The specific conditions under which terrorist decapitation results in the dissolution of the terrorist group and other short-and long-term effects of this tactic are some of the critical questions that require further attention given that states such as the US and Israel are sure to employ this tactic to considerable means in the near and distant future, particularly given the vague framework of the unending nature of War on Terror (WOT) that has helped produce numerous loopholes that enable the undertaking of precision acts that are often characterized as "discriminate wars" (Schmitt, 2005). In this paper I argue that in spite of short-term success for Israel, the PIJ was able to reorient itself from the shock of losing its leader. This is demonstrated not only by it ongoing service to violent terrorist means, but also due in part to its increased use of suicide bombings that have result in a greater loss of life since the events of 1995 as well as the escalation of suicide terrorism (ST) by other terrorist groups and organizations in the region and further abroad.

Проблема набула особливої гостроти після постанови Об'єднаної палати Касаційного кримінального суду Верховного Суду від 02.02.2026 у справі № 669/338/24, де сформульовано висновок про спеціальну конфіскацію такого майна «в повному обсязі», попри наявність добросовісного співвласника, а також після оприлюднення окремої думки судді й наукового висновку члена НКР при Верховному Суді проф. О. Дроздова, які обґрунтовують персоналізований підхід (втручання лише в майновий інтерес правопорушника). Метою статті є формування конвенційно сумісного та практично застосовного алгоритму вирішення питання про спеціальну конфіскацію спільного майна подружжя, що зберігає превентивний ефект вилучення знаряддя злочину та мінімізує ризик непропорційного втручання у право власності добросовісної третьої особи й потребу в компенсації. Методологічну основу становлять догматичний і системний аналіз норм КК та КПК, порівняльно-правовий підхід (із залученням Директиви (ЄС) 2024/1260, яка визначає мінімальні стандарти арешту, управління та конфіскації, включно з конфіскацією без вироку і активів нез'ясованого походження за процесуальних гарантій), а також аналіз актуальної практики Європейського суду з прав людини (ЄСПЛ) щодо ст. 6 Європейської конвенції з прав людини (ЄКПЛ) та ст. 1 Протколу 1 до ЄКПЛ (Episcopo & Bassani v. Italy, 19.12.2024; Păcurar v. Romania, 24.06.2025). Доведено, що автоматична конфіскація неподільної спільної речі без встановлення правового режиму майна, критерію «знав або міг знати», та без реального тесту пропорційності створює «індивідуальний надмірний тягар» і конвенційний ризик. Запропоновано модель «часткової (майнової) спеціальної конфіскації»: за добросовісності співвласника пріоритетним є стягнення грошового еквівалента майнового інтересу правопорушника або реалізація речі з пропорційним розподілом виручки; повна конфіскація допустима лише за доведеності обізнаності, залученості співвласника. Сформульовано практичні критерії добросовісності та пропозиції de lege ferenda щодо уточнення ст. 100 КПК України і ч. 2 ст. 96-2 КК України. The article examines the clash between special confiscation under Ukrainian criminal law (Articles 96-1 and 96-2 of the Criminal Code) and the spouses' joint property regime when an indivisible asset used as an instrument or means of crime is jointly owned. The issue became acute after the Joint Chamber of the Criminal Cassation Court of the Supreme Court (02 February 2026, case No. 669/338/24) endorsed confiscation of such jointly owned instrumentalities in full, whereas a separate opinion and a scholarly opinion prepared for the Supreme Court argued for a personalised solution (targeting only the offender's proprietary interest). The study aims to develop a Convention-compliant judicial algorithm that preserves the preventive removal of crime instruments while protecting bona fide co-owners and third parties. The analysis combines doctrinal interpretation of Ukrainian rules with a comparative perspective based on Directive (EU) 2024/1260 on asset recovery and confiscation and recent ECtHR guidance on Article 1 of Protocol No. 1 and Article 6 (Episcopo & Bassani v. Italy, 19 December 2024; Păcurar v. Romania, 24 June 2025). It is argued that automatic full confiscation of an indivisible jointly owned asset, without establishing the property regime, applying the 'knew or ought to have known' test and conducting a genuine proportionality review, may impose an excessive individual burden and create Convention risks. A 'partial (proprietary) confiscation' model is proposed: where the spouse/co-owner is bona fide, courts should target the offender's proprietary interest through confiscation of a monetary equivalent or by selling the asset and distributing proceeds proportionally; full confiscation should be reserved for cases where the co-owner's awareness or involvement is proven. De lege ferenda amendments to Article 100 of the Criminal Procedure Code and Article 96-2(2) of the Criminal Code are suggested to strengthen third-party safeguards and reduce compensation-related disputes.

