Prezenta lucrare investighează tensiunile dintre eficiența administrativă și legitimitatea democratică în România, analizând erodarea pluralismului politic sub impactul populismului și al discursului „liderului salvator”. Prin intermediul unei metodologii bazate pe criminologia politică și sociologia devianței, eseul disecă patologiile sistemului judiciar, evidențiind modul în care rețele de interese transpartinice au deturnat scopul legii prin strategii de captură instituțională. Lucrarea argumentează că reziliența statului în fața acestor „lovituri de stat instituționale” nu provine din virtutea clasei politice, ci din anticorpii reziduali ai societății civile. Autorul propune o reconstrucție bazată pe meritocrație, integritate și asumarea responsabilității civice, respingând soluțiile iluzorii ale autoritarismului în favoarea consolidării democratice autentice.

This study seeks to conceptualize the phenomenon of political dominance within a competitive party system, advancing a multidimensional analytical framework rooted in Indian experience. Existing literature on party system developed by scholars like Maurice Duverger and Giovanni Sartori, primarily conceptualises dominant party systems in terms of electoral superiority. Even though Duverger has already pointed towards the sociological element of dominance too, but this insight remains underdeveloped and insufficiently integrated with the general analytical framework, rendering the existing approaches inadequate to explain dominance in socially heterogeneous and postcolonial democracies. The study carefully examines evolution of the Indian party system from the period of Congress dominance to the contemporary dominance of the Bharatiya Janata Party and argues that political dominance extends beyond mere electoral success. Therefore, to understand dominance in a holistic manner, a four-dimensional framework is proposed which comprises of electoral pre-eminence, ideological hegemony, organizational depth, and discursive control as the key variables. The study employs comparative historical analysis to understand how dominant party affects political competition, structure the behaviour of opposition forces and define the normative boundaries for the democratic discourse. It finally indicates that dominance is a relational and dynamic process that is maintained by an active interplay between institutional, sociological, and strategic variables instead of mere recurring electoral wins. By offering a theoretically refined and empirically grounded model, the paper contributes to the comparative study of party systems and provides a framework applicable to other democracies in the Global South.

Exilé fiscal en Belgique depuis 2012, le milliardaire catholique ultraconservateur, encore récemment inconnu du grand public, est dépeint dans comme le "Saint patron de l'extrême droite française". Son nom apparaît sur la scène publique quand il tente-comme d'autres milliardaires qui investissent dans les médias, y voyant des leviers d'influence-de racheter le magazine Marianne. En vain. La rédaction s'y oppose, refusant que son journal devienne un tract d'extrême droite. Mais le personnage intrigue… Au point qu'il est convoqué par une commission d'enquête sur l'organisation des élections en France. Convocation qu'il décide, à deux reprises, de ne pas honorer. Ou bien uniquement en visioconférence, ce que les députés refusent. Son projet est un projet d’extrême droite très structuré et capable de permettre la prise de pouvoir anti-démocratique en France.

The 2024 European Parliament elections in Greece tested both New Democracy’s (ND) trajectory towards predominant party status and the second-order election (SOE) model’s relevance. Drawing on aggregate results and survey data, this article examines the election’s macro-patterns and micro-foundations. The election aligned with SOE expectations – low turnout, underperformance by major parties, and gains for smaller and radical parties – yet diverged from the model’s honeymoon effect, which predicts modest governing party losses early in the electoral cycle. Despite its 2023 legislative victory, ND suffered unprecedented setbacks. Our findings suggest these losses reflected retrospective economic and political evaluations rather than durable partisan realignment, indicating that ND’s support may recover in future first-order contests, though space for emerging challengers remains.

Widely cited but increasingly seldom read, Maurice Duverger (1917-2014) exemplifies the fate of many canonical thinkers not only in political science. This monograph revisits his legacy through an in-depth analysis of three interconnected pillars of his work: the formulation of Duverger's laws concerning the relationship between electoral systems and party systems; his typology of pluralist party systems; and his empirical theories of democracy. Duverger's ideas are examined in close comparison with the later and highly influential contributions of Giovanni Sartori (1924-2017) and Arend Lijphart (*1936). Authored by political scientist Miroslav Novák, recipient of the 2024 Czech Political Science Association Award for his contribution to the development of Czech political science, the book persuasively argues that contemporary scholarship has significantly misunderstood Duverger's work. In doing so, it calls for a reassessment not only of Duverger's theories but also of prevailing narratives about the evolution of political science in the second half of the twentieth century.

