensure green hydrogen supports national development priorities, protects ecosystems, and creates shared prosperity. 1️⃣ Align hydrogen with national development priorities: When tied to national strategies, these investments can decarbonize hard-to-abate sectors and build local industry and energy security. Without this, they risk becoming extractive, with value exported and impacts retained. 2️⃣ Strengthen governance across the land–water–energy system Hydrogen is not a standalone investment—it depends on water resources, land availability, and grid capacity. In Namibia, a 2-million-tonne project would require 18 million m³ of water annually, equivalent to the needs of more than 250,000 people. Countries need integrated planning, clear regulation, and national innovation systems. 3️⃣ Ensure hydrogen creates local prosperity, not only export pathways: Not every country can or should pursue large-scale hydrogen. The right pathway depends on water availability, land constraints, energy access needs, and industrial priorities. Where hydrogen is viable, it must deliver domestic value: but in local jobs, resilient value chains, and equitable benefits. 🇨🇳🌏 China treats environmental policy as economic strategy. Europe treats it as moral obligation. The results speak volumes about which approach actually works. Nils Gilman's analysis of China's "environmental authoritarianism" reveals how Beijing uses ecological measures to modernise industry, capture global green technology markets, and project soft power. Under Xi Jinping, environmental policy serves clear strategic objectives: forcing inefficient industries to upgrade, reducing hydrocarbon imports, and positioning China as the dominant supplier of renewable energy infrastructure worldwide. 🏭 🇪🇺 The contrast with Europe is telling. The EU frames climate policy in terms of planetary responsibility, accepting higher energy costs and industrial displacement to meet emissions targets. European carbon pricing potentially drives manufacturing offshore whilst creating demand for green technologies that China increasingly supplies. Moral leadership without economic strategy strengthens competitors. Japan pioneered China's strategic approach decades earlier. Facing extreme energy import dependence in the 1960s (90% of oil from the Middle East), Japanese policymakers promoted efficiency as economic defence. When the 1973 oil crisis hit, Japanese automakers were fully prepared and ended up gaining global market share as fuel-efficient models displaced American gas-guzzlers. Environmental measures served national competitiveness. 🚗 China now exports this model globally, offering developing nations a "turnkey solution" for ecological modernisation without political liberalisation. Beijing's 5G networks enable both smart grid coordination and social surveillance. Green technology becomes dual-use infrastructure that reinforces state power whilst reducing fossil fuel dependence. The emerging global contest over environmental models may determine not just climate outcomes but the distribution of economic and political power. Nations that integrate environmental and economic strategies gain lasting advantages over those treating them as competing priorities. Environmental policies succeed when they align with rather than contradict national interests. China and Japan back in the days demonstrate this principle. The gap between international biodiversity promises and national action plans threatens 30x30 conservation goals. Nearly 200 nations committed to protecting 30% of land and sea areas by 2030 through the Kunming-Montreal Global Biodiversity Framework. An analysis of 36 National Biodiversity Strategies and Action Plans reveals shortfalls in domestic implementation plans. Only 14 countries committed to protecting at least 30% of their territories. Just 6 nations pledged to restore 30% of degraded ecosystems. Most critically, no country has created plans that fully address both the quantitative targets and qualitative requirements for effective conservation and restoration. This disconnect between international commitments and national action stems from multiple factors. Countries often lack clear definitions of key terms like "degraded ecosystems," face resource constraints, and struggle with competing land-use priorities. Some nations appear to sign ambitious international agreements without fully assessing implementation feasibility or developing concrete action plans. Success requires nations to move beyond aspirational goals to develop specific, measurable, and adequately funded conservation plans. Mission-Oriented Country Platforms: Engines for a Just Green Transition! I. Turning Point COP30 must mark a decisive shift—from commitments to real outcomes people feel in daily life. The urgency of a sustainable, climate-resilient transition has never been greater. As the “Solutions COP,” Belém offers a pivotal chance to turn ambition into implementation II. For Transitions to Succeed Climate goals must sit at the core of economic policy. Long-term visions should connect growth, jobs, competitiveness, and resilience with climate ambition III. Challenge Too often, national climate commitments remain detached from economic strategy, treated as obligations rather than engines of transformation. Intended to drive systemic change, they are rarely integrated into fiscal and investment frameworks, leading to fragmented action and weak alignment IV. A Mission-Oriented Approach A mission-oriented approach bridges this gap. It translates broad climate goals into a few time-bound national missions—such as clean energy or resilient water systems—and aligns policy, finance, and institutions behind them. Instead of reacting to markets, governments actively shape them, turning targets into investment and investment into inclusive green growth. Finance must evolve toward patient, predictable capital that builds long-term capacity V. Core Functions 1. Mobilise finance for national priorities 2. Steer investment toward transformative missions 3. Build enabling conditions through coordination and trust VI. Connective Tissue Platforms link national goals (“what”) with the means to achieve them (“how”), turning ambition into systemic transformation VII. In Practice 1. Define missions anchored in national strategies 2. Align public finance to attract capital 3. Build catalytic investment programmes 4. Forge accountable, inclusive partnerships 5. Strengthen delivery systems VIII. Aligning National NBSAPs with Global Biodiversity Frameworks: Why It Matters & How It’s Done One of the most common questions during NBSAP consultations is: 👉 "How did we finalize these 20 (or more) national targets?" The simple answer? Based on our country’s conservation priorities. The full answer? It’s more than that. While national priorities shape the NBSAP, it must also align with global commitments like the Kunming-Montreal Global Biodiversity Framework (KM-GBF) to ensure: ✅ Coherence with international commitments ✅ Access to global funding & support ✅ Stronger accountability & impact 🔹 To make this clear, we designed a hands-on exercise: 1️⃣ Participants identify key national conservation priorities. 2️⃣ They design strategies & interventions to address them. 3️⃣ Finally, they match these priorities to KM-GBF targets.