Over the past decade, federal sentencing issues concerning child pornography have produced considerable legal debate, much of it focused on the application of federal sentencing guidelines as set forth by the United States Sentencing Commission (U.S.S.C.). Many judges have opined that the factors used to calculate the adjusted offense level for some child pornography offenses may be out of date, impracticable, and/or in conflict with 18 U.S.C. 3553(a), which requires, among other things, "just punishments." Particular concerns have been expressed that strict application of the sentencing guidelines can produce results in which possessors of child pornography (i.e. those who commit less serious child pornography offenses as compared to producers or distributers) may be sentenced near the statutory maximum. This has caused some judges to inquire into the rationality of guidelines which they argue place even the less culpable offenders at the level of punishment reserved for the most serious of offenders. In 1984 and 1986, the criminal forfeiture provisions of the Racketeer Influenced and Corrupt Organizations Act,' known as the RICO Act, were amended to improve procedures for implementing the forfeiture provisions of the Act and to clarify the broad scope the statute was always intended to have. 2 This penalty statute, 18 U.S.C. 1963, as amended, will be of ever-increasing importance in the prosecution of traditional white collar crimes such as fraud and political corruption. The reason is obvious. One of the most important Brazilian ufologists passed away as result of a fall in 2022. In the following year, two versions of a spirit letter attributed to him spread out in the UFO milieu, causing disapproval among his colleagues. In this paper, I analyze the effects of this letter on part of the UFO community. I take the debate around the authenticity of the document as a privileged opportunity to describe how collectives that regularly use the language of suspicion towards governments, scientists and public institutions deal with controversial situations within their own community. This paper addresses the question of how parascientists who have been active prior to the emergence of the digital platforms, navigate the pos-truth environment.

Sebagai sebuah investigasi, studi ini menyajikan analisis lebih lanjut mengenai hukum Indonesia berdasarkan tiga doktrin dasar; yaitu: percobaan (poging), penyertaan (deelneming), dan perbarengan tindak pidana (concursus). Ketiga doktrin ini merupakan instrumen penting bagi penegak hukum untuk membatasi tanggung jawab pidana ketika tidak ada tindak pidana sederhana (yang dilakukan sebagai tindakan tunggal dan selesai). Metode penelitian yang digunakan adalah yuridis normatif dalam bentuk pendekatan undang-undang dan konseptual. Menurut hasil penelitian, doktrin percobaan (poging), penyertaan (deelneming), dan perbarengan tindak pidana (concursus) adalah instrumen penting untuk menentukan tanggung jawab pidana. Ketiga doktrin ini memiliki fungsi yang berbeda tetapi dapat saling terhubung bila diperlukan. Ketiga ketentuan doktrinal ini, baik dalam Kitab Undang-Undang Hukum Pidana lama maupun baru, menjadi dasar penerapan hukuman pidana yang proporsional berdasarkan tingkat kesalahan pelaku. Kehati-hatian yudisial harus ditunjukkan dalam penerapan terpadu ketiga doktrin ini untuk memastikan bahwa penjatuhan hukuman tetap memenuhi prinsip keadilan, kepastian hukum, dan proporsionalitas, terutama dalam menghadapi dinamika modus operandi kejahatan modern di Indonesia.