Today, the eminent French political scientist Maurice Duverger (1917–2014) has met the fate that has befallen many classics: almost everyone cites him, but almost no one actually reads him anymore. This monograph, on the other hand, offers an in-depth analysis of three key, interconnected areas of Duverger’s political science: the so-called Duverger’s laws on the relationship between electoral systems and party systems; the typology of pluralist party systems; and empirical theories of democracy.
Duverger’s concepts are then compared in detail, particularly with the later and influential contributions of Giovanni Sartori (1924–2017) and Arend Lijphart (*1936).
The author, Professor of Political Science Miroslav Novák, who, among other honors, received the Czech Political Science Association Award in 2024 for his contribution to the development of Czech political science, convincingly demonstrates not only that current scholarly literature has failed to grasp essential aspects of Duverger’s work, but more generally, that it is necessary to revise our views on the development of world political science in the second half of the 20th century.

This volume presents new and original research from eleven distinguished scholars on the relationship of the Bible, including the New Testament and Pseudepigrapha, with ancient Babylonia and Assyria. It combines archaeological and art historical perspectives with philological and theological analysis.

Silent Disco History and Origins: Reconstructing the Emergence and Authorship of the Headphone Party Format.

This paper examines the socio‑technological history and origins of the “silent disco”, tracing how the headphone party format emerged from informal, mobile‑audio practices prior to its commercial adoption in the early 2000s. Drawing on a unique corpus of primary materials — including personal archives, oral testimonies, and contemporaneous public records collected over more than two decades — the study reconstructs early developments linking portable audio technologies, urban space, and synchronized group dancing. Specifically, it maps a trajectory from informal Walkman‑based street gatherings in 1980s Portugal to synchronized pirate‑radio broadcast experiments within 1990s Dutch eco activist environments.

Particular attention is given to questions of authorship, transmission, and attribution, exploring how cultural innovations developed outside formal institutional structures can be reinterpreted, reassigned, or obscured during processes of commercialization. The project approaches the silent disco as a case study in the formation of origin narratives, examining how competing accounts emerge, stabilize, and occasionally undergo forensic collapse under chronological and technological scrutiny.

In recent years, gender equality and LGBTQIA+ issues have gained increasing visibility across Europe, often becoming sources of political tension and conflict across the political spectrum in several countries (Abou-Chadi et al., 2021; Kantola & Lombardo, 2021; Turnbull-Dugarte et al., 2024). In particular, issues relating to education and gender identity regularly generate political debate and contestation between parties. Although left-wing parties have traditionally been the most visible political actors on issues of gender equality (Kittilson, 2006; Keith & Verge, 2018; Weeks et al., 2025), the relationship between political parties and these issues is often more complex than ideology alone would suggest. At the same time, support for gender and LGBTQIA+ issues can no longer be seen as the exclusive domain of the left. Over the past three decades, conservative and Christian-democratic parties’ positions on these matters have also evolved (Abou-Chadi & Finnigan, 2019; Engeli et al., 2012). Yet, despite growing scholarly interest in these developments, we still know relatively little about the extent to which—and the ways in which—different parties communicate on these issues through social media. Hence, this note seeks to determine how prevalent LGBTQIA+ issues are in the social media communication of political parties in Belgium. First, we quantitatively assess the prevalence of LGBTQIA+ issues overtime, and across the political spectrum via a dictionary-based approach. Second, we qualitatively analyse the identified posts using a frame-inspired thematic coding scheme.

The purpose of the present article is to analyze the electoral returns of the Kazakhstani elections held in the 1995-2021 period to estimate both the static (such as frag-mentation) and the dynamic properties (fluidity) of the Kazakhstani party system. In addition to estimating the fragmentation and the instability of the party system resulting from parlia-mentary elections, the paper explores the relationship between the static properties of a party system, such as the level of party system fragmentation, and its dynamic properties, such as the level of fluidity of the party system. By doing so, the article reveals that the decrease in the level of fragmentation, measured on the basis of Rae’s index of fractionalization and Laakso and Taagepera’s Effective Number of Parties, was responsible for the growing insta-bility (fluidity) of the Kazakhstani party system.