El artículo examina críticamente los riesgos que la adopción de sistemas de inteligencia artificial generativa implica para la formación jurídica universitaria, rechazando tanto el entusiasmo tecnoutópico como el rechazo tecnofóbico. Desde una perspectiva que articula filosofía, teoría crítica del derecho y pedagogía, el trabajo identifica tres dimensiones analíticas del problema.
En la dimensión epistemológica, se argumenta que la IA tiende a reducir el conocimiento jurídico a mera información estadística cuantificable, desplazando la capacidad interpretativa, argumentativa y deliberativa que define al jurista competente. Apoyándose en Matteo Pasquinelli, Kate Crawford y Miguel Benasayag, el autor sostiene que estos sistemas operan una doble expropiación: del trabajo intelectual colectivo que los alimenta y del juicio crítico de sus usuarios.
En la dimensión política, el artículo señala que la IA presenta al derecho como espacio técnico neutral, neutralizando su dimensión conflictiva y política. Con base en Éric Sadin, Verónica Gago y los aportes de Zaffaroni sobre selectividad del sistema penal, se muestra cómo los algoritmos reproducen y amplifican sesgos estructurales —raciales, de clase, de género—, formando profesionales que naturalizan la reducción del derecho a técnica e invisibilizan las relaciones de poder subyacentes.
En la dimensión pedagógica, se analiza cómo la IA generativa transforma al estudiante de sujeto crítico en consumidor resignado de respuestas inmediatas, erosionando el vínculo dialógico docente-estudiante y la capacidad de enfrentar la dificultad del texto jurídico. Recurriendo a Franco "Bifo" Berardi, Paulo Freire, Anne Alombert e Ignacio Castro Rey, el autor diagnostica un proceso de "enmudecimiento anímico" y de "automatismo cognitivo" que compromete las condiciones de posibilidad de una educación jurídica emancipadora.
Como conclusión, el trabajo no propone rechazar la IA sino construir una apropiación crítica que explicite sus limitaciones epistemológicas, la incorpore como objeto de estudio en la curricula jurídica y preserve el espacio del diálogo genuino entre docentes y estudiantes. Frente a la colonización algorítmica, el artículo reivindica —con Berardi— la estrategia de la "deserción": la preservación de zonas de lentitud, profundidad y pensamiento no instrumentalizado que mantengan abierta la posibilidad de una transmisión viva del saber jurídico.

The rapid evolution of contemporary cybercrime often involves multi-party collaboration and a convergence of multiple illicit acts, creating legal complexities that the old colonial criminal code (Wetboek van Strafrecht) failed to address. The enactment of Law Number 1 of 2023 concerning the New Criminal Code (New KUHP) introduces a modern legal paradigm to reconstruct criminal liability within the digital ecosystem. This study evaluates the conceptual formulation and implementation of penyertaan (complicity) and penggabungan tindak pidana (concurrence of offenses) in contemporary cyber offenses through a statutory and conceptual legal analysis. Examination of the new framework reveals that the New KUHP successfully accommodates the multilayered nature of cybercrime by expanding the doctrinal scope of joint principalship, thereby allowing digital orchestrators, automated system developers, and remote accomplices to be held liable proportionally. Furthermore, the convergence of cyber-dependent and cyber-enabled crimes is systematically regulated under modern sentencing guidelines that restrict radical judicial disparities and emphasize corrective and restorative justice. Ultimately, the New KUHP provides a comprehensive, adaptive, and systematic legal basis, offering essential guidelines for modern judicial practice and cyber law enforcement in Indonesia.

In the history of the Aksumite Kingdom, the reigns of Ezana and Kaleb can be described as the Golden Age. The names of these two monarchs are profoundly illustrious. The era of Ezana represents a landmark in Ethiopian history; not only did Christianity become the official state religion, but it was also during this period that a complete vocalized (voweled) script first appeared, and the king’s military victories and territorial expansions were systematically preserved in written inscriptions. In contrast, the existence of most kings prior to Ezana is known primarily through the coins they minted. While it is difficult to assume that a coin-minting state left no written records, those documents have either perished over time or remain hidden, yet to be discovered.
Emperor Kaleb’s trans-maritime expedition to rescue persecuted Christians was a monumental feat that led to his international veneration as a saint. Criminal procedure law entails a frame work of laws and rules that govern the administration of justice in cases involving individuals accused of committing crimes. The procedure begins with the initial investigation of the crime and concluded with either unconditional release of the accused by the virtual of the acquittal or by imposition of sterm of punishment pursuant to conviction for the crime.

Pendidikan anti korupsi bertujuan untuk menanamkan nilai-nilai integritas, kejujuran, tanggung jawab, kedisiplinan, kerja keras, keberanian, dan kepedulian kepada mahasiswa sebagai generasi penerus bangsa.

Avec l’évolution du numérique, l’Intelligence Artificielle (IA) s’impose comme un outil important dans la société, au point où il devient crucial de se questionner sur son utilisation, notamment lorsqu’il est question de criminalité. Cet article a pour objectif d’identifier les usages déviants de l’IA sur les Réseaux Sociaux Numériques (RSN) en Côte d’Ivoire. L’étude, de nature empirique s’appuie sur des données collectées entre le 8 avril 2025 et le 02 avril 2026. Grâce à la technique d’échantillonnage raisonné, 204/461 publications ont constitué la base matérielle de notre observation soit, 44,25% des publications. Pour la collecte des données, la technique d’observation participative ou crowdsourcing a été nécessaire. Ces données ont été analysées quantitativement. Les résultats révèlent que l’usage de l’Intelligence Artificielle par certains internautes revêt un caractère déviant. L’analyse quantitative des données présente 204 usages recensés. Les fausses informations (77 soit, 37,75%), les manipulations politiques (59 soit, 28,92%), les atteintes à l’honneur et à l’image (36 soit, 17,65%) et les diffamations (32 soit, 15,68%). Ces déviances sous-tendent des logiques d’atteintes individuelles et des manipulations collectives. L’IA tend à restructurer la cybercriminalité en Côte d’Ivoire. Face à une forte utilisation des RSN (85% des internautes) et dans un contexte général marqué par une faible culture de la sécurité numérique, il est essentiel que les structures de lutte encadrent et régulent ces usages de l’IA.



With the evolution of digital technology, Artificial Intelligence (AI) is becoming an important tool in society, to the point where it is crucial to question its use, particularly in relation to crime. This article aims to identify deviant uses of AI on Social Media (SMS) in Côte d'Ivoire. The empirical study is based on data collected between April 8, 2025, and April 2, 2026. Using purposive sampling, 204 out of 461 posts formed the basis of our observation, representing 44.25% of the posts. Data collection involved guided digital observation or targeted scraping. This data was then analyzed quantitatively. The results reveal that the use of Artificial Intelligence by some internet users is deviant. The quantitative analysis of the data identifies 204 identified uses. False information (77, or 37.75%), political manipulation (59, or 28.92%), attacks on honor and image (36, or 17.65%), and defamation (32, or 15.68%). These abuses stem from a logic of individual harm and collective manipulation. AI is reshaping cybercrime in Côte d'Ivoire. Given the widespread use of social media (85% of internet users) and a general context marked by a weak digital security culture, it is essential that law enforcement agencies oversee and regulate these uses of AI.

In the aftermath of Myanmar’s 2021 military coup, multiple resistance movements and parallel administrations have emerged, raising urgent questions about security, governance, and legitimacy in contested territories. This study, titled "သေနတ်ကို ဥပဒေအောက်မှာ ထားနိုင်မှ ခုခံတော်လှန်ရေးက Nation-building ကို စတင်နိုင်မည်" (Burmese title) and originally published by Khunumthung Media Group (on May 19, 2026), investigates the interplay of armed resistance, legitimacy, and rule-of-law governance in the fragmented state context of post-coup Myanmar. It examines how non-state resistance authorities navigate the twin challenges of internal legitimacy and international recognition when state sovereignty is divided. Drawing on classical and contemporary theories – including Weber’s concept of the monopoly on legitimate violence, Kelsen’s theory of revolutionary legality, Locke’s right of resistance, and modern rebel governance scholarship – the study develops a conceptual framework to explain how putting “guns under law” shapes the trajectory of resistance movements. Methodologically, the research is qualitative and theory-driven, grounded in Myanmar’s post-coup experience of competing authorities. The central argument is that sustainable legitimacy for resistance forces requires institutionalized rule of law and accountable governance in territories under their control. Without a foundation of legal order and justice, armed resistance risks descending into warlordism and undermining the prospects for successful nation-building and democratization. The study highlights the importance of robust legal institutions – including independent courts, disciplinary mechanisms, civilian protection measures, and adherence to international humanitarian law – in maintaining authority, ensuring command responsibility, and building public trust. It concludes that embedding the use of force within a lawful governance framework is critical for insurgent movements to transform into legitimate governing entities. By bridging political science and international law perspectives, the findings show that power seized domestically by force must be coupled with legal-normative legitimacy to endure – suggesting that armed non-state actors can construct state-like authority through law-bound governance. While focused on Myanmar, the analysis offers broader insights into autocratization, legitimacy crises, and the dilemmas facing international institutions like the United Nations in managing contested sovereignty. The research contributes to civil war studies, non-state armed actor governance, and transitional state-building by demonstrating the importance of rule-of-law structures for credibility and stability.