African party systems vary considerably in their patterns of stability and change over time. This article examines how economic growth has been shaped by such party system fluidity-in particular, the frequency, scope and variety of change-while taking account of the constitutional regime (i.e., level of democracy) within which these party system dynamics occur. To do so, we use Arellano-Bond generalized method of moments models to test the impact of party system fluidity and the level of democracy on economic growth in Africa during the post-independence period (1970-2018). We find, consistent with previous research, that democracy has an uncertain effect on growth. However, party system fluidity is reliably and positively correlated with growth. Its effects are particularly strong whenever an unstable party system coexists with an autocratic regime, which suggests that this specific political context-which has often been associated with democratization-is especially conducive to economic growth. un escalamiento de menciones negativas que antecede la reforma constitucional de 2024. En el plano operativo, se observan diferencias entre el desempeño del INAI y el del órgano sustituto en la resolución de recursos de revisión. Los hallazgos muestran correspondencias con etapas teóricas de erosión democrática, en las que la deslegitimación discursiva, la reconfiguración legal y la reducción de capacidades institucionales se articulan en un proceso coherente. Este caso provee evidencia concreta sobre una faceta clave de la erosión democrática: el debilitamiento de los mecanismos de accountability horizontal. Asimismo, establece lineamientos para futuros estudios comparados.

This paper contributes to the debate about the ideological coherence of the Brazilian party system. Using discriminant function analysis of 20 years of surveys of Brazilian legislators, we find that the party system now exhibits relatively little coherence. Though the Worker's Party (PT) is clearly distinct, no clear ideological differences exist between the placement of the system's three other main parties. Moreover, the spatial distance between the PT and the other parties is diminishing over time. Given the importance of a coherent ideological map to any consolidated party system, we question the notion that the Brazilian party system has gradually consolidated. Indeed, our results suggest the opposite: in recent years the Brazilian party system has become relatively more "inchoate.

Political communication in the Slovak political space has its own specifics, but it follows the trend of many democracies towards coarser vocabulary, vulgarisation, and escalation of political conflict. The aim of this study is to identify the messages that the leaders of the elected parliamentary parties addressed to the public via Facebook in the period after the parliamentary elections. The period is bounded by the assassination attempt on the Prime Minister Róbert Fico in May 2024. Qualitative research using grounded theory is the collection of data to reach a theoretical concept. We used NVivo qualitative software to code the data, in our case messages public on FB profiles of individual party leaders. Grounded theory is often used in political communication and helps us to create a theoretical concept. There are 6 main Themes that emerged as a result of political communication after parliamentary elections: Domestic Policies, Foreign Policies, Criticism of the Government/Opposition, Criticism of Others, Presidential Election and Positive Messages. Negative campaigning significantly influences affective polarization. Based on an analysis of 632 Facebook posts by leaders of Slovak parliamentary parties, we conclude that negative campaigning constitutes the largest share of all analyzed posts. Combined with a strong presence of anger, aggression, insults, and vulgarity, political campaigning via Facebook contributed to an increasingly polarized atmosphere, which culminated in the 2024 assassination attempt on Prime Minister Fico.

Здійснюється критичний аналіз запропонованої моделі, окреслюються перспективи її вдосконалення в умовах швидкоплинних технологічних змін.

Grundverständnis von Struktur, Historie und Ratio der Parteienfinanzierung
auf der Ebene des Bundes zu vermitteln
und Studierende zu befähigen, qualifiziert am (staats‑)rechtspolitischen
Diskurs teilzunehmen.1 Der Beitrag schließt mit
einigen Hinweisen zur praktischen Anwendung dieser Kenntnisse
in der Fallbearbeitung.

This chapter explores the evolution of political cleavages and party systems in Belgium from the nineteenth century to the present. It analyses the impact of major divides, such as Church vs. State, class, and language cleavages, on the structuring of political parties and electoral behaviour in the nineteenth and twentieth centuries, as well as the current importance of the value cleavage. The analysis underscores the shift from a pure two-party system, dominated by Catholics and Liberals and centred around the denominational divide, to a highly fragmented party system. This fragmentation is marked by increased electoral volatility, the emergence of new political actors, such as Regionalist, Radical Right, and Green parties, and the heightened signi cance of the language issue. With very high fragmentation index and effective number of parties, Belgium now exhibits characteristics of quasi-atomized pluralism.