This paper examines the institution of mandatory defence of the accused in criminal proceedings as one of the fundamental guarantees of the right to a fair trial. Starting from the specific procedural position of the accused and the objective inability to exercise the right of defence effectively without professional legal assistance, the study analyses the substantive role of defence counsel as a key element in ensuring equality of arms and adversarial proceedings before an impartial court. The analysis draws on the Albanian constitutional, conventional, and criminal procedural framework, with particular focus on Article 49 of the Criminal Procedure Code. Within this framework, the 2017 amendments are of particular importance, as they not only expanded the scope of mandatory defence but also influenced the manner in which these cases are approached and applied in practice. The paper examines in detail each case provided by law, highlighting the underlying guarantee-oriented rationale, particularly in relation to the most vulnerable subjects of criminal proceedings, the seriousness of the criminal offence, and the critical stages of the process. A substantial part of the study examines the effectiveness of defence in cases involving court-appointed counsel, in light of the standards developed in the jurisprudence of the European Court of Human Rights and Albanian judicial practice. This report presents findings of a project that identified and examined three communities where schools have successfully reduced discipline problems and improved learning and behavior of all students, including those with disabilities. Site visits by a research team and expert panels (including both lay community members and professionals) were conducted as were six focus groups comprised of students, family members, general and special educators, administrators, school board members, and community agency representatives. The team visited: (1) Westerly, Rhode Island, where new leadership in the 1990s transformed a district with many civil rights violations into a model program for students who are receiving a continuum of supports and services for behavioral problems; (2) Polk and Hillsborough County school districts in South Florida, where Project ACHIEVE, a schoolwide prevention and early intervention program, targets students who are academically and socially at risk; and (3) Lane County, Oregon, where the school district has successfully implemented a schoolwide violence prevention curriculum. The report's first three sections provide background information. Major cross-site findings are presented in the fourth section and the report concludes with a set of underlying principles reflected in each of the programs and schools. This guide presents a brief summary of the research on violence prevention and intervention and crisis response in schools. It tells school communities: (1) what to look for--the early warning signs that relate to violence and other troubling student behavior; and ( ) what to do--the action steps that school communities can take to prevent violence and other troubling behaviors, to intervene and get help for troubled children, and to respond to school violence when it occurs. Sections in this guide include: (1) "Introduction," describing the rationale for the guide and suggesting how it can be used by schools to develop a plan of action; (2) "Characteristics of a School That Is Safe and Responsive to All Children," describing characteristics of schools that support prevention, appropriate intervention, and effective crisis response; (3) "Early Warning Signs," presenting early warning signs of a troubled student, imminent warning signs, and the principles that ensure these signs will not be misinterpreted (concludes with a brief description of using the signs to shape intervention practices); (4) "Getting Help for Troubled Children," describing what to do when intervening early with students who are at risk for behavioral problems, when responding with intensive interventions for individual children, and when providing a foundation to prevent and reduce violent behavior; (5) "Developing a Prevention and Response Plan," offering suggestions for such plans; (6) "Responding to Crisis," describing what to do when intervening during a crisis to ensure safety and when responding in the aftermath of crisis; (7) "Conclusion"; and (8) "Methodology, Contributors and Research Support," describing the rigorous development and review process used in producing the guide, and providing information about the project's World Wide Web site. For much of his life, Scott Erik Stafne (a 77 year old disbarred lawyer in Washington State of the United States of America) attempted to persuade judges, lawyers, public officials, and institutions that his clients' presentations merited adjudication. The conversations creating these June 1-3, 2026 collaborations record a growing realization that helping people discern truth for themselves may be more important than winning any argument. Beginning with discussions of health, mortality, and family, the dialogue expands to encompass Pope Leo XIV's encyclical on artificial intelligence, the responsibilities of citizenship, the role of public witness, and the possibility that AI may assist individuals in exploring questions of meaning, purpose, and neighborliness. Throughout, the emphasis shifts away from advocacy and toward discernment.