en junio de 2023, no solamente supuso el fin del denominado "Grupo Atlacomulco", una red de familias que, a través del Partido Revolucionario Institucional (pri) detentaron el poder durante más de 70 años en esta entidad, sino que también dio lugar al surgimiento de una nueva clase política, encabezada por el "Grupo Texcoco", el cual, a partir de 2018 logra las condiciones políticas para obtener el triunfo en el gobierno estatal. El nuevo grupo que asumió el poder en el Estado de México se conformó y desarrolló en el marco del proceso de la democratización de México y al amparo del crecimiento de la principal fuerza política de la izquierda partidista de la década de los noventa del siglo pasado, el prd, así como por el ascenso electoral intempestivo de del partido Movimiento de Regeneración Nacional (Morena), que después de cuatro años de obtener su registro, en 2014, consiguió ganar la presidencia de la República. En este sentido, el propósito de este trabajo es hacer un análisis de la trayectoria política y electoral que recorrió el "Grupo Texcoco" y sus principales dirigentes para acceder al poder en el Estado de México, pero de forma particular, para ganar la gubernatura, frente a un partido, el pri, que llevaba en el gobierno más de 70 años. Esta tesis realiza un análisis comparado de la nacionalización de los sistemas de partidos de dos países andinos (Ecuador y Perú), enfocándose en responder a la pregunta: ¿qué factores explican la variación de la nacionalización de los sistemas de partidos? Esto se elabora bajo una mirada multinivel y con un modelo de pluralismo metodológico, que mezcla el análisis comparativo cross-national y el análisis de variables. Este trabajo desarrolla un argumento que combina lo estructural y lo agencial de la dinámica política. De esta manera, se postula que en Ecuador el incremento de la nacionalización del sistema de partidos se debe a la consolidación de un partido mayoritario en el gobierno que apostó por la consolidación estatal con componentes redistributivos. En contraposición, en Perú se destaca la inexistencia de un actor que alimente un conflicto articulador y apueste por atender la demanda de Estado, en un contexto que ha dejado al mercado la tarea de cohesionar a la sociedad.

The politicization of ethnic minority is a common phenomenon despite the fact that its manifestation may differ in different contexts. The configuration of the factors that have an impact on the politicization of ethnic minorities varies in different countries as well. For the case of the Poles in Lithuania the main factors are the following: the policy of the Lithuanian state restricting the use of the Polish language in schools, the EU membership of the Lithuanian Republic and the policy of Warsaw in terms of protecting the Polish minority in the neighbour state, as well as the existence of the similarly large minority group in Lithuania-the Russians.

This article examines the structural impossibility of combating corruption within partybased and clientelist systems. Political parties, often serving private interests or rented to organized crime, have become patronage machines incapable of eradicating corruption or demagogy. Expecting them to reform themselves is like asking the virus to produce its own vaccine. Transparency, strong institutions, and citizen participation remain simulated if rulers emerge from such networks. Building on Montesquieu's separation of powers and revisiting classical republican mechanisms such as the Tribunate of the Plebs and the imperative mandate, the paper proposes their organic adaptation into a collegiate Ombudsman's Office. Composed of three members elected directly by citizens, this body would act as a second channel of representation, with veto powers, limited Senate participation, consultative authority in defense and interior appointments, and the ability to trigger emergency referendums. By elevating equality of arms from the judicial to the political and constitutional sphere, this design establishes a Nash equilibrium between governors and governed, neutralizing partisan capture of the state.

This document constitutes the formal, architectural, and conceptual reference for Endogenously-Constrained AI (ECA). ECA is not an alternative theoretical framework to Crowd-Based Dynamics (CBD), nor an extension of its foundational laws. It is a technical and systemic implementation layer designed to instantiate CBD constraints within artificial systems. Its purpose is to translate structural limits identified by CBD into internal design constraints governing artificial agents and socio-technical architectures. ECA addresses a specific contemporary problem : the growing gap between the speed, scale, and autonomy of artificial systems and the limited governability of the collective environments in which they operate. Rather than attempting to correct behavior ex post through external control or normative intervention, ECA embeds constraints endogenously, within the internal dynamics of the system itself. This document must be read in conjunction with the CBD canonical documents, particularly CBD -Architecture, Laws and Conditions of Use and CBD-Derivatives -Formal Applications (Core). ECA depends entirely on the CBD theoretical core and does not redefine any law or concept at that level. Any isolated reading of this document without reference to CBD constitutes an incomplete understanding. ECA occupies a distinct and clearly delimited position within the CBD ecosystem. While CBD-Lois define universal structural limits of collective dynamics, and CBD-Derivatives provide formal application regimes, ECA represents the implementation layer where these constraints are instantiated in artificial systems. ECA does not generate theory. It consumes theory. Its function is to operationalize limits such as saturation, loss of reversibility, and temporal governability in ways that can be encoded, monitored, and enforced within artificial architectures. This positioning ensures a strict separation between theoretical validity and engineering choices. The CBD framework remains invariant, while ECA may evolve technically without altering the conceptual core.