This is not the first time a history book has focused on a single year, adopting a highly effective narrative style to tackle the major issues of the past (think of Felipe Fernández Armesto's book on 1492, David Howarth's on the Norman conquest of England in 1066, or Keith Jeffery's, which traced a global history of 1916). Some time ago, for example, an Italian scholar demonstrated how one can study the Papal Curia by selecting a year not particularly significant for the history of the Roman Church, just as 1492 was for world history. Tutino has published numerous works on the history of theology and the interventions of the Roman Holy Office in the fields of casuistry, bioethics, miracles and sainthood; and now, in this book, she has chosen a narrative never before adopted in studies of the papal Inquisition. The documents produced by the Congregation have largely been lost, but the Vatican Library preserves three registers containing copies of all the letters sent by the inquisitor cardinals to the tribunal's peripheral offices between 1626 and 1628. By cross-referencing this almost unique source-though already known to scholars-with the decrees and papers preserved in the central archive of the Holy Office and with other Italian documentary collections, Tutino convincingly demonstrates how one can better understand the strategies of the papal inquisitorial court, on the one hand by narrowing the timeframe of analysis (what did the Congregation deal with in a year like any other?), and, on the other, by assessing the overall data whilst reconstructing certain episodes that are fairly emblematic yet not comparable to the famous condemnations of Giordano Bruno or Galileo Galilei.

À cette occasion, Mamlouk aurait remis à Michel Samaha plusieurs dizaines d’engins explosifs ainsi qu’une somme d’argent en espèces en dollars américains.

Nous examinerons les implications juridiques de cette situation dans le cadre de la présente étude de recherche.

Drug-related crimes constitute a highly dangerous category of crime that not only infringes upon the State's management regime over narcotic substances but also negatively affects social order and safety, public health, and the stability of families, schools, and residential communities. Based on firstinstance criminal trial statistics in Thai Nguyen Province from 2021 to June 2025 and an analysis of 100 first-instance criminal judgments involving 144 defendants, this article evaluates the situation, causes, and preventive measures for drug-related crimes in Thai Nguyen Province. The findings indicate that during the study period, Thai Nguyen recorded 3,043 cases and 3,648 defendants tried at first instance for drug-related offenses. These crimes accounted for a significant proportion of the overall crime structure in the locality. Although the number of cases and defendants showed a downward trend, the nature of these crimes remained complex, reflected in the high proportion of particularly serious offenses, the widespread occurrence of illegal possession, trafficking, transportation, and organization of illicit drug use, as well as the simultaneous presence of heroin and various synthetic drugs. In addition to criminal sanctions, the prevention and control of drug-related crimes require integrated measures, including local management, social prevention, legal education, addiction treatment, and support for offenders' social reintegration. On this basis, the article proposes a comprehensive prevention-oriented solution system suitable to the socioeconomic characteristics and crime situation of Thai Nguyen Province.

Tuy nhiên, với việc phê chuẩn UNCLOS năm 1996, lập luận lập pháp mà Lại Á Lực (Lai Yali) đề xuất năm 1976 rằng "quyền tài phán bắt buộc là trái với chủ quyền" (vốn không được thông qua) đã mất đi cơ sở pháp lý theo khuôn khổ Công ước. Sự hồi sinh của lập luận lập pháp này tạo thành cốt lõi của "sự tự phản bội của người trong cuộc" khi Trung Quốc từ chối Phán quyết của Tòa Trọng tài Thường trực (PCA) năm 2016.

"Cách nghĩa đối kháng" của Việt Nam - kế thừa sự khôn ngoan tự chủ trong ngàn năm của hệ thống sách phong, áp dụng vào bản đệ trình lên Ủy ban Ranh giới Thềm lục địa Liên Hợp Quốc, chiến lược công hàm và ngoại giao quân sự toàn diện hiện đại. "Sử dụng thuần túy luật pháp cận đại" của Philippines - đạt được thắng lợi pháp lý cao nhất trong lịch sử với Phán quyết PCA 2016, nhưng phải đối mặt với bức tường cấu trúc là sự thiếu hụt thực thi. Cốt lõi của chương này gồm ba điểm. Thứ nhất, cấu trúc pháp lý của Đường chín đoạn được thiết kế như một "sự mơ hồ có chủ ý", và chính sự thật "không cung cấp bất kỳ giải thích pháp lý nào trong nhiều thập kỷ" đã hoạt động như một chiến thuật dùng Pháp luật Thời gian để bao vây Pháp luật Không gian. Bản ghi chép về sự mâu thuẫn tự tham chiếu này vẫn không bị xóa bỏ, mãi mãi được khắc ghi trong biên bản chính thức của Liên Hợp Quốc năm 1976.
Chương 5 bàn về khả năng và giới hạn của sự đối phó tập thể thông qua ASEAN. Ba chiến thuật chia để trị của Trung Quốc - thu hút kinh tế, sử dụng người đại diện như Campuchia, và thu hẹp vấn đề tranh chấp - đã khớp chính xác với điểm yếu về mặt thể chế là nguyên tắc đồng thuận của ASEAN, liên tục ngăn cản việc hình thành một sự đối kháng pháp lý tập thể. Tuy nhiên, ký ức lịch sử về việc "cùng thiết kế" Hội nghị Liên Hợp Quốc về Luật Biển lần thứ 3 vẫn tiếp tục hoạt động như nguồn năng lượng nội tại cho sự kháng cự cuối cùng trước áp lực chia để trị.