D´Hondt. El principio constitucional de proporcionalidad, una obra de mi autoría. El tema central desarrollado comparaba las características de diferentes métodos de distribución de escaños en elecciones pluripersonales, especialmente de los dos métodos cuyos autores dieron lugar al título de ese trabajo: Daniel Webster y Víctor D´Hondt. Luego del lanzamiento de este libro, se realizó una presentación en Quito, en la Universidad de las Américas en un panel donde compartimos opiniones con el destacado investigador y docente de la UDLA, el Dr. Richard Ortiz Ortiz; y como moderador actuó el Dr. Ángel Torres Maldonado. Los profesores de la UDLA, doctores Ortiz y Torres, al momento desempeñan altas funciones: el primero es Juez de la Corte Constitucional y el segundo, Juez del Tribunal Contencioso Electoral. El Dr. Ortiz reconoce que en mi trabajo se demuestra que las distribuciones de escaños generadas con el método Webster tienen mucho menor desproporcionalidad que las que genera el método D´Hondt y no solamente en cada una de las diferentes elecciones, sino, por ejemplo, en el acumulado de asambleístas provinciales. Sin embargo, su preocupación principal se relaciona con el hecho (cierto) de que el método de asignación o distribución de escaños no es el único responsable de la desproporcionalidad general del sistema electoral ecuatoriano; es más, para Ortiz (2016) ni siquiera es el más importante. Para él, "el elemento más decisivo es el tamaño de la circunscripción" (p. 2), después de señalar otro hecho cierto y que también influye en la desproporcionalidad general del sistema electoral: las provincias más grandes tienen una representación menor a la que les corresponde y las más pequeñas están sobrerrepresentadas afectando inclusive a la igualdad del voto. Reconociendo también los aciertos del Dr. Ortiz y sin entrar en la discusión de qué causa es la más importante, la adopción del método que genera menos desproporcionalidad en cada elección, es una condición necesaria y suficiente para disminuir la desproporcionalidad general del sistema. Deja de ser suficiente, cuando aspiramos alcanzar un sistema electoral legislativo que merezca el calificativo de proporcional, en ello estamos de acuerdo con la opinión de Richard Ortiz. Optar por un método que genere las distribuciones menos desproporcionales posibles en cada elección, no solamente es una condición necesaria para alcanzar un sistema electoral acorde al principio constitucional de proporcionalidad, es ciertamente una condición indispensable, aparte de ser la más fácil de tomar, cuando se actúa respetando esos principios, como ya ocurrió con la reforma de Dic-2019 Ene-Feb-2020. Por supuesto, aumentar el tamaño de las circunscripciones mejora la proporcionalidad o, mejor dicho, disminuye la desproporcionalidad. ¿Cómo hacerlo si, al parecer, una gran mayoría de ecuatorianos desearían una disminución del tamaño de la Asamblea Nacional? ¿Y cómo disminuir la desproporcionalidad entre las asignaciones provinciales y sus poblaciones si, como el mismo Dr. Ortiz señala, es un asunto tan complejo que, "quizá habría que repensar si la provincia debe seguir siendo la unidad territorial electoral básica"? Esta complejidad de la resolución de las otras causas de la desproporcionalidad global de nuestro sistema electoral legislativo no es únicamente legal, es constitucional, la composición de la Asamblea Nacional está normada en el artículo 118 de la Constitución y, por ende, en el artículo 150 del Código de la Democracia, de ahí que una de las preguntas de la consulta popular, propuesta por el presidente Lasso, se refiere casualmente a este tema. The field of Patristics, or early Christian and Mediaeval Studies, traditionally works along the lines of historical and literary criticism. But this method is not always useful, especially when it comes to complex objects and circumstances. No wonder the current trend of replacing it, more often than not, by interdisciplinary frameworks. The article begins accordingly by reviewing three interdisciplinary frameworks, namely, the “socio‐historical method”, “Deep Time”, and archaeological theorist Roland Fletcher’s “transitions”, highlighting their suitability for a comprehensive approach to Patristic cosmology. Here, cosmology should not be taken in the narrow sense of contemporary science. It means both a way of representing reality—a worldview—and a way of inhabiting the world. The present article analyses the evolution of the early Christian and mediaeval perception of the environment and the cosmos in Greek sources, pointing to successive transitions from apprehension (cosmophobia) to a keen interest in understanding nature to the thought that holiness represents a universe‐(re)making agency. It addresses relevant historical and social circumstances, but proposes that the above transitions were triggered by internal or existential factors as well, and not only external, thus complementing Fletcher’s outline, which focuses upon external catalysts, such as economy and technology.

The article analyses the concept of symbolic politics and its potential for explaining the mechanisms of social protest movements and the means of struggle used. A detailed discussion of the protest events that took place in Lithuania in 2021-2022 reveals how the symbolic capital of major national holidays and commemorations was exploited by the opposing political forces. It concludes that both sides of the conflict are reluctant to engage in dialogue, as their symbolic position in the political field as the true heirs of Sąjūdis depends on their symbolic positioning in the political field and their right to shape the general political discourse.