The Nigeria Data Protection Act (NDPA) 1 2023 represents the country's primary legal framework for the processing of personal data. Given that data constitutes the foundational architecture of Artificial Intelligence (AI) systems, this paper examines whether the NDPA effectively regulates AI technologies in the absence of a dedicated AI law in Nigeria. Although the NDPA makes no explicit mention of Artificial Intelligence, this paper argues that the Act remains a relevant and authoritative instrument for the regulation of AI. Through a detailed analysis of Sections 24, 25, and 37, the paper demonstrates how core principles of data protection-lawfulness, fairness, transparency, accountability, purpose limitation, and the right not to be subject to solely automated decision-making-apply directly to AI systems. The paper concludes that while the NDPA provides a solid foundational layer for AI governance, it is not a comprehensive AI regulation. Nigeria still requires a dedicated, risk-based AI framework to address the unique challenges of generative AI, deepfakes, and high-risk automated systems.

The rapid integration of artificial intelligence into socio-economic systems has intensified global debates on the adequacy of existing legal frameworks to regulate emerging technologies.
In Nigeria, while there is currently no dedicated artificial intelligence legislation, the Nigeria Data Protection Act (NDPA) 2023 (hereinafter referred to as NDPA 2023) establishes a comprehensive framework for the regulation of personal data processing. This article examines the extent to which the NDPA 2023 may already function as an indirect foundation for artificial intelligence governance in Nigeria.
The analysis is grounded in key provisions of the NDPA. It explores how core data protection provisions may influence the design, deployment, governance, and oversight of AI systems that rely on personal data. Through practical illustrations drawn from sectors such as fintech, recruitment, healthcare, and digital platforms, the article demonstrates how these provisions intersect with algorithmic decision-making and automated processing.
The article argues that while the NDPA 2023 was not designed as an artificial intelligence statute, it may nonetheless provide an important conceptual and legal foundation for AI governance in Nigeria. However, this foundation remains incomplete and will likely require complementary regulatory frameworks to adequately address the complex risks posed by advanced AI systems. The paper recommends the adoption of a complementary AI governance framework in Nigeria that builds upon existing data protection principles while addressing AI-specific concerns such as algorithmic accountability, transparency, explainability, bias mitigation, human oversight, and regulatory coordination. Ultimately, the article contends that while the NDPA 2023 may not constitute a comprehensive AI governance framework, it represents a significant starting point in Nigeria’s evolving regulatory response to artificial intelligence.

Introduction: When Emotion Overrides Structure In our first episode, we explored what emotional regulation means and why it matters in workplaces, churches, and leadership spaces. We noted that unmanaged emotions spill into communication and leadership behavior in ways that damage psychological safety, trust, and institutional health. This second episode examines what actually happens, the real, measurable consequences, when emotional regulation fails at an institutional level. We do not examine personalities. We examine patterns. And the patterns visible in many institutions today, including faith communities across Africa, Asia, Europe, and the Americas, are deeply instructive.

Esse masculino é entendido, aqui, como decorrente das masculinidades limitantes que, ao mesmo tempo em que constitui o homem como pertencente a um status superior, também o molda dentro de determinados padrões. Nesse sentido, o machismo estabeleceu-se em consonância com a constituição da figura do homem, que, ao estabelecer a superioridade em relação à mulher, nega e tem rejeição a tudo que, numa visão limitante, são associados ao ideário feminino. A homofobia, definida, a partir de BORILLO (2010, p. 34), como uma "hostilidade geral, psicológica e social contra aquelas e aqueles que, supostamente, sentem desejo ou têm práticas sexuais com indivíduos de seu próprio sexo", serve, principalmente aos homens, como uma forma de interiorização daqueles que fogem aos papéis de gênero impostos socialmente.
